Gainera, ongizate sistemen akatsen eta mugen aurrean, beharrezkoa da gizarte-babeserako sistema berraztertzea: oinarrizko errenta unibertsala aukera popularrena dela dirudi. ABSTRACT: At present, the precarious jobs do not assure the subsistence level, and the future forecasts «the end of work». In addition, because of the defects and limits of the welfare systems, a rethinking of the social protection system is necessary: universal basic income seems to be the most popular option. Although the basic income is usually based on the idea of social reform, the perception of this study is that its implementation should be guided by a policy of small advances, which ultimately make possible a partial reform of the Social Security system, not its dismantling. There are currently examples with these characteristics, for specific groups (e.g. minors in Germany) to which a basic income is being granted. Without a doubt, it is a big step in that direction, which can serve as a model to be followed by all legal systems —among them Spanish one— that follow a system of generational distribution (pay-as-you-go system) in pensions. RESUMEN: En la actualidad, los empleos precarios no aseguran el mínimo vital, y para el futuro se pronostica el «fin del trabajo». Además, ante los defectos y límites de los sistemas asistenciales es necesario un replanteamiento del sistema de protección social: la renta básica universal parece ser la opción más popular. Aunque normalmente la RB se basa en la idea de una reforma social, la percepción de este estudio es que su implementación debe ir dirigida por una política de pequeños avances, que al final posibiliten una reforma parcial del sistema de Seguridad Social, no su desmantelamiento. Existen en la actualidad ejemplos con estas características, para colectivos específicos (ej. menores en Alemania) a los que —en la práctica— se les está otorgando una RB. Sin duda, es un gran paso en esa dirección, que puede servir como modelo a seguir por los ordenamientos jurídicos —entre ellos el español— que siguen un sistema de reparto generacional en pensiones.

Annotation. Introduction. The article investigates the main problems in the field of social protection of the population in Ukraine that require an immediate solution. The theoretical approach to the financial support of the social sphere is considered. The reasons for the negative impact on the implementation of budget policy in the social protection system are investigated. The financing of social protection and social security, health and education from state and local budgets of Ukraine is analyzed. Changes in the system of social protection through the transformation of financing of the social protection system are determined. The purpose of the article. It is worth exploring the financial support of social services in Ukraine in recent years. It is also worth offering possible ways to counteract the underfunding of the social sphere from the budgets of different levels. Results. Formation of national social security in the system of public finance management should be carried out on the basis of the system of fiscal norms and to be focused; to ensure effective forms of supporting various social groups that require social protection; transition to cash provision of welfare; Personal assistance to the state is included in income of individuals and families. Taking into account that wages are still the main source of income in Ukraine, it is necessary to increase its share in income, paying special attention to minimal hourly remuneration. Conclusions. The main reason for the negative impact on the implementation of fiscal policy in the social security system is mainly reflected in the implementation of the budget expenditures approved by the state. In addition, during the research process, we have found that in the state budget of Ukraine, social security expenditures and social insurance funds have increased more than doubled over the past five years, indicating the lack of funds in this area.

Abstract This chapter analyses the social protection system in Estonia mainly from the immigration viewpoint. Perhaps because of low immigration rates in recent decades, immigration and emigration issues are seldom explicitly regulated in the Estonian legal system. Our findings indicate that social security rights are based mostly on legal resident status in Estonia, although EU foreign residents sometimes benefit from some better conditions, mainly in terms of taking into account employment records in other EU countries. Missing waiting periods for entitlement to social benefits guarantee that newly arrived immigrants have similar rights with long-term residents.

The theoretical foundations regarding the forms and sources of financing and financial support of the social protection system are considered. The features of financing social transfers through the main forms of social protection – social security, social insurance, and social assistance – are investigated. Weaknesses and ways to improve the domestic social protection system are identified. Approaches to solving financing problems in the field of social protection of the population are proposed.

