The city has grown and developed with time over several eras, and at each stage different concepts were defined in city planning, such as the residential neighborhood theory that Berry identified and considered it as the smallest planning unit that contributes to the formation of the city. The concepts of residential neighborhood have developed by a number of planners and have social, economic and urban dimensions. It is essential that it cannot be ignored when developing any plan for neighborhoods or cities, but these dimensions have differed between countries and planners, and it was necessary to set some guidelines in their planning as a primary goal to show their role in the formation of cities as the smallest component in the city formation in order to avoid the many problems In the processes of urban, population and economic development in general. From this logic, the research dealt with a theoretical and analytical study of the theoretical concepts of residential neighborhoods for some planners and identifying the elements of residential neighborhoods and their basic components in order to reach an analytical approach to assess residential neighborhoods and determine the guidelines for their study. Then, some international, Arab and local experiences were studied according to those principles in order to draw some important results, and project them to the city of Homs to demonstrate the importance and role of residential neighborhoods as a basis for the formation and development of residential neighborhoods and cities. The guidelines necessary to be available in the study of residential neighborhoods were deduced, and by conducting a comparative approach between the research experiences,  it was noted that the environmental and regional dimension was provided in most by 100%, as well as the availability of the appropriate radius by 90%, except that there are bicycles and pedestrians paths and the movement of people with special needs was 10% which needs to be developed and improved. The research recommends adoption the concluded guidelines because they include all urban and planning aspects and meet the resident social and economic needs and thus contribute to the city formation (urban, economic and social). The research also recommends following a basic idea in the study of the neighborhood so that it achieves the possibility of dividing it into residential groups that contain service centers according to radii suitable for the movement of the population on foot (between 400- 500 m) with securing an area for regional or city services, and attention to sustainability and the provision of the green element. And work to limit the movement of pedestrians according to special paths, taking into account the movement of people with special needs, and securing the necessary site coordination elements.

Smart cities are a way of life that emerged after the 2000s in order to produce innovative solutions by using information and communication technologies and to transform cities into livable conditions, with awareness and consciousness against global problems and adverse living conditions. With the use of developing technologies and the inclusion of sustainability in every sense, smart applications are developed and ease of use is provided by including these applications in urban life. Thanks to this concept, which consists of different sub-components, urban life, which creates crowded living spaces, becomes smart from their current situation and comes to a position that provides its own future. Smart city formation emerges as an important issue in the effort of reaching the future, affecting every city that exists globally as a result of the cooperation of technological developments, innovations and sustainability. Especially in recent years, intensive researches, applications and studies have been carried out in order to create smart cities in the global sense. However, apart from some cities that have developed themselves in this sense, smart applications developed to create smart cities are used in pilot areas with limited access and cannot be generalized. The city of Konya, which was chosen as the sample area within the scope of the study; It is one of the leading cities in Turkey that develops itself by using smart applications and sustainable methods and develops in the process of becoming a smart city. Özet   Akıllı kentler, 2000’li yıllardan sonra küresel anlamda meydana gelen problemler ve olumsuz yaşama şartlarına karşı oluşan farkındalık ve bilinç ile bilgi iletişim teknolojileri kullanılarak yenilikçi çözümler üretilmesi ve kentlerin yaşanabilir hale dönüştürülmesi için ortaya çıkmış bir yaşam şeklidir. Gelişen teknolojilerin kullanılması ve bu kullanıma her anlamda sürdürülebilirliğin katılması ile akıllı uygulamalar geliştirilmekte ve kent yaşamına bu uygulamalar dahil edilerek kullanım kolaylıkları sağlanmaktadır. Farklı alt bileşenlerden oluşan bu kavram sayesinde kalabalık yaşam alanlarını oluşturan kent hayatları, mevcut durumlarından akıllı hale geçerek kendi geleceğini kendi sağlayan bir konuma gelmektedir. Akıllı kent oluşumu, teknolojik gelişmeler, yenilikler ve sürdürülebilirlik kavramının beraber çalışması sonucu küresel anlamda var olan her kenti etkileyen ve geleceğe ulaşma çabasında önem taşıyan bir konu olarak karşımıza çıkmaktadır. Özellikle son yıllarda küresel anlamda akıllı kentler oluşturabilmek için yoğun araştırmalar, uygulamalar ve çalışmalar yapılmaktadır. Ancak Türkiye’de bu anlamda kendini geliştirmiş bazı kentler dışında akıllı kentler oluşturabilmek için geliştirilen akıllı uygulamalar pilot alanlarda sınırlı erişim ile kullanılmakta ve genele yaygınlaştırılamamaktadır. Çalışma kapsamında örneklem alan olarak seçilen Konya kenti; Türkiye’de akıllı uygulamalar ve sürdürülebilir yöntemler kullanarak kendini geliştiren ve akıllı kent olma sürecinde gelişim gösteren kentlerin başında gelmektedir. Bu çalışmada ele alınan akıllı kent uygulamalarının incelenmesi ve değerlendirilmesi ile bu tarz akıllı kent uygulamalarının çeşitlendirilmesi ve yaygınlaştırılması konusunda öneriler getirilmesi amaçlanmaktadır.

