The political-legal perspective of the development of the republics of the former SFRY can be obtained by a precise analysis of political developments in the former SFRY, viewed from the legal aspect, and under the influence of domestic and international factors that create a political reality in each individual republic. Building and taking care of a healthy, institutionally solid, legally dignified political system of one state is a challenge for every government, and therefore the government is a creator of an image of the political system, but also of innovative, economic, diplomatic, economic activity, which in many ways determines the level of democracy, the standard of living , the degree of political culture, constitutional and legal progress, the development of local self-government, and thus forms the image of a given society viewed through the lens of the political system. After its creation, the SFRY was a supranational state, with a federal political system, formed on the ruins of the outdated monarchist form of government, it had the futuristic contours of a real reality and, per its ideological concept, was significantly ahead of the time in which it existed. It was a symbol of sociological progress, synonymous with concepts that modern authors of political-legal thought today call cosmopolitanism. In this paper a comparative method of research will be applied, and based on it, will be presented the key determinants that define the social situation in the republics of the SFRY today, altogether with the proposals for the implementation of positive experiences, as well as the proposals for overcoming the potential difficulties of certain republics that they are facing today, considering that they have successfully overcome other similar obstacles.

The article surveys the theories of national economy regulation introduced by eminent economists of the Stockholm School in the late XIX - early XX centuries and the social situation in Sweden during this period. The article also analyzes the transformation of Swedish economy during XX century from a relatively pure market economy to a modern “Scandinavian socialism”, focuses on the role of government agencies and the influence of the political system on this process. In addition, the paper highlights those features which, according to the author, contributed to Sweden's shift from the raw materials supplier of the leading industrial powers in the late XIX century to a current world leader in technological development.

Progressive concepts of the political socialization in the modern scientific discourse are viewed in the article. Firstly, some concrete attempts have been made to analyze basic ways of the influence of fashion on the political socialization in the conditions of the development of the modern society. Within the framework it has been stated that the political socialization is a process which is featured by systematic nature. In other words, one change influences on other elements that all together form one unique complex (it can be either a subject of the political socialization’s realization or one of factors that changes the process of its realization). Secondly, it has been assumed that fashion as a phenomenon of the social and political reality also has systematic nature. Consequently, if a change in one of its forms occurs it will provoke some «movements» in its «body». The main point about its development is the confrontation of opposite systematic patterns: the consolidation of the existing hierarchy of relationships and the change of already formed structural and status positions. Fashion does not exist off the area of its functioning and the surrounding, indeed, it needs to be in them, to be their common point. Moreover, relationships between fashion and the surrounding also have systematic nature. In addition, it should be noticed that fashion as a systematic phenomenon influences on progressive processes in all subsystems of the social life. The political socialization is not an exception. For to concretize, the notion is one of the basic processes of the political sphere’s functioning and happens when a person deals with the social political system in the context of his or her transformation into an individual, a citizen. In conclusion, we should precise that in particular volume fashion influences on all main and structural components of this complex and multilevel process, but due to actual conditions of the development of the society the most valuable trends of the realization of the political socialization are considered to be the formation of the political consciousness and changes in variants of individual and collective political behavior.

Facing the decisive struggle between Nazism and Soviet communism for dominance in Europe, in 1942/43 Polish communists sojourning in the USSR espoused anti-German concepts of the political right. Their aim was an ethnic Polish ‘national communism’. Meanwhile, the Polish Workers’ Party in the occupied country advocated a maximum intensification of civilian resistance and partisan struggle. In this context, commentaries on the Nazi judeocide were an important element in their endeavors to influence the prevailing mood in the country: The underground communist press often pointed to the fate of the murdered Jews as a warning in order to make it clear to the Polish population where a deficient lack of resistance could lead. However, an agreed, unconditional Polish and Jewish armed resistance did not come about. At the same time, the communist press constantly expanded its demagogic confrontation with Polish “reactionaries” and accused them of shared responsibility for the Nazi murder of the Jews, while the Polish government (in London) was attacked for its failure. This antagonism was intensified in the fierce dispute between the Polish and Soviet governments after the rift which followed revelations about the Katyn massacre. Now the communist propaganda image of the enemy came to the fore in respect to the government and its representatives in occupied Poland. It viewed the government-in-exile as being allied with the “reactionaries,” indifferent to the murder of the Jews, and thus acting ultimately on behalf of Nazi German policy. The communists denounced the real and supposed antisemitism of their adversaries more and more bluntly. In view of their political isolation, they coupled them together, in an undifferentiated manner, extending from the right-wing radical ONR to the social democrats and the other parties represented in the underground parliament loyal to the London based Polish government. Thereby communist propaganda tried to discredit their opponents and to justify the need for a new start in a post-war Poland whose fate should be shaped by the revolutionary left. They were thus paving the way for the ultimate communist takeover

This article analyses the impact of constitutional referendums on the political system in Italy. There were three constitutional referendums conducted in 2001, 2006 and 2016. All of them have been organised by the ruling parties, however, only the first one was successful. In the subsequent referendums, the proposals for amending the constitution have been rejected by voters. The article finds that lack of public support for the government resulted in voting „no” in the referendum.

This article discusses the measures of the government of the Republic of Korea to overcome the consequences of the COVID-19 pandemic. It shows what programs are being adopted to stabilize the social situation, normalize business activity and create conditions for the development of new sectors of the economy. An attempt is also made to suggest how relations with foreign economic partners may change in the post-tandem period.

