The paper analyzes similarities and differences between fair use and fair dealing doctrines in copyright law that allow for limited use of copyright-protected material without the need of permission from the rightholder. Both concepts have long been part of legislation but have recently gained special interest due to the wide spread of digital technologies and the ease of copying materials, both text ones and any other digitized materials. What kind of use may be deemed fair and what may not, has become the question of everyday interest. Copyright exceptions implemented in the form of fair use or fair dealing concepts are of special importance to libraries. However, their application is far from trivial and the situation is further complicated by insufficiently understood difference between the two concepts. The paper reviews general approach implemented in both described doctrines, terminology issues, similarities and dissimilarities of the doctrines, their territorial coverage, and historic origins of doctrine differences. The doctrine having originated in the United Kingdom and developed in the United States has become an example, a pattern that is followed in legislation of many countries worldwide. Fair use/fair dealing concepts have found their reflection in Russian copyright law in the form of “free use” of a work without author’s permission and without copyright fee payment. The paper further deals with the significance of fair use doctrine for library collections digitization and other applications of technology innovation. A prediction is made for growing importance of fair use and fair dealing copyright exceptions in the nearest future.

This paper is aimed at developing an Online Application for students and college management. The main theme of the project is to develop an application that enables the students to perform the activities like fee payment, downloading learning materials, and get notifications about the attendance, results, etc; in a mobile application, It provides a simple interface for the maintenance of the student records. In the previous system, all the details have to view in a file or on a website. At the same time while searching for information it takes a long time to get the results. To overcome this an Android Application can be used to make this process much better. All the important data such as passwords are securely stored with the help of hashing techniques. The users of this application are students, Faculty, and Admin. The Faculty can log in to the application and can update the Attendance and Marks of the student. In case of any events or exams in the college, the students will be notified by Admin. As we are college students we know about these problems that we are facing due to the lack of this kind of application. So we thought of extending and solving some of the problems in our project so that it could be more useful for the students and they can easily use the application which is also very compatible for the teachers and students. The data relating to students is stored in Firebase. A web-based portal is designed for the faculty to upload the marks, results, and upload materials.

The tuition fee payment system is a mechanism for transferring funds charged to students for educational institutions to expedite the lecture process in terms of learning and teaching. Design of an SPP Payment Information System at Hasnur Polytechnic Using the Codeigniter 3 Framework was created using the programming language PHP, codeigniter framework 3 and database MySQL. This application was made in order to facilitate the financial section for managing payment data and students can find out the tuition payments they have made and will be paid. The research method uses a waterfall from the analysis stage to application testing. Then the system design is carried out using DFD (Data Flow Diagram) and design is interface also done at this stage. Furthermore, writing the program code is done using the PHP programming language and the codeigniter framework. Then the results of the study were tested using the method black box testing. The test results state that the program is in accordance with the described functional require.

ZeroPay is a “zero-fee payment service,” which is designed to help small businesses. It is a QR code-based mobile secure payment service that the government, Seoul Metropolitan Government (SMG), bank, and private settlement providers cooperate to reduce small business owners' commission burden. When a consumer recognizes a QR code as a smartphone app, the fees charged by the merchant's franchisee will either be lost or significantly lowered as money transfers from the consumer account to the merchant account. SMG started to ease commissions' burden on small businesses suffering from recession, rising rents, and card fees. However, because of this service started with government policy, ZeroPay started with many controversies, and these issues need to be addressed for the service to settle down stably. The main discussion of this paper is that this service will be applied successfully to the market. The author discusses how the SMG efforts settle successfully with strategically initiated services.

The purpose of this study was to design a tuition payment accounting information system using Vb.Net which aims to simplify and accelerate the Teladan Tanah Jawa private vocational school in processing school fee payment data. The research method used in this research is observation, interview, sampling, and literature study. The analysis tools used are Data Flow Diagrams (DFD), Entity Relationship Diagrams and the relationships between tables. This information system makes it easier for the school administration to find student data, process arrears data, data on daily school fees and reports on tuition payments.

In a boarding house, there is a boarding house owner/manager who monitors and supervises. For tenants, you can make payments only when meeting with the boarding house owner/manager. In practice, boarding house owners are not always in the boarding house so there is a difficulty in monitoring the boarding payments for each room. The purpose of this final project is to make a tool to be able to monitor and manage boarding through the android smartphone media. In this system, boarding house owners can find out the payment status of each room and tenants can also find out the remaining rental time. This system is also installed with a doorlock solenoid which can be controlled by the boarding house owner via the Android application to open and close the boarding house door if the tenant has/has not made a payment. The process of sending data from the device installed in the room to the Android smartphone using an intermediary NodeMcu and sending data to Firebase so that the status can be monitored in realtime. In each room there is also a notification system in the form of an LED light. The LED light will give a warning about the remaining time of the boarding house rental. The conclusion in this final project, the application can perform monitoring realtime and tenants can control the solenoid with an average delay of 1m 68s. For sending data from hardware to the database, it has a delay of 0.2139673s which is quite good.

Islamic Vocational School Iqro Pasar kemis has the vision, mission and goals of graduates who have faith, piety and morality as well as competent in mastery of science and technology. But now Islamic vocational high school Iqro Pasar Kemis still use conventional way in conducting SPP transactions that is by noting the payment card and payment data manually recorded on the book. This causes the payment process to take a long time and a large errorrate, but it also inhibits the speed of data access and information delivery to be too late. With the existing problems then the researchers propose the design of payment systems to facilitate the process of payment of SPP. The research method used is SWOT analysis, for design method using Unified Modeling Language (UML), and system testing method using Blackbox Testing. This research is expected to provide easiness in the implementation of school fee payment activities as well as easiness in the delivery of school fee payment information to students and parents of students.

The study is devoted to the development of methods for determining the social acceptability of tuition fees in universities. The objectives are 1) to investigate how to increase the efficiency of student loan management in Suan Sunandha Rajabhat University, and 2) to create guidelines for improvement and development of routine works for Student Loan Funds Department. This study is conducted via a survey research methodology. The sample 440 students who pay tuitions fees , includes ones with Students Loan . The quantitative data were analyzed using descriptive statistics of frequency, percentage, and average. The contribution for this study is to provide suggestion to improve and develop the channel to keep tracking the students having the outstanding fees, the difference in tuition fees, to pay for the outstanding tuition fees in order to reduce the number of outstanding fees in the system.
