The Qikiqtani Truth Commission was created by the Qikiqtani Inuit Association to examine events affecting Qikiqtanimiut between 1950 and 1980. Paramount among these was the fate of Inuit sled dogs. Dogs, unlike the snowmobiles that have replaced them, had no exchange value in a market economy. They enabled existential relations dependent upon traditional and personal skills rooted in Inuit culture and personality. It is understandable that their fate was identified by elders as an important focus of the Commission. The loss of dogs was both real and symbolic of cultural transformations that concern Inuit elders. As Inuit relocated to settlements, sled dogs became a liability for the Arctic administration. TheDog Ordinance of the Northwest Territories, intended to protect people from attacks, was at the same time a tool in the totalising agenda of a Canadian State committed to assimilating Inuit to Canadian norms, values, assumptions, rule of law, and settlement living. As Inuit moved to town in the 1950s and 1960s, theDog Ordinance of the Northwest Territorieswas used to redefine dogs—previously seen as essential to Inuit lifestyles, to keeping Inuit out of town, away from welfare and living independently—as liabilities and commodities. Their replacement by snowmobiles introduced Inuit to new commodity relations. As a commodity essential to hunting, snowmobiles pose a serious challenge to Inuit reciprocity andningiqtuq(sharing) relations andInuitQaujimajatuqangit(traditional knowledge).

The present paper discusses the following research questions: to what extent did errors made by the previous presidents of Ukraine result in the country’s failure to introduce systemic reforms (e.g. combating corruption, the development of a foundation for a stable state under the rule of law and free-market economy)?; can it be ventured that the lack of radical reforms along with errors in the internal politics of Ukraine under Petro Poroshenko resulted in the president’s failure?; will the strong vote of confidence given to Volodymyr Zelensky and the Servant of the People party exact systemic reforms in Ukraine?; or will Volodymyr Zelensky merely become an element of the oligarchic political system in Ukraine?

The name Pseudoditrichum mirabile Steere et Iwatsuki is proposed for a minute moss with leafy stem 1-3 mm high and seta 6 mm long; it was collected on calcareous silt near the Sloan River, Great Bear Lake, Northwest Territories, only a few miles south of the Arctic Circle. The gametophytic characters agree well with those of the Ditrichaceae, a relatively primitive family, but the peristome is clearly double, with the inner and outer teeth opposite, which thereby indicates a much more advanced phylogenetic position, perhaps at the evolutionary level of the Funariaceae. As the combination of gametophytic and sporophytic characteristics exhibited by this moss does not occur in any existing family of mosses, it is therefore deemed necessary to create the new family Pseudoditrichaceae for the new genus and species described here.

ABSTRACTClimate change is already being experienced in the Arctic with implications for ecosystems and the communities that depend on them. This paper argues that an assessment of community vulnerability to climate change requires knowledge of past experience with climate conditions, responses to climatic variations, future climate change projections, and non-climate factors that influence people's susceptibility and adaptive capacity. The paper documents and describes exposure sensitivities to climate change experienced in the community of Ulukhaktok, Northwest Territories and the adaptive strategies employed. It is based on collaborative research involving semi-structured interviews, secondary sources of information, and participant observations. In the context of subsistence hunting, changes in temperature, seasonal patterns (for example timing and nature of the spring melt), sea ice and wind dynamics, and weather variability have affected the health and availability of some species of wildlife important for subsistence and have exacerbated risks associated with hunting and travel. Inuit in Ulukhaktok are coping with these changes by taking extra precautions when travelling, shifting modes of transportation, travel routes and hunting areas to deal with changing trail conditions, switching species harvested, and supplementing their diet with store bought foods. Limited access to capital resources, changing levels of traditional knowledge and land skills, and substance abuse were identified as key constraints to adaptation. The research demonstrates the need to consider the perspectives and experiences of local people for climate change research to have practical relevance to Arctic communities such as for the development and promotion of adaptive strategies.

Traditional knowledge (TK) has been the keystone to survival in the Arctic for thousands of years. Caribou are integral to the society, health and culture of the Inuit, the Indigenous peoples of the Arctic. There is a lack of research regarding caribou on King William Island (KWI), Nunavut. Through a project in Gjoa Haven, located on KWI, Inuit Elders and hunters used maps to help represent their knowledge of caribou in the region. These 32 maps were processed in a GIS to explore the spatial dimensions of TK, and different forms of knowledge representation. Using vector data the features drawn were separated into lines and polygons to show hotspots of caribou knowledge. Using a fuzzy raster methodology, all caribou data was summed to create a collective knowledge surface of the caribou features. These maps refine the data from the vector maps and create a continuous surface that aims to better reflect the collective nature of TK. This research explores the challenges of representing TK using western technologies, and application of fuzzy methodologies for improving the representation.

