The Indonesian government believes that textbooks play a strategic role in improving the quality of primary and secondary education (Regulation of the Minister of National Education of the Republic of Indonesia No.11 of 2005). Nevertheless, Abdulkarim (2010) revealed that the quality of school textbooks, either in junior or vocational / high school is very low. The contradiction between Regulation of the Minister of National Education Regulation goal and Abdulkarim (2010), and some previous research, such as Heskett et al. (1997), and Dimitriades (2006) motivates this study to analyze the effect of satisfaction to commitment and loyalty of vocational teachers in Bandung. The results showed that there was no correlation between satisfaction and the commitment and between the commitment and loyalty, but there is a significant direct correlation between satisfaction and loyalty. This shows that users of textbooks as the government policy consumers has loyalty in the sense will do its use continuously, but the loyalty is not based on a commitment, but only based on satisfaction. This is suggests that vocational high school teachers are satisfied with the textbook but don’t want to rely on Regulation of National Education Minister, since commitment is defined by Dwyer et al. (1987), Morgan and Hunt (1994), and Pritchard et al. (1999) as a stable seeking and defensive attitude towards not to change a choice. They are easy to change attitudes through using of Electronic Text Boook (ETB) as teaching materials. The Authors also revealed some limitations and recommendations

After the outbreak of the Covid-19 pandemic in Indonesia, the government issued a new policy of learning, working, and worshiping from home. This pandemic has created a crisis that has hit many sectors, one of which is education. Culture shock is a hot issue for teachers and students in facing this new educational situation. Learning using an E-learning system must be done without considering the existing limitations. The impact on tertiary institutions seems not to have been revealed much because it is often considered quite adaptive to the various changes that exist. This study used a quantitative approach with two times data collection, which is based on random sampling of all active students at the Faculty of Economics and Business, UNISBA and tracing the severe economic impacts on the student’s family environment using a survey instrument. The problems that dominate students are internet network, limited internet data, and the economic condition of the family in carrying out learning activities from home. This condition can open the possibility of an increase in the level of pressure focusing on learning and problems with the decline in the family economy.

Schools are one place to educate national life. Schools also form the basis of the government in carrying out its obligations to fulfill the right to education of Indonesian citizens. In addition to the right to education which is a constitutional mandate, schools are also part of the fulfillment of human rights. The National Education Law (Law No 20/2003) article 4 paragraph 1 states that education is carried out democratically and fairly and is not discriminatory by upholding human rights, religious values, cultural values, and national pluralism. Education-based on human rights means that the learning process is carried out in a way where teachers and students must be protected with mutual respect for human rights. In the teachings of Taman Siswa are taught the main principles, namely nature, independence, culture, nationality, and humanity. So, carrying the paradigm of human rights in teaching and learning in schools is not something strange because the foundation has been firmly established by Ki Hadjar Dewantara. Teachers have the right innovations to develop human rights values in schools.

The advent of the current COVID-19 pandemic almost halted the education process between teachers and students. Nonetheless, the government strived and overcame all the challenges posited by the pandemic and forged forward to continue the learning experience of students. This paper introduces the proposal entitled Project NEW-NORMAL which will provide substantial support in the learning modalities of students and cater the basic needs of teachers and students for the teaching and learning process. Different learning modalities provided various avenues to the learners to the most con-venient and available modes of learning to which they preferred to select and experience. Printed learning modality was one the options where provision of self-learning modules is necessary that could stand without the help of the teachers. Likewise, digitized learning modality offered the utilization of technological platform through social networking sites, media, fora, etc. to download the materials provided by the teachers and the Department. The increased of technological and adversity quotients created a strong hold to face the current situation brought by the pandemic.
