The current global position of Bosnia and Herzegovina confirms the findings of previous research that in our country there is no single or at least harmonized and efficient innovation system, appropriate to the needs of the development of knowledge society and the knowledge economy. The first steps in determining the reasons for this situation are SWOT analyses of the position and role of the innovation system within the general strategic and sectorial research and technology transfer planning. The paper discusses the most important results of matrices obtained and compares them with the findings of our latest research. The first result is a concise SWOT matrix of the innovation system. The results of the elaboration of individual factors we present in a detailed SWOT matrix based on elements of strength. This matrix also showed that uniform and stabilized higher education is the most important element of the strength of the innovation system. Therefore, the paper specifically discusses characteristics of universities as subjects of the innovation system.

Tertiary education faces a new era as expectations for good quality education are increasing. Globalization and knowledge Society formed new conditions on the global economic and geopolitical scene, and led higher education ahead to new challenges which require a redefinition of its role. These challenges have created new opportunities, new collaborations and new ways of managing Higher Education Institutions. In response to the demand for higher quality products and services, a growing number of Higher Education Institutions worldwide are implementing Total Quality Management (TQM) and the Deming Management Method. The first chapter is designed to provide the reader an overview of the role of Higher Education Institutions and the implications of globalization and knowledge society on tertiary education. Furthermore, this chapter deals with the strategic challenges of Higher Education Institutions and their strategic response to those challenges, focused on Deming and Total Quality Management.

Evaluation of the role of intellectual capital in innovative economic growth in the framework of knowledge economy The COVID – 19 pandemic has had and continues to have a profound effect on all areas of our lives. One of the main areas affected by the pandemic is agriculture. The article emphasizes the need to apply science-intensive technologies and expand innovative activities to ensure sustainable development of agriculture in the current pandemic. The importance of new generation technologies in accelerating the innovative development of the agricultural sector is also studied. Positive results have been obtained on issues that need to be solved when organizing and developing an economy based on an innovation system in the agricultural sector in a pandemic. <p><strong>Purpose</strong> – The purpose of this study to overview the trends of higher education globally, within Asia Pacific Region and specially in Pakistan. Most importantly, current study highlights the strengths and opportunities as well as weakness and threads of Pakistan’s higher education system by proposing a SWOT analysis of higher education internationalization.</p><p><strong>Design/methodology/approach</strong> – This review paper is meant to appear in conjunction with more discrete and in-depth previous literature regarding higher education internationalization. </p><p><strong>Findings</strong> – It is investigated that higher education institutions in Pakistan are in need to rethink and reshape internationalization strategies following global standard which would be useful for the smooth drive towards global knowledge society and quality of higher education can be enhanced by developing internationalized curriculum, recruiting international students and staff and establishing international research collaboration programs.</p><p><strong>Originality/value</strong> – In this study a SWOT analysis of internationalization has been proposed which illustrates the internal and external factors which are positively or negatively impacting the higher education system in Pakistan.</p>

The development of food crops commodities is one of the priorities of the National Medium-Term Development Plan (RPJMN) 2015-2019 of the Ministry of Agriculture of Indonesia in terms of guarantee of food availability. West Sumatra Province is one of the central areas of production of food crops commodities in Indonesia. The objectives of this research are 1) to analyze food crops of West Sumatera Province; 2) to analyze the availability and completeness of facilities for the development of superior commodities of food crops; and 3) to formulate the strategy of developing the superior commodities of food crops. The data used in this research covers the area of harvest, the number of production, and the number of facilities area by time series (2011-2015). Data analysis used in this research include LQ, scalogram and SWOT analysis. The results showed rice commodity as a pre-eminent commodity in West Sumatera Province. There are six areas of development of commodities seeded rice that is in the hierarchy I. SWOT matrix analysis results obtained some superior commodity development strategies include; SO strategy 1) Establish and enhance the role of partnership with all stakeholders (government, farmers, traders, and cooperatives); 2) the use of agricultural cropping technology; WO strategy; 1) Development of agricultural development infrastructure (irrigation channel, village axis road) and application of agricultural technology (cultivation); 2) Institutional strengthening of farming capital; strategy ST: 1) Leading commodity marketing policy / regulation by West Sumatera Provincial Government, 2) Gapoktan and Farmers Household (RTP) Empowerment 1); WT strategy: 1) Development and training of management and marketing of agricultural products by government 2) Optimalization of institutional function and capital of farming to support improvement of marketing quality of agricultural products

Knowledge is the key for growth and development of any country. Historically, only those countries succeeded and advanced which based their economies on knowledge. Higher education authorities in Pakistan are trying to promote the notion of knowledge economy in the country. This paper provides an exploratory analysis of various factors and indicators which disclose relationship between the higher education products and economic indicators of the country. There are four main pillars of knowledge economy i.e. education and training, information infrastructure, economic incentive &institutional regime, and innovation systems. Progress on different economic indicators is analyzed and concluded that investment in higher education is not supporting a shift in the nature of economy in Pakistan. Spontaneous and temporary steps may further deteriorate the situation. The paper urges on an overall restructuring of higher education policy and procedure of its implementation in contemporary economic and financial scenario of the country and globe.

Basing on the strategic approaches, the article investigates the role of innovative entrepreneurship in forming the knowledge economy. The importance of intensifying the development of the knowledge economy in the context of global changes and modern challenges has been substantiated. The need for the formation and development of the country’s knowledge economy, taking into account the deepening development of innovative entrepreneurship, is considered. The expediency of accelerating the commercialization of the results and discoveries of scientific research works is noted. Strategic directions of mutual activities of universities, research institutions, investment funds, industrial enterprises and other subjects of innovative entrepreneurship are given. The necessity of ensuring the effective and efficient application of the results, developments and innovations is substantiated. The progressive world experience in ensuring the development of the national innovation system and the formation of an innovationoriented economy of the country is considered. An objective approach is considered the creation and commissioning of modern technological parks, industrial parks and high-tech parks for an intensive transition to innovative development of the economy and deepening the basic principles of the knowledge economy. The essence and effectiveness of innovative entrepreneurship is revealed, which covers intellectual resources, more productive inventions and discoveries. The importance of developing the market for research services and thereby ensuring the dynamism of the market for science, technology and innovation was noted. The processes and approaches to the development of important elements of the knowledge economy and to strengthening the role of innovative entrepreneurship in this direction are analyzed. The multiplicative effect of targeted measures and the use of state support mechanisms for deepening the development of innovative entrepreneurship in Azerbaijan were assessed. The need to improve and develop organizational and economic factors, the institutional framework for accelerating the creation of an innovation system and multifunctional innovation zones in the country is considered. The role of digitalization and the use of elements of information and communication technologies for strengthening the processes of creating a knowledge economy is shown. Recommendations and proposals were prepared on the strategic role of innovative entrepreneurship in the formation of the knowledge economy in Azerbaijan.
