Sustainable Urban Mobility Plans are developed in Europe rapidly. The future initiative is expected will change the image of European cities and will make transport systems efficacious, thus reducing congestion, decreasing air pollution, and offering alternative options for travelling. The impact of the measures being implemented needs to be monitored regularly to evaluate the effect of Sustainable Urban Mobility Plans, and progress in accomplishing the objectives and specific aims of Sustainable Urban Mobility Plans are assessed. Infrastructure measures often require considerable investment, and therefore, their rational use expected to create immense benefit to the public. This article analyses various European models for monitoring and evaluating Sustainable Urban Mobility Plans. The models are structured, proposing an assessment methodology for Sustainable Urban Mobility Plans. Assistance provided by the experts and the use of evaluation models for the analytic hierarchy process assists in identifying the significance of the monitoring indicators that allow assessing the priority orders and the importance of implementing mobility measures.

This study aimed to assess the impact of digital development on the competitiveness indicators of countries and regions. The research methodology was based on the analytic hierarchy process (AHP), a structured technique adapted to solve the nonlinear optimization problem by choosing the most suitable scenario for the public administration of regions’ digital development. The analysis of digital competitiveness across European countries revealed that its development is quite uneven. Within the European Union, both digitalization leaders and outsiders were noted. Modeling three digitalization scenarios for Russia, China, the United States and the countries of Europe allowed defining Scenario 3 (accelerated digitalization) as the best way for managing their development in the context of digital transformation. The significance of the conducted research lies in the fact that it distinguished the digital economy components affecting both digital and overall regions’ competitiveness. The results obtained can be taken advantage of by individuals engaged in the field of economic activity to determine the role of various organizations, strategic levers, and indicators that ensure an effective response to challenges of competition in the regional and global markets.

AbstractThe paper presents decision problems related to the development of transport systems facing planning challenges of sustainable urban mobility. Currently, city decision-makers must deal with growing difficulties related to the organisation of public transport systems. These difficulties involve the primary need for effective and ecological public transport systems and the capacity of transport service providers. These issues require a wide spectrum of research and analysis to determine expected future economic and social benefits from the implementation of environmentally friendly infrastructure investments and increasing capacity of service providers. The paper touches on the problem of the so-called green mobility in urban areas and the main management strategies associated with its development. A general formulation of the decision model, including boundary conditions and the criteria function using a sum of revenues from making the public transport offer more attractive, were proposed and discussed.

Modelling tools and transport models are required to assess the impact of measures for the effective planning of cycling routes in cities. This paper presents the methodology for developing a four-stage macroscopic model of bicycle traffic for the city of Gdynia, and its use in planning new bicycle routes, considering a modal shift. The model presented in this paper allows for the evaluation of the influence of the characteristics of the cycling infrastructure, along with the development of the cycling network based on the choice of cycling as an alternative to other modes of transport, by taking into account the modal shift. The model takes into account the influence of the longitudinal gradient, link, and surface type of cycling routes on the distribution and demand for bicycle traffic. The results of our research allow us to assess the impact of planned cycling routes on the reduction in the volume of car traffic, which is crucial for reducing energy consumption and negative environmental impacts. Experiences from the application of the model in Gdynia suggest that the model provides a strong basis to support mobility planning and monitoring processes in cities worldwide. Cities should take into account the methods proposed in this paper when planning the development of their transport systems.

AbstractThe Brazilian Urban Mobility Policy integrates urban transport with traffic planning, establishing appropriate public policies that indicate the need for a safe and accessible public transport system. The major challenge is the inclusion of the elderly and people with disabilities. In this paper, we quantify the impact of rainfall on the number of people with disabilities and elderly people who use the public bus transportation system for accessibility in the first and last miles in the city of São Paulo. The proposed methodology is used to evaluate the co-movements between the time series of free-fare users and rainfall in São Paulo. The findings confirm the hypothesis that significant rainfall causes a reduction in the number of daily free-fare passengers who use the public bus system in São Paulo.

