In order to implement the provisions of the Federal law No. 102-FZ and the regulations of the state system of ensuring the unity of measurements on the basis of the metrological service in the Federal state unitary Enterprise GosNII GA test laboratory software SI and information and measurement systems (IIS). In terms of software testing, the scope of authority of the laboratory includes algorithms and software (standalone and embedded) MI and IIS used in air transport and in the aviation industry. The article describes the main tasks solved by the laboratory in the process of certification of the SYSTEM software.

The basic provisions of theoretical, applied and legislative Metrology are stated. Examines the theoretical foundations and applied problems of Metrology at the present stage, the historical aspects and provisions of the Metrology of nanotechnology and quantum processes as a special kind of measurement of physical quantities. The main provisions of the Federal law of June 26, 2008 № 102-FZ "on ensuring the unity of measurements"are presented. It corresponds to the Federal state educational standard of higher education of the last generation. For students of higher technical educational institutions studying on technical specialties, as a textbook on General professional and special disciplines, as well as for persons interested in measurement and metrological support.

The publications of specialists of FSUE GosNII GA presented in this issue complete the cycle started in MI No. 6-2012, consisting of 3 articles that tell about metrological support of production activities of air transport enterprises. The cycle is dedicated to the anniversary date: the 35th anniversary of the establishment of the Metrological service of civil aviation (GA) by order of the Minister of December 22, 1977 № 193. This order GosNII GA, was appointed the Head organization of the metrological service (GMA) GA, retaining this status and in the new Russia (joint order of the Department of air transport of Ministry of transport of the Russian Federation and the Commission for regulation of air traffic – on Rosaeronavigatsia from 27.11.1995, the number of DV-126/113). Unfortunately, the limited volume of the journal does not allow to reveal in detail all aspects of the metrological activities of FGUP GosNII GA as GOMC GA. The materials we offer readers of cycle lights in this respect are some diverse issues. Nevertheless, it should be noted that all these years and to the present time the Institute is at the forefront of solving the problems of ensuring the unity of measurements in special areas of production activities of air transport

Abstract In the review below the author presents a general overview of the selected contemporary legal issues related to the present growth of the aviation industry and the development of aviation technologies. The review is focused on the questions at the intersection of aviation law and personal data protection law. Massive processing of passenger data (Passenger Name Record, PNR) in IT systems is a daily activity for the contemporary aviation industry. Simultaneously, since the mid- 1990s we can observe the rapid growth of personal data protection law as a very new branch of the law. The importance of this new branch of the law for the aviation industry is however still questionable and unclear. This article includes the summary of the author’s own research conducted between 2011 and 2017, in particular his audits in LOT Polish Airlines (June 2011-April 2013) and Lublin Airport (July - September 2013) and the author’s analyses of public information shared by International Civil Aviation Organization (ICAO), International Air Transport Association (IATA), Association of European Airlines (AEA), Civil Aviation Authority (ULC) and (GIODO). The purpose of the author’s research was to determine the applicability of the implementation of technical and organizational measures established by personal data protection law in aviation industry entities.

Risk-oriented approach in the implementation of control (supervision) activities is an important state task that affects the country economy. As part of the implementation of the priority area of reforming control and supervision activities, the Federal Law «On the state control (supervision) and municipal control in the Russian Federation» was adopted, which comes into force on July 1, 2021. In order to implement the Federal Law «On state control (supervision) and municipal control in the Russian Federation», it is advisable to revise the regulation on the federal state energy supervision. It is required to study the issue of taking into account the risks of causing harm (damage) to legally protected values when carrying out control (supervision) activities in relation to the subjects (objects) of the energy sector, as well as criteria for assigning it to the risk category and indicators of the risk of mandatory requirements violation. Currently, the only criterion for assigning the harm (damage) to the risk category is the dependence on the established and (or) transmitted capacity of the energy facilities used, which is nonobjective due to the changes in the normative-regulatory framework for the implementation of control and supervision activities. It is required to study the issue of categorization depending on the established (transmitted) capacity of the object, the amount of economic damage as a result of the implementation of emergency situations and (or) emergency incidents (in value terms), the number of people killed (irretrievable losses), the number of people whose vital functions were disrupted as a result of the implementation of emergency situations and (or) emergency incidents.

