Aiming at the problem that the downtime is simply assumed to be constant and the limited resources are not considered in the current selective maintenance of the series-parallel system, a three-objective selective maintenance model for the series-parallel system is established to minimize the maintenance cost, maximize the probability of completing the next task and minimize the downtime. The maintenance decision-making model and personnel allocation model are combined to make decisions on the optimal length of each equipment’s rest period, the equipment to be maintained during the rest period and the maintenance level. For the multi-objective model established, the NSGA-III algorithm is designed to solve the model. Comparing with the NSGA-II algorithm that only considers the first two objectives, it is verified that the designed multi-objective model can effectively reduce the downtime of the system.

Police work exposes officers to high levels of stress. Special emergency response team (SERT) service exposes personnel to additional demands. Specifically, the circadian cycles of SERT operators are subject to disruption, resulting in decreased capacity to compensate in response to changing demands. Adaptive regulation loss can be measured through heart rate variability (HRV) analysis. While HRV Trends with health and performance indicators, few studies have assessed the effect of overnight shift work on HRV in specialist police. Therefore, this study aimed to determine the effects overnight shift work on HRV in specialist police. HRV was analysed in 11 SERT officers and a significant (p = 0.037) difference was found in pRR50 levels across the training day (percentage of R-R intervals varying by >50 ms) between those who were off-duty and those who were on duty the night prior. HRV may be a valuable metric for quantifying load holistically and can be incorporated into health and fitness monitoring and personnel allocation decision making.

Abstract In the paper the problem of personnel allocation under threat was presented. The possibilities of undertaking optimization measures in the process of workers’ health and safety and expenses incurred were emphasized. A mathematical model for this issue has been formulated. An algorithm solving the problem of staff allocation was presented. The evaluation criterion for this assignment was the minimization of worker safety risks. Simultaneous optimization of expenses incurred in the implementation of production tasks was taken into account. The productivity of the staff and all existing jobs with the skills of the employees also was considered. This problem was solved using GNU Octave. The example presented in the paper shows that in case of the most unfavorable allocation of tasks to employees, it will lead to a significant reduction in profits and may increase the risk of undesirable situations. The proposed analysis is the starting point for determining the risk in case of multi-position work.

Periodic routing and scheduling is of utmost importance in many industries with mobile personnel working in the field: sales representatives, service technicians, suppliers, etc. The resulting optimization problems are of large scale and complexity, mostly due to discrete, combinatorial nature of the systems and due to complicated, nonuniform constraints. In many cases the long-term stability of the customer to personnel allocation is required, leading to the decomposition of the major problem into single employee subproblems.The paper deals with building clusters of customers visited by a single salesperson. The procedure takes into account diverse system requirements and constraints, possible traveling schedules and expected operational costs. The difficulty of the problem lies in its large scale and constraints complexity as well as in troublesome objective evaluation for the given solution. The general solution concept is presented. Its usefulness is supported by the results of the computational experiments.

Presented paper concerns the competency-driven staff assignment and scheduling approach to the management of project portfolios subject to perturbations caused by employee absences and/or unexpected arrival of high priority jobs. Proactive strategy is considered, which exploits the concept of employee substitutability to improve the robustness of personnel allocation in the case of occurrence of specific types of disruptions. Solutions obtained using the model of a constraint satisfaction problem developed in this study are validated in series quantitative and qualitative experiments. With a view to future implementation in a Decision Support Systems dedicated to prototyping of proactive personnel allocation, a methodology employing the concept of a competency framework-based robustness measure is proposed. Implemented in a declarative framework, the proposed approach allows one to find a redundant competency framework robust to a given set of disruptions.

<p>With the change of economic development mode, the market competition is more and more intense. As an important hub of enterprise management, how to adapt to the transformation and upgrading of enterprise management, realize the rational division of responsibilities and personnel within the financial department, and provide more valuable information and enterprise management, management decision-making has become an unprecedented challenge for the financial personnel of enterprises. This article puts forward the research on the division of responsibilities and the rationalization of personnel allocation in the financial department. In the research and analysis, this article selects 160 company leaders and financial personnel as the survey sample, and through the investigation of the financial department before and after the optimization of work efficiency, work quality and company profit analysis and comparison, the results show that the financial department after optimization has the advantages of improving work quality, work efficiency, increasing enterprise profit margin, which can promote the development of enterprises. Through the investigation, it is found that more than 85% of the company’s leaders and financial personnel think that the staffing of the company’s financial department is relatively reasonable, which provides a guarantee for the research on the internal responsibility division and personnel allocation of the financial department.</p>

Abstract. Objective: An initiative by scientific societies of psychiatry, child and adolescent psychiatry, psychosomatic medicine, and further associations established the Platform-Model for the development of a needs-based system for adequate personnel allocation in psychiatric inpatient and day clinic units. We present the development of the instrument and a pilot study to identify feasibility and limitations. Methods: The basis of the study was a threefold methodological approach. Paradigmatic case vignettes adequately reflecting symptomatology and circumstances were described and validated, working profiles were generated and validated, and a matrix representing different needs-based dimensions was developed. Through reference date surveys, patients were assigned to needs-based clusters and Psych-PV categories. The required treatment effort under consideration of guidelines or expert consensus was estimated in several rounds of expert panels (Delphi method). Results: The pilot study proves the feasibility of the Platform-Model. Methodological findings as well as limitations of the model were identified in order to further develop the Platform-Model. Conclusions: The Platform-Model cannot serve as a tool to describe clinical pathways, but it appears to be an adequate and practical tool for assessment of the required staffing level based on patient needs independent of diagnosis and setting.

Physical function is a patient-oriented indicator and can be considered a proxy for the assignment of healthcare personnel. The study aims to create an algorithm that classifies patients into homogeneous groups according to physical function. A two-step machine-learning algorithm was applied to administrative data recorded between 2015 and 2018 at the University Hospital of Padova. A clustering-large-applications (CLARA) algorithm was used to partition patients into homogeneous groups. Then, machine learning technique (MLT) classifiers were used to categorize the doubtful records. Based on the results of the CLARA algorithm, records were divided into three groups according to the Barthel index: <45, >65, ≥45 and ≤65. The support vector machine was the MLT showing the best performance among doubtful records, reaching an accuracy of 66%. The two-step algorithm, since it splits patients into low and high resource consumption, could be a useful tool for organizing healthcare personnel allocation according to the patients’ assistance needs.
