The COVID-19 pandemic has greatly impacted higher education, including academic libraries. This paper compares the use of library resources (including interlibrary loan, website and discovery tool pageviews, database use, patron interactions, etc.) at three university libraries before and after the pandemic. The latter part of the 2019 and 2020 spring semesters are the time frames of focus, although two control time frames from earlier in those semesters are used to determine how the semesters differed when the coronavirus was not a factor. The institutions experienced similar patterns of use across many metrics.

Despite the prevalence of academic libraries adopting web-scale discovery tools, few studies have quantified their effect on the use of library collections. This study measures the impact that EBSCO Discovery Service has had on use of library resources through circulation statistics, use of electronic resources, and interlibrary loan requests. Additionally, the data were compared against data from similar academic libraries without discovery systems. Findings include a strong growth in e-journal use but a sharp decline in circulation statistics. Implications of discovery on use of the print collection are discussed along with suggestions for improving integration of book and article data.

A review of: Shill, Harold B. and Shawn Tonner. “Does the Building Still Matter? Usage Patterns in New, Expanded, and Renovated Libraries, 1995-2002.” College & Research Libraries 65.2 (Mar. 2004): 123-150. Objective – To measure the impact of academic library facility improvements on physical library usage. Design – The facility improvement data used for this study were previously collected through a 68-item Web survey for the companion article “Creating a Better Place: Physical Improvements in Academic Libraries, 1995-2002” (Shill and Tonner). The measurement of library usage was by exit gate counts before and after library improvements. Setting – American academic libraries in which: facility improvement projects were completed between 1995 and 2002, the project space was not smaller than 20,000 square feet, the project space did not include off-site storage or non-public space, and gate-count statistics from before and after facility changes were available. Subjects – Ninety of 384 identified academic libraries were able to provide usable data on: exit gate count, total circulation, in-house collection use, and reference transaction data. Methods – The data collection was undertaken in 2003 for the companion study (Shill and Tonner). A population of 384 libraries potentially able to meet criteria for the study was gathered and each library was invited by e-mail to complete a Web-based survey. Through this initial contact, 357 libraries were confirmed as meeting the study criteria, and responses were received from 182 of those providing a 51% overall response rate. Respondents were asked about institutional characteristics (public or private, Carnegie classification, etc.); project specific features (year of completion, nature of project, etc.); nature and extent of changes (seating, wiring, HVAC, etc.); presence of non-library services in the facility; collection arrangements; before and after quality changes in lighting, seating and a range of services (as assessed by the survey respondent); and before and after project completion gate count usage statistics. Respondents were asked a set of eleven questions each with a five-point scale about facility quality and librarian satisfaction with the former and the changed facility. A further criteria requirement of the availability of pre- and post-project gate count was implemented, reducing the number of libraries to be studied to 90. Facility usage changes were calculated by subtracting the gate count total for the last complete year pre-project from the most recent year gate count post project. Main results - Eighty percent of the 90 libraries reported increased gate count post-project, and 20 percent reported a decline in usage. The median increase across the libraries was 37.4 percent with 25.6 percent of libraries experiencing a post-project increase of 100 percent or more. Renovated facilities were more likely to see usage decline, but there was no statistically significant difference in usage change between renovated and new facilities. Libraries more recently upgraded saw greater usage growth than those renovations completed earlier in the study period, although 75 percent of the facilities continued to experience higher post-project usage levels. Nearly all of the private institutions (93.1%) experienced usage increases and almost half experienced growth of 100 percent or more. No statistically significant relationship was found between changes in post project usage and: The proportion of facility space allocated for library functions The physical location of the library on campus The size of the library facility The level of degrees offered at the institution The availability of wireless access The number of computers in the instruction lab The number of public access workstations A larger number of seats The number of group study rooms The shelving capacity, the use of compact shelving or off-site storage The presence of coffee or snack bars The presence of any non-library facilities There was a statistically significant correlation (Pearson’s r) between increased post project usage and: The institution type (public or private) (p=.000) The number of data ports in the facility (p=.005) The percent of wired seats (p=.034) Ten elements relating to improved quality emerged as statistically significant in relation to increased usage, although the correlation for quality of artificial lighting was not statistically significant (p=.162 n.s.). The statistically significant correlations (Pearson’s r) between quality and increased usage in order of strength of correlation were: the quality of the instruction lab (p=.000); layout (p=.001); public access workstations (p=.006); natural lighting (p=.007); user workspace (p=.008); telecommunications infrastructure (p=.014); overall ambience (p=.020); collection storage (p=.026); heating, ventilating, and air-conditioning system (p=.026); and service point locations (p=.038). Conclusion – This study confirmed that 80 percent of libraries experience usage increase after a library improvement project. The study revealed those investments that cause increased use, and also found that a number of variables previously predicted to cause usage growth were not significant. The study also found that quality of the improvements, additions, and the building are a significant driver of increased use. The median 37.4 percent increase demonstrates that, contrary to reports in the literature (Shill and Tonner 460), overall library usage is increasing in these institutions.

