Objective forecasting of the aviation development dynamics is one of the most sensitive, unpredictable and critical points in the airline management activities. Forecasts and projections of the airline industry are very complex since they include a lot of market micro-macro elements influencing future demand and supply. High depending correlation of the aviation industry with economy growth is followed by the cyclical and seasonal changes on the air transport market. It emphasize the importance of the choice of adequate forecasting method in the projections quantification. Air carriers dominantly use three groups of forecasting methods-qualitative, causal and time series projections. ICAO and IATA forecasts are the most recognized worldwide, followed by the forecasts of aircraft manufacturers. European aviation forecasts use very often Eurocontrol predictions. Croatian air transport market is not covered by the adequate passenger and cargo forecasts. The contribution to the relevant forecasting factors will be supplemented by the selective mathematics modelling. Conclusions of the paper give directions to the activities for better understanding of cohesive and synchronized image of driving forces and constraints on global and regional air transport markets.

In this paper, we study the most appropriate short-term forecasting methods for the newly launched biscuit factory produces different types of biscuits. One of them is nut-orange twisted biscuits. As it is a newly launched biscuit factory, it does not use any scientific method to find future demand of their products to produce for the purpose of sales. Having an error free production as well as a good inventory management we try to find an appropriate forecasting method for the sets of data we analyzed for that specific production. Several forecasting methods of time series forecasting such as the Moving Averages, Linear Regression with Time, Exponential Smoothing, Holt‘s Method, Holt-Winter‘s Method etc. can be applied to estimate the demand and supply for these companies. This paper focuses on selecting an appropriate forecasting technique for the newly launched biscuit company. For this, we analyze Exponential Smoothing method as used to time series. We observe from the empirical results of the analysis that if the data has no trend as well as seasonality, Exponential Smoothing Forecasting Method processes as the most appropriate forecasting method for the factory. If the data experiences linear trend in it then Holt’s Forecasting Method processes as the most appropriate forecasting method for the sets of data we analyzed. Dhaka Univ. J. Purpose. The aim of the article is systematization and analysis of the causes and consequences of bankruptcy of airline companies in the Ukrainian air transport market, and on this basis – creation of a unified anti-crisis program for Ukrainian airlines, which will take into account the peculiarities of the unstable financial and information environment. Methodology of research. Methods of analysis, synthesis, sampling, graphic, etc. are used in the study of the genesis of the aviation sector of Ukraine. The abstract and logical method, methods of theoretical generalization, dialectics and logic are used in order to substantiate the basic provisions of the concept of crisis management. The airline's structural, process, balance and situational approaches as well as the method of expert judgment are used to develop an adapted anti-crisis program for the airline company. Findings. It has been determined that in today's world financial and economic system, crises that aggravate problems in different sectors of the economy are difficult to predict and dynamic phenomenon. The problems of the Ukrainian air carriers have been analysed and the results of the activity of the latter are found to be low, the situation is complicated by the signs of future and consequences of past crises. An adapted anti-crisis program for Ukrainian airline companies is proposed, based on identifying the nature of the destructive factors and choosing the measures that will be appropriate for them. Originality. An adapted anti-crisis program for Ukrainian airline companies has been developed, which, unlike the existing ones, takes into account the peculiarities of the aviation industry and determines measures depending on the level and nature of the destructive factor influencing the activity of the air carrier. Practical value. The proposed adapted anti-crisis program, taking into account these recommendations for application, will allow Ukrainian airline companies to quickly mobilize resources and become accustomed to new conditions of activity, stabilize the main financial and economic indicators, accelerate the speed of response to crisis phenomena. The worsening state of affairs in the Caribbean Community (Caricom) aviation industry is undeserved. Philosophical blunders perpetuate the foremost regional state air carriers. The Regulatory Authorities lack the leadership zest to drive change. There is urgent need to revisit the 1996 Multilateral Air Service Agreement (MASA) and re-engage Caricom Governments, State Air Carriers, and Regulatory Aviation Authorities to relight the region’s aviation industry vision. Leaders must focus their collective effort towards a viable and dependable air transport industry infrastructure. The leadership miscalculations are causing weighty financial losses while adding to the air network deterioration.

