Significance The change preceded the start of the first legislative period of the newly elected Chamber of Deputies on September 1, in which AMLO’s ruling National Regeneration Movement (Morena) and its allies no longer hold a two-thirds majority. Impacts AMLO’s popular approval ratings suggest he will remain in office beyond March’s recall referendum. Despite requiring support from at least some of the opposition to pass key bills, AMLO will not abandon his polarising rhetoric. Co-opting opposition figures may become easier towards the end of the current legislature as internal competition for nominations grows.

AbstractUniversal healthcare systems have undergone a severe stress test in the form of the ongoing COVID-19 pandemic. With respect to the system-embedded allocation of decision-making powers and responsibilities among actors, different modalities have been revealed in the COVID-19 responses of South Korea and the UK, respectively. This article compares and analyzes how these two countries’ healthcare systems have reacted to COVID-19. Although both have implemented similar responsive measures, the UK has recorded a higher number of confirmed cases per thousand people and a higher death rate. Based on the analysis on which this paper is built, the key differences between the two systems are the UK system’s lack of: (1) appropriate medical equipment and technologies along with the human resources; and (2) flexible policy options to incentivize healthcare providers and induce cooperation from the public in a time of national crisis. The UK’s healthcare system is now approaching a critical juncture. The expansion of internal competition, which was introduced to the system in 1991, can serve as means of initiating a resolution to the above-mentioned issues and further reform its system. Under the UK government’s close supervision and precise control, allowing non-reimbursable special medical treatment in the system and widening public choice of medical services would be a suitable policy approach promoting internal competition while at the same time maintaining the UK’s devotion to universal healthcare. The underlying implication of internal competition though is the sharing of decision-making powers and responsibilities with societal and private sectors by inducing and facilitating participation at all levels. Fighting against COVID-19 however is widely considered ‘all-out-war.’ Under the UK government’s supervision and control, it is time for society to step up and fight the pandemic together.

Purpose The purpose of this paper is to provide a theoretical framework that explains the roles and viability of both cooperation and competition as they emerge in communities of practice. Although the usefulness of cooperation in communities of practice is well-understood, few studies have considered the role of internal competition, and those that have generally only explored cases in which antagonistic behavior led to the community’s collapse. Design/methodology/approach A contingency theory of communities of practice is developed based on the manifestations of members’ participation. Findings This theory demonstrates the root causes of fracturing and also provides a foundation for studying communities of practice that have previously defied explanation. Research limitations/implications This manuscript explains the potential role and limitations of internal competition in communities of practice, as well as the emergence of subgroups based on differing preferences for cooperation and/or competition. Future research should examine the manifestation and ramifications of such individual differences between community members. Practical implications Practitioners can use this theoretical framework to assess communities of practice that they oversee, diagnose potential pitfalls and take corrective action to mitigate potentially toxic influences or inject additional motivating forces that would sustain the community. Originality/value This theoretical framework diverges from previous assumptions that internal competition is necessarily toxic for communities of practice, showing the value that it may offer in some contexts.

The challenges of developing Micro, Small and Medium Enterprises in Cugenang Subdistrict, Cianjur Regency are very diverse. One of the toughest challenges is the existence of internal competition that arises between SME entrepreneurs in the Cugenang District itself. It is occured because there is no clear communication network to manage the distribution of MSMEs in Cugenang District. It impacted internal competition between MSME, product quality problems, the competence of MSME entrepreneurs, and uneven product distribution. The student group that became the initiator of Prasetiya Mulya Community Development as community service activities identified problems through interviews, direct discussions, and 1-month observations. One of the positive results obtained is the desire of MSME entrepreneurs to cooperate and network in marketing their products. Unfortunately, this desire does not yet have a clear framework for the activities. Therefore, a group of students with MSME entrepreneurs took the initiative to gather these entrepreneurs in a simple forum which later became the pilot of the Cugenang Entrepreneurs Association (APC) organization. APC was officially established on February 2, 2019 and is currently able to reach the minimum target to become a communication forum for MSME entrepreneurs Cugenang in marketing its products out of the Cugenang Sub-District area and improving the quality of local MSME products.