PurposeThis paper examined the impact of the novel coronavirus pandemic (known as COVID-19) on Jamaican academic libraries, during the first six months, with an emphasis on revealed library strengths, biggest impact, lessons learned and plans for library business continuity.Design/methodology/approachThe local academic libraries in higher education in Jamaica (also referred to in this paper as university libraries) were surveyed.FindingsThe coronavirus pandemic revealed strengths in the areas of staffing and library modality and had the biggest impact on the latter. Lessons were learned in preparedness, communication, documentation, collaboration, staffing, library modality, and infrastructure/systems, which together shaped plans for library business re-opening/continuity.Research limitations/implicationsThis paper captures the initial response of Jamaican Academic Libraries (JAL) to the first six months of the COVID-19 pandemic. Information on COVID-19 is rapidly evolving, and the preliminary initial response of Jamaica is neither the final nor complete response to the pandemic. As such, a follow-up survey of months 7–12 would be useful. Also, a survey of all English-speaking Caribbean academic libraries would be of value to library evidence and practice.Practical implicationsThe COVID-19 pandemic has revealed a gap in the literature on library disaster management in general but also specifically on pandemic preparedness and management, and library business continuity during a pandemic. Using JAL' response, this paper proposes: “A Pandemic Preparedness Business Continuity Planning Checklist for Jamaican Academic Libraries”, which can be adopted/adapted in other Caribbean/developing country academic libraries, as well as other library types in Jamaica, which currently look to the understudied university libraries for leadership.Originality/valueThis paper is the first scholarly paper on the impact of the COVID-19 pandemic on university libraries in the Jamaican / English-speaking Caribbean, with a focus on revealed strengths, biggest impact, lessons learned, plans for library business re-opening/continuity. As the scholarly literature on pandemic management in Caribbean academic libraries is non-existent, this paper seeks to fill this gap, albeit incrementally. Additionally, the findings can inform the Latin America and Caribbean section of international library papers on COVID-19 impact on academic libraries globally.