Abstract Bad air conditions, limitless traffic, overloaded parking spaces are just some of the modern mobility problems that strike cities on a daily basis. The European Commission strives to address these issues by providing measures to improve the urban mobility situation in the small and medium-sized cities. The SUITS project (Supporting Urban Integrated Transport Systems: Transferable Tools for Authorities), which is financed under the umbrella of the HORIZON 2020 programme, aims at increasing the capacity of local authorities in Small and Medium (S-M) cities through the development and implementation of sustainable, integrated and accessible transport strategies and technologies. This paper aims to analyse and classify the innovative business models in the urban mobility sector that are aimed at increasing the capacity building of S-M cities’ transportation authorities through the implementation of new mobility solutions. It describes the innovative mobility business identifying the most successful models of service and partnerships in the sector.

Nowadays, it is a really important issue to improve the supply quality of city public bus transportation in many cases. Meanwhile, the different participants of transport systems have different ideas on the ways of improvement, for this reason the taken measures can be inefficient and expensive. The operational costs are steadily increasing (e.g. price of fuel, wages, etc.) therefore the decision makers do not really have the opportunity to lower the price of tickets. For solving the above mentioned problems, before creating a plan of improving a certain public system, a clear image should have been gained on the preferences of passengers, company managers and governmental decision makers. In the current paper a general three-level-hierarchical model has been set up to analyze dynamically the public bus transport system of a city. The price is excluded, only the elements of supply quality are assessed in the hierarchy. Based on the model, questionnaires were created and for the analysis, Analytic Hierarchy Process (AHP) was used to determine preference weights of evaluators from different evaluator groups. Passengers, company managers and governmental officers evaluated exactly the same type of questionnaires so the results are comparable. Avoiding the difficulties of other AHP applications, we used a simplified Saaty-scale for scoring so that the missing data of the matrices could be calculated by an algorithm as well. This study revealed a priority ranking of the elements of supply quality within each level, and this ranking is comparable among the participants of public bus system. This may help the policy makers to synthesize various aspects of public transportation.

Since 2013, the European cities have been encouraged to develop local Sustainable Urban Mobility Plans (SUMPs) according to the specific procedure that was launched by the Directorate-General for Mobility and Transport (DG Move) and updated in 2019. One of the most critical steps in this 12-step procedure is the assessment—with specific criteria—of all the alternative measures and infrastructure, which will be optimally combined, in order to better satisfy the problems and the achieve the vision of each area. The aim of the current work is to present the development and implementation of a methodological framework based on the use of multicriteria analysis. The framework targets the capturing of opinions of the relevant local experts in order to evaluate alternative sustainable mobility measures, and also prioritize them using the Sustainable Mobility Efficiency Index (SMEI).

Mobility as a Service (MaaS) is an emerging concept that is being advanced as an effective approach to improve the sustainability of mobility, especially in densely populated urban areas. MaaS can be defined as the integration of various transport modes into a single service, accessible on demand, via a seamless digital planning and payment application. Recent studies have shown the potential reduction in the size of automobile fleets, with corresponding predicted improvements in congestion and environmental impact, that might be realized by the advent of automated vehicles as part of future MaaS systems. However, the limiting assumptions made by these studies point to the difficult challenge of predicting how the complex interactions of user demographics and mode choice, vehicle automation, and governance models will impact sustainable mobility. The work documented in this paper focused on identifying available methodologies for assessing the sustainability impact of potential MaaS implementations from a whole system (STEEP—social, technical, economic, environmental, and political) perspective. In this research, a review was conducted of current simulation tools and models, relative to their ability to support transportation planners, to assess the MaaS concept, holistically, at a city level. The results presented include: a summary of the literature review, a weighted ranking of relevant transportation simulation tools per the assessment criteria, and identification of key gaps in the current state of the art. The gaps include capturing the interaction of demographic changes, mode choice, induced demand, and land use in a single framework that can rapidly explore the impact of alternative MaaS scenarios, on sustainable mobility, for a given city region. These gaps will guide future assessment methodologies for urban mobility systems, and ultimately assist informed decision-making.