Agglomeration of economic activities is the phenomenon that has been observed since humans shifted from migratory life to sedentary life after the spread of farming. Urban agglomerations continue today, and the economy of developed countries is typically dominated by cities. Naturally, agglomeration has been one of the major research topics in urban and regional economics. The formal modeling of agglomeration started in 1970s and grew rapidly thereafter. It first focused on the endogenous city formation; in particular, the formation of the central business district within a city, the presence of which has been treated as exogenous in the classical urban economics. The formation of multiple cities and the agglomeration of more general economic activities as well as their spatial coordination were studied in more recent years. Given the economic integration that took place in different parts of the world in the 1990s and thereafter, today agglomeration has become a common keyword in characterizing not only urban and regional economy, but also international economy.

AbstractAerliceaster nexosus n. gen. n. sp. (Echinodermata), one of the oldest of known asteroids, is based on six specimens from the Floian (Early Ordovician) Garden City Formation of Idaho, and Kolataster perplexus n. gen. n. sp. is based on two specimens from the Sandian (Late Ordovician) Mifflin Formation of Illinois. Although the asterozoan skeleton is subdivided into few ossicular categories, evolutionary derivations of all the categories are not fully established, and therefore published evaluations differ. Beginning with phylogenetic work placing asteroid ancestry within the Somasteroidea together with the new taxa described herein, aspects of early asteroid morphology are evaluated and ambiguities in need of further study identified. Limited empirical evidence in support of world-city formation has been the ‘dirty little secret’ of the eponymous research area. Since the late 1990s, inspired by Sassen’s account of The Global City, the field focused on advanced producer services (APS) firms as primary actors in world-city formation. While generating robust insights into the shifting geographies of world cities, empirical attention has mostly focused on mapping inter-urban world city networks formed by APS firms. Despite a rich literature on APS clusters, the degree to which specific intra-urban agglomerations and their inter-firm connections shape up has received little systematic attention. Based on a company survey in Brussels (Belgium), our study charts interactions between APS professionals to better understand the geographies, quality and intensity of their encounters. Our findings reveal that the Brussels-based APS cluster constitutes a hybrid of an industrial complex with stable formal ties and a social network based on informal exchange. Financial services assume a central position in what might be called ‘a para-financial services complex’, revealing close ties with legal services, accountancy and audit, and ICT. Geographically, we find that the APS complex depends on fine-grained localisation economies, which allow a small share of APS professionals to service both domestic and international clients. We conclude that APS actors in Brussels exhibit a strong domestic anchoring, indicative of the continued relevance of world cities as national financial centres amidst financial globalisation.

The relationship of the phenomena occurring on our planet is considered. The author suggests looking at the process of city formation as one of them, putt ing it on a par with phenomena of both a biological and physical nature. The article provides a classification of some phenomena occurring in observable reality. A hypothesis is put forward, which is accompanied by a questionnaire study. This hypothesis partially relates to the question of the correctness of the architect’s work regarding the preservation of historical and architectural heritage within urban space. In parallel, it is proposed to rethink the concept of “historical and architectural monument” in the context of the city with respect to its inhabitants. The article is accompanied by illustrative material by the author.

Conularina triangulata (Raymond, 1905), the genotype of Conularina Sinclair, 1942, is a rare, early Late Ordovician conulariid (Cnidaria, Scyphozoa; Van Iten et al., 2006) having three sides or faces instead of four (Sinclair, 1942, fig. 9; Van Iten, 1992, text-fig. 3E). Originally described from the Valcour Formation (early Sandbian; Dix et al., 2013) on Valcour Island, New York (Sinclair, 1942), C. triangulata has since been found in laterally equivalent strata of the upper Laval Formation (‘Upper Chazy’; Sinclair, 1942) in Laval, Québec, Canada (Sinclair, 1942). From this same unit and area, Sinclair (1942) erected three new, four-sided species of Conularina (C. irrasa, C. raymondi, and C. undosa), and he erected a single four-sided species (C. narrawayi) from the Ottawa Formation (now the Sandbian–Katian Ottawa Group; Dix et al., 2013) at Tétreauville (now Gatineau), Québec. Subsequently, Jerre (1994) reported the occurrence of two species of Conularina in the Upper Ordovician of Sweden. Jerre (1994) also proposed that Eoconularia? forensis Sinclair, 1946 from the Upper Ordovician Citadelle Formation (‘Quebec City’ Formation; Sinclair, 1946) in Québec City, Québec (Promontoire de Québec thrust sheet, Appalachian Humber Zone, Allochtonous Domain; Castonguay et al., 2002) is a species of Conularina.