A Review of: Sung, J. S., & Tolppanen, B. P. (2013). Do library fines work?: Analysis of the effectiveness of fines on patron’s return behavior at two mid-sized academic libraries. Journal of Academic Librarianship, 39(6), 506-511. http://dx.doi.org/10.1016/j.acalib.2013.08.011 Abstract Objectives – To quantify library fines and their impact on patron return behaviour. Design – Hypothesis testing of data extracted from integrated library systems. Setting – Two midsize academic libraries, including one from the Pacific, University of Hawaii at Manoa (UHM), and one from the Midwest, Eastern Illinois University (EIU). Subjects – Undergraduates, graduate students, and faculty. Methods – The authors collected data from two midsized universities. The universities have identical integrated library systems, which allowed for uniform data extraction. The authors counted book returns in each population group (undergraduates, graduate students, and faculty) for those books that were returned before and after the due dates with a focus on late fees as the primary variable. The authors tested the following five hypotheses: • Hypothesis 1: “There is no difference in return rates before due dates among the UHM patron groups because the fine policy is the same for all patron groups” (p. 507). • Hypothesis 2: “Before 2006, the EIU undergraduate students’ return rates before due dates should be the highest among the three EIU groups because this was the only group which had overdue fines. . . . There should be no difference in the return rates before due dates between EIU faculty and EIU graduate students (both groups had no overdue fines)” (p. 507). • Hypothesis 3: “EIU graduate students’ return rates before due dates was lower for 2002–2006 than 2007–2011” (p. 507). This hypothesis tests the impact of a change in fine policy that the library implemented in the fall of 2006. • Hypothesis 4: “UHM undergraduate students’ return rates before due dates is higher than that of EIU undergraduate students” because there is no grace period for UHM undergraduates (p. 507). EIU undergraduate students have a 10-day grace period. • Hypothesis 5: “UHM faculty’s return rates before due dates is higher than that of EIU faculty” (p. 507). UHM faculty incur overdue fines, but EIU faculty encounter no penalty for overdue materials. From the integrated library systems, the authors extracted data for the number of books returned before due dates and after overdue notices and for the number of books borrowed by the different populations for the time period starting with Fall 2002 and ending with Spring 2011. The authors analyzed the data using Statistical Package for Social Science (SPSS) and made comparisons using analysis of variance (ANOVA) expressed with an F-ratio and p-value < 0.01 as the level of significance. Main Results – The findings did not support hypotheses 1 or 2. For hypothesis 1, in which fines were the same for undergraduates, graduate students, and faculty, return rates increased with academic level and faculty groups. The rates were 90.4%, 93.9%, and 95.7%, respectively (F = 112.1, p < 0.001). For hypothesis 2, the return rate was 88.8% for undergraduates, 92.6% for graduate students, and 80.1% for faculty. The group difference was small but still statistically significant (F = 171.4, p < 0.001). The graduate students, who were not fined, had significantly higher return rates before due dates than undergraduates who incurred fines. Graduate students had higher return rates than faculty, though both groups had no fines. The data did not support hypotheses 3 and 4. For hypothesis 3, no significant change occurred in return rates before and after imposing fines (F = 5.75, p = .031). For hypothesis 4, the return rates of undergraduates at the university with a grace period showed no statistically significant difference in return rates from those undergraduates with no grace period (F = 4.355, p = .044). The findings supported hypothesis 5. The return rates indicated a statistically significant difference between faculty with fines for overdue books and those with no fines (F = 1701, p < 0.001). For those hypotheses for which the differences were not significant, the authors cite other variables, including reminders, grace periods, maturity of the borrower, withholding of privileges, fees, and lost book charges, that may contribute to return rates. Conclusions – In answer to the main research question, the authors conclude that “fines indeed make a difference” (p. 511) in patron book return conduct. However, they also note that fines can mar the reputation of the library creating a barrier to access and that courtesy notices and overdue notices are also effective ways to ensure timely return of materials.

PurposeThe purpose of this paper is to explore the salient factors in adoption of innovations in university libraries of Pakistan. The topic is important because academic libraries need to be innovative for meeting the new vision/mission of higher education. A previous study conducted by the same researchers concluded an inappreciable state of a large majority of university libraries in Pakistan (Awais and Ameen, 2018). It is, therefore, necessary to examine and investigate the ground realities and important factors influencing in the local context.Design/methodology/approachQualitative design is used to explore the important influencing factors. Data are collected through conducting a series of semi-structured interviews from 15 academic library leaders belonging to traditional and 15 with a better status of innovations.FindingsMajor factors like behavioral issues of library staff, lack of trainings, lack of budget and leadership skills are causing hindrance in leading to adopt new trends and innovations. Vision of higher authorities, library team with new skillsets, funding by the Higher Education Commission, etc. favor adoption of innovations. All leaders of the academic libraries need to have a positive strong attitude, vision and planning to overcome the barriers in the path of adoption of innovations to survive and thrive.Research limitations/implicationsThe study is conducted in local context of Pakistan. Only viewpoints of librarians at top level are taken. Viewpoints of higher authorities, library staff and users are not taken for this study. Similarly, viewpoints of only 30 library leaders are taken, which is also a limitation of this study.Practical implicationsTraditional-type library leaders can overcome the barriers by going through the findings and conclusion. They can get ideas from the discussion of innovative-type library leaders.Social implicationsUniversity libraries can be improved by the help of policy makers and higher authorities. Eventually, users would get better learning, teaching and social environment.Originality/valueThe study is conducted in a local context of Pakistan. It may provide a guideline for some future planning and development of university libraries. The research will be also useful in creating awareness among professionals of other developing countries.

