Endangered Languages

Over the few past centuries, and the last 65 years in particular, there has been a remarkable reduction in global linguistic diversity, as people abandon minority language varieties and switch to larger, and what they perceive to be more economically, socially and politically powerful, regional or national languages. In addition, governments have been promoting standardised official languages for use in schooling, media, and bureaucracy, often under a rubric of linguistic unity supporting national unity. The last two decades have seen a significant increase in interest in minority languages and language shift, endangerment, and loss, in academia and among language speakers and the wider public. There has also been growing interest from anthropological linguists and sociolinguists in the study of language ideologies and beliefs about languages. This volume brings together chapters on theoretical and practical issues in these two areas, especially the views of linguists and communities about support for and revitalization of endangered languages. The chapters thus go straight to the heart of ideological bases of reactions to language endangerment among those most closely involved, drawing their discussions from case studies of how language ideologies and beliefs affect language practices (and vice versa). Most of the authors conduct collaborative community-based research and take a reflective engagement stance to investigate (potential) clashes in ideological perspectives. This is one of the key theoretical and practical issues in research on endangered languages, and so has important implications for language documentation, support and revitalization, as well as language policy at local, national and international levels.

Changes to the global infrastructure have contributed to the growing (linguistic) diversity of large metropolises. However, there have been calls from scholars to explore “emerging superdiversity” (DePalma and Pérez-Caramés 2018) in peripheral regions in order to fully understand the complexities and nuances of the sociolinguistics of globalisation (Wang et al. 2014; Pietikäinen et al. 2016). This article, therefore, explores language ideologies among a purposive sample of five young adults of Cape Verdean origin living in the peripheral region of Galicia, Spain, and draws on interview data to examine the ways in which multilingual migrants engage with the language varieties in their linguistic repertoire. In studying immigration from a former African colony to a bilingual European context, we can see how language ideologies from the migrant community are reflected in local ones. The sociolinguistic dynamics of Cape Verde and Galicia share many similarities: both contexts are officially bilingual (Galician and Spanish in Galicia, Kriolu and Portuguese in Cape Verde), and questions regarding the hierarchisation of languages remain pertinent in both cases. The ideologies about the value and prestige of (minority) languages that Cape Verdean migrants arrive with are thus accommodated by local linguistic ideologies in Galicia, a region which has a history of linguistic minoritisation. This has important implications for the ways in which language, as a symbolic resource, is mobilised by migrants in contexts of transnational migration. The findings of this study show how migrants are key actors in (re)shaping the linguistic dynamics of their host society and how, through their practices and discourses, they challenge long-standing assumptions about language, identity and linguistic legitimacy, and call into question ethno-linguistic boundaries.

This article presents the Program for the Preservation and Revitalization of the Languages of Russia proposed by the Institute of Linguistics, Russian Academy of Sciences (the Program). The Program is based on knowledge accumulated in linguistics in domains such as linguistic diversity, language endangerment, and language preservation methods. According to a recent assessment, there are 150 to 160 languages of Russia. This number of languages, even though quite high, is manageable for a national language preservation Program. Languages are rapidly becoming extinct worldwide, and Russia is no exception to this trend. The following terms are used to categorize languages according to risk of extinction: safe languages, endangered languages, severely endangered languages, and nearly extinct languages. There are several important humanitarian and scientific reasons for engaging in language preservation. The central idea of the Program is to boost intergenerational language transmission wherever feasible. Various approaches to different language situations are envisaged, including enlightenment campaigns, language nests, and language documentation. Three necessary conditions for language revitalization include engaging local activists, administrative and financial support, and the scientific validity of the methodology. The Programs 12-year roadmap is split into three stages. There are a number of favorable factors making the Program feasible, as well as a number of potential obstacles. We have a historic opportunity to preserve languages spoken in Russia, and this is an opportunity that must be used.


The Oxford Handbook of Endangered Languages, in thirty-nine chapters, provides a comprehensive overview of the efforts that are being undertaken to deal with this crisis. Its purposes are (1) to provide a reasonably comprehensive reference volume, with the scope of the volume as a whole representing the breadth of the field; (2) to highlight both the range of thinking about language endangerment and the variety of responses to it; and (3) to broaden understanding of language endangerment, language documentation, and language revitalization, and, in so doing, to encourage and contribute to fresh thinking and new findings in support of endangered languages. The handbook is organized into five parts. Part I, Endangered Languages, addresses some of the fundamental issues that are essential to understanding the nature of the endangered languages crisis. Part II, Language Documentation provides an overview of the issues and activities of concern to linguists and others in their efforts to record and document endangered languages. Part III, Language Revitalization encompasses a diverse range of topics, including approaches, practices, and strategies for revitalizing endangered and sleeping (“dormant”) languages. Part IV, Endangered Languages and Biocultural Diversity, extends the discussion of language endangerment beyond its conventional boundaries to consider the interrelationship of language, culture, and environment. Part V, Looking to the Future, addresses a variety of topics that are certain to be of consequence in future efforts to document and revitalize endangered languages.