Abstract In the review below the author presents a general overview of the selected contemporary legal issues related to the present growth of the aviation industry and the development of aviation technologies. The review is focused on the questions at the intersection of aviation law and personal data protection law. Massive processing of passenger data (Passenger Name Record, PNR) in IT systems is a daily activity for the contemporary aviation industry. Simultaneously, since the mid- 1990s we can observe the rapid growth of personal data protection law as a very new branch of the law. The importance of this new branch of the law for the aviation industry is however still questionable and unclear. This article includes the summary of the author’s own research conducted between 2011 and 2017, in particular his audits in LOT Polish Airlines (June 2011-April 2013) and Lublin Airport (July - September 2013) and the author’s analyses of public information shared by International Civil Aviation Organization (ICAO), International Air Transport Association (IATA), Association of European Airlines (AEA), Civil Aviation Authority (ULC) and (GIODO). The purpose of the author’s research was to determine the applicability of the implementation of technical and organizational measures established by personal data protection law in aviation industry entities.

In order to implement the provisions of the Federal law No. 102-FZ and the regulations of the state system of ensuring the unity of measurements on the basis of the metrological service in the Federal state unitary Enterprise GosNII GA test laboratory software SI and information and measurement systems (IIS). In terms of software testing, the scope of authority of the laboratory includes algorithms and software (standalone and embedded) MI and IIS used in air transport and in the aviation industry. The article describes the main tasks solved by the laboratory in the process of certification of the SYSTEM software.

Open skies policy is a concept of free market of airline industry. It eliminates single government’s influence in regulation and management of aviation industry. As implemented by the ASEAN Single Aviation Market (ASEAN-SAM) per 2015, the open skies policy aims to increase regional connectivity and regional economic growth by permitting airline industries from each ASEAN member states to fly above the Southeast Asian region without any barriers or restrictions. This policy has raised pros and cons from each ASEAN member state. Indonesia and some other states are still reluctant to adopt the open skies policy. By entering into commercial agreement to open their airspace, each member states will challenge their state sovereignty over the airspace above a state’s territory. This study argues that regional open skies policy provides greater economic advantages for the consumers of airline industry. However, this policy does not parallel to the basic principles of ASEAN. State sovereignty must be preserved in the liberalization that open skies represents. ASEAN Way, though inflexible, assigns member states with full sovereignty, which does not limit open skies policy implementation. This study, then, proposed legal framework through model of regional agreement to compromise between the state sovereignty principles and the regional open skies policy.

The First President of Uzbekistan, Islam Karimov, continued to isolate the country for many years even after the collapse of the Soviet Union in 1991, which in turn worsened all the strategic sectors in the country, especially the aviation market and tourism industries. However, in the period 2017-2018, the skyrocket in the number of tourists, from 2.69 million to 5.34 million, became possible due to the coming of Shavkat Mirziyoyev to power as the new President. But the lack of air connectivity kept reducing aspiration of traveling from non-CIS countries. To solve the issue, the new President Mirziyoyev’s large-scale policy reforms concerned the air transport sector, too. The main objective of the study is to compare the development of the country under the leadership of various political reforms using the aviation industry of Uzbekistan as an example. To achieve the purposes, the authors examine reciprocal action/influence between airlines, airports and government. In addition, a significant amount of data was collected from Russian-language sources to enrich the content. Even though the paper was written before the COVID-19 pandemic, the authors' research is still important to nudge readers into a new perspective.

The article analyses peculiarities and specific features of the use of alternative power and fuel capacities during its formation in the sphere of air transport land management. The following elements of the system for producing power-efficient resources comprises have been considered. It substantiates the necessity to involve the concepts of design and use of a modern power-efficient airport infrastructure and its connection with sound and efficient land management. The authors consider the experience of other countries and the perspectives of alternative power and fuel resources – the "green areas". Also It have been established that every new project of an airport or a reconstructed one, shall be focused on meeting the latest standards of minimization of the airport’s impact on the environment and on the reduction of climatic changes, connected with its infrastructure and activities. Within the studies of the experts in the sphere of the aviation industry, and the members of ICAO council, it have been considered the concept of development and use of a modern, power-efficient airport infrastructure. The authors have proposed a modification of the methodological calculation of resource conservation indicators by reducing fossil fuel emissions within the airport and surrounding areas.