PurposeThis paper examined the impact of the coronavirus disease 2019 (COVID-19) pandemic on people, place, product and services in Jamaican academic libraries. It also compares the Jamaican academic library’s COVID-19 experience with US academic library’s COVID-19 preliminary experience.Design/methodology/approachThe local academic libraries in higher education in Jamaica (also referred to in this paper as university libraries) were surveyed.FindingsGovernment mandates, university mandates and the absence of a vaccine influenced academic library response. The measures implemented, though unplanned and developed on-the-go, constituted a behavioural change model (BCM). COVID-19 has had a positive-negative impact on library people, place, product and services and has created a new normal for Jamaican academic libraries.Research limitations/implicationsThis paper captures the preliminary response of Jamaican academic libraries to the first wave of the COVID-19 pandemic and its impact on library people, place, product and services. As such, a follow-up survey on changes, challenges, strengths, impact, lessons and plans would be a useful complement to this paper. As COVID-19 information is rapidly evolving, this preliminary response of Jamaica is neither the final nor complete response to the pandemic.Practical implicationsThe COVID-19 pandemic has revealed a gap in the literature on disaster management generally and pandemic management in particular, and on the management of health disasters in academic libraries; this paper seeks to fill this gap, albeit incrementally, through Jamaica's preliminary response to the COVID-19 pandemic.Originality/valueThis paper gives voice to the Caribbean academic library’s COVID-19 experience, through the voice of Jamaica. It is the first scholarly paper on the impact of COVID-19 on university libraries in the Jamaican / English-speaking Caribbean, and so presents the elements of the BCM implemented by Jamaica, which provides an important guide to Caribbean academic library leaders. The findings can also inform the Latin American and Caribbean section of international library papers on COVID-19 impact on academic libraries globally.

The aim of this chapter is to give an overview of the modernisation of academic libraries in the ICT era, changing format of the library resources and types of computer-based services being offered by the academic libraries. In view of this, the present chapter discusses various aspects of LIS training and user education, emphasising the need to empower our LIS professionals and library users so that they benefit from the new technologies by using new ICTs for exploring the world of knowledge for their academic pursuit and excellence in higher education and research. The first part of the chapter discusses the recent development in the areas of application of ICT in academic libraries, availability, and usage of electronic resources by the library users, new services provided by the academic libraries to their end users. The second part of the chapter highlights the need for empowering LIS professionals working in academic libraries and their end users in electronic / digital era, enumerates the role of various agencies that are engaged in making library users aware of printed as well as e-resources, and explains the role of Web 2.0/Library 2.0 in making library users more interactive and well informed about the resources, products, and services of the academic libraries to their clientele. The third part of the chapter discusses the user education programme/user awareness programme being organised and offered to the students and research scholars by the Assam University Library (Rabindra Library, Silchar) as a case study. While concluding the chapter, some suggestions and recommendations are also discussed in brief.

Developments in higher education present disruptions in the normal operations of an academic library. Shrinking budgets, technological innovations, and changes in staffing each cause organizations to question traditional mores and can motivate managers to utilize new ways of thinking to manage workflow and to address evolving institutional initiatives. Knowledge management has emerged as one such way of thinking about management challenges. The authors present basic knowledge management principles, and identify and analyse knowledge management practices at two academic libraries.

In academic libraries, the obligation to pay a fine for overdue books is a common global phenomenon. As university libraries try to meet the growing expectations of their users with limited resources, it is important to ensure that the existing collection is available in circulation. This study investigated overdue returns at the BRAC University library, Bangladesh, focusing on the reasons why users returned their books late; students’ satisfaction with the current overdue policies; and suggested improvements to the overdue procedures. The study was carried out using a quantitative methodology. Structured questionnaires were distributed to the students and data was collected over a period of 60 days between March and April 2019. Of the 300 questionnaires distributed, 258 were returned, with a response rate of 86%. The primary reasons for users’ late return of books were forgetfulness and not completing the task required from the book. It is a positive fact of the study that, most students did not show unwillingness to use the library again after fine had been imposed for a late return; a large number of them managed to pay the fine out of their pocket money. The library’s current policies were considered to be satisfactory. The students considered them to be a form of discipline, which made them return items at the appointed time. There was no gender bias in their reactions. Suggestions for improvement included increasing the collection of hard-copy and e-books. The outcomes of this research may help to develop the overdue and circulation policies of academic libraries in developing countries.