Introduction. Currently, the procedure for providing audit services to public interest entities is being reformed. The main goal of these reforms is to provide more effective protection of legally protected values associated with the activities of such economic entities. The changes also apply to the content of audit reports on their financial statements. The process of revising the relevant regulatory document is still ongoing. Not all of the revised provisions are consistent with each other and the International Standards on Auditing. This will complicate their practical application by auditors and affect the informational value and public utility of audit reports. In addition, since 2017, when the modern format for audit reports was adopted, its application has revealed shortcomings in terms of its content and terminology. This explains the need to develop proposals to eliminate these “sticking points” when regulating the content of the auditor's report. Purpose. The development of recommendations to harmonise the provisions of laws and regulations governing the content of audit reports and federal state control (supervision) of the activities of audit organisations providing services to public interest entities with the International Auditing Standards in order to increase the information value of audit reports. Methods. The research results were obtained using analysis, synthesis, analogy, historical and logical approaches, classification, etc. Results. It was proposed to introduce changes to the text of the Federal Law “On Auditing Activities” of 30.12.2008 No. 307-FZ in order to eliminate contradictions in its provisions regarding the content of audit reports, to ensure their consistency with the International Standards on Auditing and laws and regulations in the field of controlling the activities of audit organisations that provide audit services to public interest entities. The content of the requirements of the International Standards on Auditing regarding the content of audit reports was clarified as well as their official translation into Russian to make the documents more informative and easy to use. Conclusions. The proposed clarifications can be taken into account when making changes to the texts of the Federal Law “On Auditing Activities”, the original version of the International Standards on Auditing and its official translation. They can also be further discussed by specialists.

The First President of Uzbekistan, Islam Karimov, continued to isolate the country for many years even after the collapse of the Soviet Union in 1991, which in turn worsened all the strategic sectors in the country, especially the aviation market and tourism industries. However, in the period 2017-2018, the skyrocket in the number of tourists, from 2.69 million to 5.34 million, became possible due to the coming of Shavkat Mirziyoyev to power as the new President. But the lack of air connectivity kept reducing aspiration of traveling from non-CIS countries. To solve the issue, the new President Mirziyoyev’s large-scale policy reforms concerned the air transport sector, too. The main objective of the study is to compare the development of the country under the leadership of various political reforms using the aviation industry of Uzbekistan as an example. To achieve the purposes, the authors examine reciprocal action/influence between airlines, airports and government. In addition, a significant amount of data was collected from Russian-language sources to enrich the content. Even though the paper was written before the COVID-19 pandemic, the authors' research is still important to nudge readers into a new perspective.

The article analyses peculiarities and specific features of the use of alternative power and fuel capacities during its formation in the sphere of air transport land management. The following elements of the system for producing power-efficient resources comprises have been considered. It substantiates the necessity to involve the concepts of design and use of a modern power-efficient airport infrastructure and its connection with sound and efficient land management. The authors consider the experience of other countries and the perspectives of alternative power and fuel resources – the "green areas". Also It have been established that every new project of an airport or a reconstructed one, shall be focused on meeting the latest standards of minimization of the airport’s impact on the environment and on the reduction of climatic changes, connected with its infrastructure and activities. Within the studies of the experts in the sphere of the aviation industry, and the members of ICAO council, it have been considered the concept of development and use of a modern, power-efficient airport infrastructure. The authors have proposed a modification of the methodological calculation of resource conservation indicators by reducing fossil fuel emissions within the airport and surrounding areas.

Properties of epoxy glues of cold curing VK-9 and VKV-9, the components received with use which are let out by modern producers, depending on the filler used in their structure are considered. Tests of glued joints on VK-9 glue in wider interval of temperatures are carried out. Properties of VK-36 glue and its updating’s on the basis of components let out now are shown. Properties of glue binding brands VSK-14-1, VSK-14-2, VSK-14-4, VSK-14-4m and VSK-14-4k received, under production conditions by VIAM Federal State Unitary Enterprise are given. It is shown that on the properties they completely meet the requirements of existing normative documentation.

Since 2016, the Russian Federation has been implementing the Concept for the Development of School Information and Library Centres, the main purpose of which is to create conditions for the formation of modern school library as a key tool in the new infrastructure of educational organization that provides modern conditions for teaching and upbringing.The study assesses the current state of school libraries in the Russian Federation. The authors analyze the regulatory and organizational basis of school libraries’ activities, present in detail the difficulties of implementing the Concept for the Development of School Information and Library Centres, taking into account the norms and requirements for the organization of school libraries space, as well as consider the issues of staffing the activities of school libraries.The authors conclude that today at least half of school libraries do not meet the requirements of the Federal Law “On Education in the Russian Federation” and Federal State Educational Standards for their activities; and the heads of educational organizations are not interested in the development of library as it requires serious organizational and financial costs, but does not directly affect the performance assessment of their work.The updated school library, filled with relevant content, supported by personnel, methodology, technologies and resources, has the ability to update the content of school education, create the necessary modern infrastructure and use effective mechanisms for managing educational activities. The authors propose a number of actions, the implementation of which at the federal and regional levels will increase the effectiveness of further activities for the development of school libraries and information and library centres.