In this research we dealt with the aspects of the presidential system and the semi-presidential system, and he problematic of the political system in the Kurdistan Region. Mainly The presidential system has stabilized in many important countries, and the semi-presidential concept is a new concept that can be considered a mixture of parliamentary and presidential principles. One of the features of a semi-presidential system is that the elected president is accountable to parliament. The main player is the president who is elected in direct or indirect general elections. And the United States is a model for the presidential system, and France is the most realistic model for implementing the semi-presidential system. The French political system, which lived a long period under the traditional parliamentary system, introduced new adjustments in the power structure by strengthening the powers of the executive authority vis-à-vis Parliament, and expanding the powers of the President of the Republic. In exchange for the government while remaining far from bearing political responsibility, and therefore it can be said that the French system has overcome the elements of the presidential system in terms of objectivity and retains the elements of the parliamentary system in terms of formality, so it deserves to be called the semi-presidential system. Then the political system in the Kurdistan Region is not a complete parliamentary system, and it is not a presidential system in light of the presence of a parliament with powers. Therefore, the semi-presidential system is the most appropriate political system for this region, where disputes are resolved over the authority of both the parliament and the regional president, and a political system is built stable. And that because The presence of a parliamentary majority, which supports a government based on a strategic and stable party coalition, which is one of the current problems in the Kurdistan region. This dilemma can be solved through the semi-presidential system. And in another hand The impartiality of the head of state in the relationship with the government and parliament. The head of state, with some relations with the government, can participate in legislative competencies with Parliament.

POLITICAL GEOGRAPHY AND THE MINERAL SECTOR: the legislative propositions that impact the management of the territories with mining in the state of Pará – 2011 to 2016GEOGRAFÍA POLÍTICA Y EL SECTOR MINERO: las proposiciones legislativas que impactan la gestión de los territorios con la minería en el estado de Pará – 2011 a 2016O presente trabalho tem o objetivo de resgatar o campo da política na Geografia, no contexto da atividade mineral no estado do Pará, principalmente diante de vários entendimentos de que os conflitos de interesses nas sociedades e nos territórios se resolvem também pelo viés político; partindo de uma leitura teórica do conceito de território, poder e política, onde essa tríade será determinante para o entendimento das proposições legislativas dos anos de 2011 a 2016 voltadas para a mineração, e da análise da gestão política e territorial no setor mineral paraense e seus impactos na sociedade a partir das políticas públicas. During the government of AK Party army leaders underprivileged to act as an exclusive guarantor preserving a secular regime in the country. The political balance between Secular and Islamite elites was essentially removed after Erdogan was elected Turkish President. Consistently toughening authoritarian regime of a ruling party deeply accounts for a military coup attempt and earlier periodically occurred disturbance especially among the young. The methods of a coup showed the profundity of a split and the lack of cohesion in Turkish armed forces. Erdogan made the best use of a coup attempt’s opportunities to concentrate all power in his hands and to consolidate a present regime. The mass support of the population during a coup attempt ensured opportunities for a fundamental reorganization of a political system. Revamped Constitution at most increases political powers of the President.

The paper discusses the issues of social projects development to meet the citizens’ needs or to resolve certain social problems by changing the social situation. The reason for designing social projects is responding to the challenges with conflicting, multi-vector development trends or those to be adequately addressed. Social projects demonstrate their specifics. In this context, the principal expert in their assessment is not the government or the project contractor but the society. In modern realia, it is critical to build a strong social state which can not be achieved through the government’s policies alone, however the combined efforts and close cooperation between the community and the state contributes to the desired effect. evidence revealed that such partnerships have gained great significance, although it is argued that there is a need to clearly demarcate the roles of each of the parties. An appropriate information platform was created in Ukraine that optimizes the process of selecting the best projects and accessing the results after their testing. Social projects have a large variety of forms, dimensions, sources of funding and terms of execution. The issue of project feasibility remains paramount. The key criteria to evaluate the social project implementation expediency are the following: harmonization of project proposals, business goals and the overall government strategic development plan; identifying the significance of the project results for the government; specification of the social project capability to adapt for most regions of the country; social project effectiveness. Social projects have become an essential element within the social protection framework, since modern society have no more expectations as to the government assistance, but ultimately seek to search for their own tools to resolve social issues through developing social projects and programs, attracting investment, etc.

O artigo analisa como sistemas de proteção social na América Latina têm respondido à grave situação social decorrente da pandemia de COVID-19. Pautado em estudo exploratório, o artigo toma como foco as experiências da Argentina, Brasil e México. A perspectiva de análise considera que as respostas produzidas por esses três casos às demandas sociais postas pela pandemia decorrem da interseção entre o legado prévio e estrutura institucional dos sistemas de proteção social existentes em cada país, a orientação política dos governos em exercício e a dinâmica social e política diante do contexto da crise sanitária. Verifica que nos três países, a despeito de medidas protetivas de maior ou menor abrangência e magnitude, que reforçam a proteção social existente ou introduzem novos mecanismos – todos eles temporários – a crise social própria às formações sociais latino-americanas se agravou.LATIN AMERICAN SOCIAL PROTECTION SYSTEMS AND RESPONSES TO THE COVID-19 PANDEMIC: Argentina, Brazil and MexicoAbstractThe article analyses how social protection systems in Latina America have responded to the serious social situation caused by the COVID-19 pandemic. Guided by an exploratory study, the paper focuses on the experiences of Argentina, Brazil and Mexico. The analysis considers that the responses produced by the three cases results from the intersection between the institutional structure’s previous legacy of the social protection systems existing in each country, the political orientation of the governments in exercise and the social and political dynamics in the sanitary crisis context. It seems that, despite protective measures of greater or lesser scope and magnitude, which either reinforce the existing social protections or introduce new mechanisms – all of them temporary – the social crisis specific to Latin American social formations has worsened in the countries studied.Keywords: Social protection.