The Arctic marine environment is changing rapidly through a combination of sea ice loss and increased anthropogenic activity. Given these changes can affect marine animals in a variety of ways, understanding the spatial and temporal distributions of Arctic marine animals is imperative. We use passive acoustic monitoring to examine the presence of marine mammals near Ulukhaktok, Northwest Territories, Canada, from October 2016 to April 2017. We documented bowhead whale (Balaena mysticetus Linnaeus, 1758) and beluga whale (Delphinapterus leucas (Pallas, 1776)) vocalizations later into the autumn than expected, and we recorded bowhead whales in early April. We recorded ringed seal (Pusa hispida (Schreber, 1775)) vocalizations throughout our deployment, with higher vocal activity than in other studies and with peak vocal activity in January. We recorded bearded seals (Erignathus barbatus (Erxleben, 1777)) throughout the deployment, with peak vocal activity in February. We recorded lower bearded seal vocal activity than other studies, and almost no vocal activity near the beginning of the spring breeding season. Both seal species vocalized more when ice concentration was high. These patterns in vocal activity document the presence of each species at this site over autumn and winter and are a useful comparison for future monitoring.


<em>Abstract.</em>—The Arctic-Yukon-Kuskokwim Sustainable Salmon Initiative (AYK SSI) is a research program in Alaska focused on learning from the knowledge and understanding of local indigenous fishing communities. From the mid-1990s, Alaska Natives have urged that local and traditional/indigenous knowledge be recognized as a serious body of ecological insights and stewardship traditions. This paper provides a survey of milestones in Alaska, from the early definitional debates and the rise of systematic methods for documentation, to the growing body of substantive information. The discussion on local and traditional knowledge at the AYK SSI Symposium in February 2007 provided an opportunity to assess achievements and identify obstacles. Participants underscored the continuing challenges of the diverse cultural context for joint research by biologists and local communities, directing attention to foundational questions of trust and respect. Local residents celebrated the great promise for local and traditional/indigenous knowledge to contribute to our shared scientific understanding of salmon and to promote respectful and effective systems of stewardship, but they were also acutely perceptive of the barriers to improved synthesis and mutual learning. The concluding section of this paper explores implications for the on-going research agenda of the AYK SSI, particularly the need for an on-going consultative process to insure that local communities and researchers are mutually aware of methodologies available and the substantive contributions made by local and traditional knowledge research. In this way, the on-going development of research in this area can draw more fully on the struggles and accomplishments of the preceding decade.

This paper suggests that the challenge to renew liberalism today may be seen to share some similarities with the first attempt to renew liberalism at the Colloque Walter Lippmann in 1938. Besides sharing intellectual, political and institutional dimensions, liberalism is once again under severe attack on many fronts, and it is once again seen by many to suffer a combined legitimacy and effectiveness crisis, reminding us of the main topic discussed in 1938. The first central argument of the paper is to show why a realistic and inclusive conception of liberty needs to be grounded in an extended institutional infrastructure of freedom, based on the interdependent and balanced relations between its four major institutional pillars: the rule of law, democracy, the market economy and civil society. Following this discussion, the paper challenges Friedrich Hayek’s attempt to rebuild liberalism based on a narrower conception of liberty and its institutional preconditions. The paper concludes by underpinning the need to move beyond Hayek in the renewal of liberalism in our time.

ABSTRACTDuring the last decades the Arctic has become more central on the world stage. However, despite increased interest how much do people really know about ‘the north’ and the ‘northern people’? The aim of this article is to chronicle a research project by students, who saw themselves as northerners, that used video to capture northerners’ definitions of the north, as well as asking the community about what they wanted newcomers and southern Canada to know about the north. The group also embarked on a new discipline of northerners studying ‘the south’. 43 students interviewed 95 people in the Beaufort Delta, Northwest Territories and 25 people in Edmonton, Alberta. The student researchers’ responses and that of their interviewees are some of the most direct messages on how northerners view their identity and that of their fellow southern Canadians. This project created a video tool to share, educate, and commence a dialogue between people about the north straight from the source.

Up to 40% of whitefish (Coregonus nasus and C. clupeaformis) sampled during spawning migrations from the area of the Mackenzie Delta, N.W.T., had external scars. Percent frequency of scarred individuals varied geographically from the Mackenzie mainstem and tributaries, where 20% were scarred, to Anderson river (2%), Cox Lake (16%), and Alaska (0–7%). Within the Mackenzie system fish captured at mainstem locations had approximately twice the frequency of scarring than did fish from tributary locations. Scars were classified as either slash or round type. Both scar types were located more frequently on the left side of the fishes and below the lateral line. Details of orientation and location on the body provided clues permitting the assignment of putative causation. Small round scars were restricted to locations with connections to the Arctic Ocean and were probably caused by the marine parasitic copepod Coregonicola or by Arctic lampreys (Lampetra japonica). Larger round scars were either the result of attacks by lampreys or by previous gill net capture. Unequal distribution and orientation on the body of slash scars indicated previous capture in gill nets or predation attempts by bears, birds, or piscivorous fishes.
