Smallholder farming has become a significant livelihood coping strategy of the population in Ghana. However, in the last decade the upsurge of climate change and the effect of heat stress vulnerability on smallholder farmers in Northern Ghana are alarming. This article investigates the chances of using social protection and climate change adaptation policies towards the management of risks associated with heat stress emanating from climate change. It reviews salient literature on heat stress, social protection, and climate change policies and develops a model upon which both domestic and international interest in climate and social protection policies of Ghana and Sub-Sahara Africa can reduce or aggravate heat stress impacts on smallholder farmers both at their working environment and at household level. It exemplifies the efficacy of the strength of social protection and climate change adaptation policies in Ghana and its impacts on vulnerable rural smallholder farmers and how such situation is replicated in many parts of Africa. It outlines further measures that can be undertaken by governments and international donor agencies to revamp the destitution of smallholder farmers to climate change and heat stress in African region.

ABSTRAKPerubahan iklim mensyaratkan kapasitas beradaptasi yang memadai dari petani karena pengelolaan SUT padi sawah sangat bergantung pada daya dukung iklim. Musim menjadi tidak menentu dan cuaca sulit diprediksi. Petani mulai kesulitan menentukan awal dan komoditas tanam, sementara serangan organisme pengganggu tanaman (OPT), banjir, dan kekeringan sebagai dampak negatif dari perubahan iklim semakin sering terjadi. Melalui survey terhadap 96 petani, penelitian ini menakar kapasitas beradaptasi perubahan iklim petani padi sawah di daerah pertanaman padi di dataran rendah, sedang, dan tinggi yang pernah menjadi wilayah percontohan program pengembangan kapasitas adaptasi perubahan iklim. Hasil penelitian menunjukkan kapasitas adaptasi petani padi sawah masih rendah dan memengaruhi tingkat penerapan adaptasi perubahan iklim mereka. Disarankan untuk dilakukan evaluasi terhadap strategi program-progran sejenis melalui penelitian mengenai faktor-faktor penentu kapasitas adaptasi perubahan iklim petani padi sawah.Kata kunci: kapasitas adaptasi, padi sawah, perubahan iklim, petani    ABSTRACTClimate change requires adequate adaptation capability of farmers as the management of rice farming systems which is highly dependent on climate carrying a previously considered stable. Through a survey of 96 farmers, this study measured the adaptive capacity to climate change of rice farmers in the lowland, medium and highland rice cultivation areas as pilot zone in which improvement program in climate change adaptation has been established. The result shows rice farmers adaptive capacity is considered low and affects their adaptation level to climate change. Abstract Farmers’ households in upstream watersheds in Indonesia experience crop failure in their business cultivation as a result of climate change. The aim of this study, knowing the level of farmer resilience in various agroforestry systems of mixed gardens – talun developed in various agroforestry systems of mixed gardens – talun developed on the highlands in the upstream Minraleng sub-watershed. Data collection was carried out through observation and interviews with farmer household respondents. The results showed that farmer households developed an intercropping agroforestry system of teak and corn in the first phase (1-4 years) and mixed plantations of bananas, cacao and papaya in the second phase (4-15 years), and continued with mixed plantations dominated by teak, have a higher adaptive capacity and levels of resilience to climate change. This is because it has more diversity of plants and a variety of livelihoods, and has the power of mutual association between plants in dealing with drought.

This study applies the concept of risk defined by IPCC’s fifth assessment report to Daegu City, Ulsan City, Gyeongsangbuk Province, and Gangwon Province to assess and analyze snow disaster risks. Sub-indicators of three hazards, six exposures, four vulnerabilities, and five adaptive capacities were selected, and spatial information based on grids or administrative districts was constructed. The weight of each indicator was calculated with the Analytic Hierarchy Process (AHP), and the maximum inconsistency of the expert survey result was 9.86%, indicating high consistency. The results show that administrative districts with an space average risk of “very high” are Ulleung, Gangneung, Sokcho, Yangyang, Pyeongchang, Goseong, Donghae, Samcheok, and Jeongseon, accounting for 16.7% of the entire administrative district. One region has a “high” risk, Taebaek (1.9%), and those with a “moderately high” risk were Uljin and Inje (3.8%). These regions have very high levels of hazards, very low exposure, very high vulnerability, and low adaptive capacity; hence, hazard, vulnerability, and adaptive capacity had a significant effect on the increased risk. Pyeongchang had the highest standard deviation of gridded risk among the 12 regions with a risk above moderately high. The standard deviation of gridded risk for Pyeongchang was estimated to be 1.0 with the highest value, followed by Inje, with 0.69, and Jeongseon, with 0.55; therefore, differentiated climate change adaptation measures should be established according to gridded risks.

High input costs, environmental degradation and climate change have generated new challenges in the agriculture, horticulture and forestry sector. The objective of this paper is to identify the main horticultural agroforestry systems useful for climate change adaptation and mitigation. Agri-horticulture, Horti-olericulture, Silvi-olericulture, Horti-pasture, Horti/Silvo-medicinal, Horti/Silvo-ornamental, Horti-silviculture, Horti-entomoforestry and Horti-Pisciculture are horticultural agroforestry systems recommended. Agroforestry systems in comparison with monoculture systems, have better use of water, soil and light, can help reduce the application of herbicides, fungicides, pesticides, fertilizers, increasing food security, biodiversity protection and climatic change adaptation. We recommended national politics, subsidies, technical support and credits for global farmers.

PurposeTo uncover the major government constraints to enactment and implementation of public health-targeted climate change adaptation (CCA) strategies in order to equip public health stakeholders and health advocates with the knowledge resources necessary to more effectively mobilize and support CCA for public health responses at the national level.Design/methodology/approachA mixed-methods online survey was distributed to the representatives of national public health associations and societies of 82 countries. The survey comprised 15 questions assessing national progress on CCA for public health and the effects of various institutional, economic/financial, technical and sociopolitical barriers on national adaptive capacity.FindingsSurvey responses from 11 countries indicated that national commitments to CCA for public health have increased markedly since prior assessments but significant shortcomings remain. The largest apparent barriers to progress in this domain were poor government coordination, lack of political will and inadequate adaptation finances.Originality/valueThis study is unique in relation to the prior literature on the topic in that it effectively captures an array of country-specific yet cross-cutting adaptation constraints across diverse national contexts. With a deepened understanding of the major determinants of national adaptive capacity, international actors can devise more effective, evidence-informed strategies to support national governments in responding to the health impacts of climate change.