Subject Tanzania election outlook. Significance Tanzania faces a prolonged period of electioneering as the political elite prepares for the October 2020 general election. Even for a country in which the ruling party has successfully won every election it has contested, the jostling for power in this election cycle will be heavily inward-looking. Factionalism, posturing and settling of scores within the ruling Chama Cha Mapinduzi (CCM) party will take centre stage. Impacts Pre-selection campaigns are self-funded; this will increase corruption risks as candidates look to secure and spend campaign funds. The government has already limited civil service decision-making power; with ministers distracted, decisions will slow further. The president may leverage internal competition over cabinet posts to further centralise his control of the party.

This chapter discusses the sixth characteristic of Roman political culture: ambiguity in the agency of benefactions. It is analysed on the basis of a small dossier concerning a drainage project carried out in the reign of the Ostrogothic king Theoderic. Members of the elite were supposed to engage voluntarily in benefactions that were directed at the wider community. In reality social expectations were very strong. The Roman period of single rule altered the dynamic of the benefactions. Although they remained an integral part of the internal competition within the elite, in larger projects the ruler became a primary point of reference. Given the tension between voluntary and forced behaviour, the ruler’s role was ambiguous: was he the actual initiator of benefactions that were in reality state ventures, or merely offering approbation to private initiative? The agency in benefactions had never been completely clear, but benefactions could now be used by both ruler and elite to construe a relation between the two parties. The drainage project discussed in this chapter occurred under Ostrogothic rule. It not only shows the durability of Roman modes of behaviour, but precisely because engaging in benefactions offered a type of discourse that had proven to be successful over several centuries, it lent itself to adaptation to changing situations. The language of benefaction offered common ground to ruler and senate, and at the same time allowed both parties to position themselves as the embodiment of Roman values in a radically changed society.

 This study aims to analyze the implementation of employer branding implemented by PT Astra International. The research method used in this study is a qualitative method with descriptive type. The object of this research is Employer Branding. The results of the study provide information that innovation is the main key for PT. Astra International to survive in this competitive era, innovation is always supported by companies. Support is provided through the provision of innovation development platforms in the form of internal competition. In addition to the employer branding program implemented through internal employees, the employer branding program in the education pillar is carried out not only for universities, but also for all levels of education. The conclusion of this study is Employer Branding at PT. Astra International is implemented seriously and deeply because of the goals of the company's Employer Branding. PT Astra International has a strategic framework of "Winning Concept, Winning System & Winning Team", Astra is trying to improve the quality of Astra's people so that they can contribute and develop themselves to the maximum.   Penelitian ini bertujuan untuk menganalisis implementasi employer branding yang dterapkan oleh PT Astra International. Metode penelitian yang digunakan dalam penelitian ini adalah metode kualitatif dengan jenis deskriptif. Objek dari penelitian ini adalah Employer Branding. Hasil penelitian memberikan informasi bahwa inovasi merupakan kunci utama bagi PT. Astra International  untuk tetap bertahan di era kompetitif ini, maka inovasi merupakan hal yang selalu didukung oleh perusahaan. Dukungan yang diberikan melalui penyediaan wadah pengembangan inovasi dalam bentuk kompetisi internal. Selain program employer branding yang diterapkan melalui karyawan internal, program employer branding dalam pilar pendidikan dilakukan tidak hanya untuk perguruan tinggi, tetapi juga ke seluruh jenjang pendidikan. Kesimpulan dari penelitian ini adalah Employer Branding pada PT. Astra International  diterapkan secara sungguh-sungguh dan mendalam karena tujuan dari Employer Branding perusahaan. PT Astra International memiliki kerangka strategis "Winning Concept, Winning System & Winning Team", Astra berusaha meningkatkan kualitas insan Astra sehingga mampu berkontribusi dan mengembangkan diri dengan maksimal.