The article analyzes the activities of the social protection system and social services of Ukraine. The concept of «social protection» is defined, the classification of the social protection system according to the models of social policy of other countries (Austria, England, Germany, USA, France, Japan) is given. The only principle of social protection according to the given models is formulated – joint action of a complex of measures which are directed on increase of well-being and quality of life of the population (economic, household, social). The socially-oriented policy of Ukraine, which is aimed at overcoming poverty, introduction of social insurance and targeted assistance, solving problems related to unemployment, is indicated. It was found that the basic state social standard in the field of income is the subsistence level. The social service is defined as a multifunctional state executive body that acts as a guarantor in ensuring the stability of the functioning of the system of social protection and social security of socially vulnerable groups. It is established that social services are an organizational form of social work, because they implement the practice of social security. Ensure orderly communication and interaction of all social work bodies (departments and social services). The organizational structure of the social security system is an orderly connection and interaction of all bodies of social work (departments and social services), which provide general conditions for rational organization and normal functioning of the support system for individuals, groups of communities at risk of social risk. The leading direction in social security is to support a person who finds himself in a difficult life situation at the minimum (not lower) social and household level – the provision of cash benefits, social benefits, benefits, subsidies and more.

The article examines current problems related to the consolidation of the status of Ukraine as a social state at the constitutional level. The model of the social state is currently not legally fixed, and the possibility of its definition and construction cause some discontent. The social situation brings to the fore the tasks of overcoming the crisis, rather than creating high standards of protection for people that are typical of social States. Attention is drawn to the need to unify the approach to understanding the term "guarantees of human and civil rights and freedoms", since this state of Affairs negatively affects the creation by the state of a powerful legal mechanism for implementing social guarantees that Ukraine has assumed. It is noted that social standards and guarantees are extremely important for the implementation of state policies to ensure that people are provided with material goods and services, as well as appropriate financial resources. It is argued that a system of legal guarantees, both national and international, is essential for the realization of the human right to social protection. It is clear that the absence of an integrated system of state social standards in Ukraine carries significant risks. The author points out some problems that affect the social security of citizens and the reduction of their social security, as well as the need to create an effective system of social guarantees in a short time. It is emphasized that there are serious problems in the use of state budget funds, which, as a rule, 1 provide social guarantees, the need to attract non-budgetary (non-government) funds.

The paper is about the construction of a sustainable social security system in Poland which is an attempt to define the types of changes that are required for the improvement of this system at the beginning of the 21st century. Optimization of the system should be understood as economic equity and obligatory application of axioms of commonship and unification. In order to construct a valid social security system, it is necessary to define the following factors: a catalog of social risks, a method of benefit funding and parameters of the benefits to be paid. Any structurally and financially sustainable system must be designed so that all its elements are compatible both with social risks that are protected in the system and with the elements of the social security system. The paper presents the Polish social protection system together with the social security system, the risks that are protected in the social insurances and a concept of changes that should be made to optimize the social security system.

In modern conditions, public spending on social protection plays a priority role in improving the welfare and quality of life of vulnerable populations. From the volume and direction of financial resources of the state depends not only the level of welfare of society, but also the development of the domestic economy and the stability of the socio-political situation in the state. The developed countries of the modern world spend about 17% of gross domestic product for social protection and social security. This indicator shows that expenditures on the social component occupy the largest share in the structure of state budget expenditures, both in foreign countries and in Ukraine. The lack of public funds to meet the requirements of current legislation and failure to fulfill planned indicators of financing of all social articles are the main problems of financial provision of social protection in Ukraine. Despite the fact that during the analyzed period there is an increase in expenditures on social protection in Ukraine, these funds are still insufficient. The implementation of the policy in the social protection system has a number of reasons, which are manifested primarily in the implementation of the approved expenditures of the state budget. Despite the significant amounts of public spending on social protection and social security and wide range of forms of social assistance, the benefits of which are enjoyed by a significant part of society, not all measures are effective. On the one hand, the state invests significant funds in the development of the social sphere, and on the other - these costs do not solve the problems of social protection, but, on the contrary, inflate them. Solving the problems of financing social protection in Ukraine must be carried out in conjunction with reforming the social protection system as a whole, which will reduce the financial burden of the state and improve living standards. Therefore, we consider it important to investigate the issues of public spending on social protection and the problems of financing the social sphere and find alternatives to improve its functioning.

The aim of this paper is to analyze the social protection system in Albania during the last two decades. It highlights some of the problems and issues which are closely associated with elements of social security, as a phenomenon that focuses on finding solutions or solving the problems in social security systems in Albania. Of great importance are the changes in the social security legislation in recent years, which led to a new structure of the social insurance market in Albanian society. Also discussed are the types of benefits offered by our social insurance system. Our country occupies a special place in relation to the problems it has encountered with social protection and the social security law.