Losses associated with language endangerment need not be restricted to individual language systems but can also involve the disappearance of distinctive language ecologies. This chapter explores the language dynamics of the Lower Fungom region of Northwest Cameroon, which offers an extreme case of linguistic diversity, from an areal and ethnographically informed perspective. Key aspects of local language ideologies are explored in detail, and it is argued that in this area languages symbolize relatively ephemeral political formations and, hence, should not be taken as reflections of deeply rooted historical identities. This conclusion has significance both regarding how research projects in the area should be structured as well as for what it might mean to ‘preserve’ the languages of a region that historically appears to have been characterized by frequent language loss and emergence, conditioned by changes in territorial and political configurations.

This article considers the YouMeUnity Report proposal for the inclusion of new language provisions in the Australian Constitution as part of a package of reforms for the constitutional recognition of Aboriginal and Torres Strait Islander people. The article outlines the important symbolic and substantive effects of recognising language rights in the Constitution. The article explains how the recognition of a national language and the recognition of minority languages are conceptually distinct — promoting a national language is aimed at promoting national unity and enhancing the political and economic participation of individuals in the state, whereas protecting minority languages is aimed at recognising linguistic diversity, enriching the cultural life of the State, maintaining connections with other nations, and recognising language choice as a basic human right. The article argues that there is a strong case for minority language recognition, and in particular, the recognition of Aboriginal and Torres Strait Islander languages, in the Australian Constitution, but warns against the recognition of English as the national language.

Due to environmental, economic, and social factors, cities are increasingly absorbing speakers of endangered languages. In this chapter, the authors examine some of the ways that organizations can work with communities in an urban setting to further language documentation, conservation, and revitalization. They base their discussion on their experience at the Endangered Language Alliance, a non-profit organization based in New York City that facilitates collaboration between linguists, students, speakers of endangered languages, and other relevant parties. While ex-situ language documentation has not been given much attention in the literature, they argue that it has its own unique advantages and that diaspora communities need to be taken seriously, both to fully understand language endangerment and to better counteract it.

This chapter introduces the thirty-nine chapters of this Handbook, which are addressed to the themes and approaches in scholarship on endangered language and to these objectives of the book. The authors introduce the criteria for determining whether a language is endangered and just how endangered it is, address the causes of language endangerment, review the reasons for why the language endangerment crisis matters, and discuss the variety of responses to it.

Abstract This contribution will engage with Van Parijs’s approach to linguistic justice and his working principles for the reduction of unfairness in the language domain (in particular, the need for intervention and his territorial principle), reflecting on a range of cases of multilingual practice and linguistic coexistence – respectively, in the multilingual capital of the world which is London today; in Fryslân, the minority language area in northern Netherlands; and in Europe, through its European Charter of Regional Minority Languages. Overall, my argument, on a theoretical level, is for the further exploration of the relationship between linguistic diversity and human rights in civil society; and, on a practical level, for the development of a World Language Atlas as envisaged by UNESCO, containing vital information on all the world’s languages – an urgently needed basic resource for policy-making, to ensure, especially for the world’s many endangered languages, the linguistic justice and fairness advocated by Van Parijs.

Abstract This article analyses the overall development of the endangered language around the world in reference to UNESCO’s Atlas of World Endangered Languages and reflects on the local context. The focus to local context refers to the current territory of North Macedonia in which it is believed there are 7 endangered languages such as: Adyge, Aromanian, Gagauz (South Balkans), Megleno-Romanian, Judezmo, Romani and Torlak. These languages are classified as endangered but are still spoken in the country. The article also reflects on the status of the Albanian language in North Macedonia by drawing comparisons with two other language varieties such as Arberesh which spoken in Southern Italy and Arvanitika spoken in Greece. The challenges that these minority languages have faced in particular countries should serve as a guide in designing effective language policies in North Macedonia in order for the language not be endangered. In the last section the article report on the phenomena of Globalization in which English has become the global language and at the same time has accelerated the loss of many native languages around the globe.

The aim of this paper is to show the implications of using the notion of ‘common culture’ as a basis for a communication policy across language boundaries. There are eight different national languages in the Nordic area, from Greenland in the west to Finland in the east, from Sápmi — the traditional territories of the Sami people in Northern Scandinavia — in the north to Denmark in the south. Additionally, a dozen traditional minority languages and some two hundred immigrant languages are spoken in the area. Despite this linguistic diversity, a ‘Declaration on a Nordic Language Policy,’ signed in 2006 by ministers of education in the Nordic countries, recommends using one of the three ‘Scandinavian’ languages (Danish, Norwegian, or Swedish) for communication across language boundaries throughout the Nordic area, rather than using translation and interpretation, or speaking in English — which is common practice despite official policies. Moreover, recent empirical research indicates that there is good reason to seriously doubt that using a Scandinavian language is a practical communication solution for the Nordic peoples. For example, Greenlanders have poor skills in understanding Swedish. Similarly, Finnish-speaking Finns have poor skills in understanding Danish. Official Nordic language policy is based on an ideology of a common culture rather than linguistic practice. Thus, it appears that communication problems are seen as less important than the prevailing ideas of perceived common Nordic (linguistic) culture.
