Цель: to analyze the far-right extremism’s anti- government ideology as an external threat to law enforcement officers. Methods: dialectical approach to cognition of social phenomena, using the general and specific research methods based on it. Results: The relationship between far-right extremism and law enforcement in the United States has a long and complicated history. In 2020, this relationship was on display as both far-right extremists and law enforcement agencies were brought into the national spotlight for their roles in multiple unprecedented events. This research discusses how far-right extremism’s anti- government ideology represents an external threat to law enforcement officers. This threat is discussed through the presentation of 30-years of data on law enforcement officers killed in the line-of-duty by far-right extremists from the Extremist Crime Database. In addition, the research also examines law enforcement’s implicit and explicit support for far-right extremism, which creates an internal threat against the legitimacy of the profession. Finally, policy initiatives that come from, and build upon, prior research are discussed to reduce these threats.Scientific novelty: for the first time, the work substantiates that far-right extremists threaten the safety of law enforcement officers in the United States. Antigovernment extremists, who do not believe that they are subject to the laws of the jurisdiction where they live, pose the risk of escalating to violent acts when encountering law enforcement when they engage in both ideologically motivated and routine criminal activity. In addition, law enforcement agencies who hire far-right extremists face the very real prospect of becoming illegitimate in the eyes of the communities to whom they are sworn to serve and protect. Decades of criminological research has shown that lack of trust in law enforcement makes the job of policing a community more difficult and more dangerous. Although multiple paths forward were outlined that build on prior research and empirical knowledge, only decisive action by law enforcement and policymakers will result in outcomes that reduce the risk of external violent victimization to police and protect law enforcement agencies from being delegitimized by the presence of far-right extremists within their ranks.Practical significance: the main provisions and conclusions of the article can be used in scientific, pedagogical and law enforcement activities when considering issues related to the prevention, suppression and investigation of extremist crimes.The article was first published in English language by Criminology, Criminal Justice, Law & Society and The Western Society of Criminology Hosting by Scholastica. The article is devoted to a comprehensive analysis of the main sources, works that developed and supplemented the main elements of Confucian doctrine that appeared during the lifetime of Confucius. The main data on the life and work of thinkers who developed and supplemented the teachings of the Great Teacher of antiquity, the main options for translating and interpreting the names of treatises and basic terminology are outlined. It outlines the main provisions and ideas of the treatise "Zhong Yun" written by Confucius 'direct students, which is of fundamental importance for the process of historical evolution of Confucian doctrine, and clarifies, details and deepens the theses of Confucius' main book "Lun Yu". Against the background of the basic traditional Chinese picture, one of the key principles of Confucianism is pointed out – the principle of the "golden mean", the critical importance of personal virtue of rulers, and the main approaches to determining the formula of human nature. It is determined that the subject of interest "Zhong Yun", broader than the basic treatise "Lun Yu" and denotes cosmogonic and moral properties of the spirit, more richly interprets the inner content of the fundamental category of humanity ("Ren") constructs an integral system of categories, the sources of which are in the depths of ancient Chinese mythology. The main concepts and meanings of the work "Da Xue" ("great teaching") are established, one of the most fundamental traditional categories of which is the concept of "where" – personal "grace", "achievement, acquisition", and the uniqueness and special place of a person in the universe is the ability to follow "due justice". The quintessence of the DA Xue worldview system is the presumption of immanent virtue of human nature, which should radiate from those in power in the form of "humanity"; the basic thesis of the treatise is the attitude according to which the ruler who "does not show" virtue is deprived of his right to rule. It is stated that the work named after the outstanding thinker of traditional China, Meng Tzu, was of fundamental importance for the long evolution of Confucianism. (Meng Ke), who not only expanded the leading principles of Confucius, but also improved the teachings of the great teacher by actualizing and considering new issues. This approach transformed the teachings of Kun Tzu into a harmonious construction of judgments, which later turned into the official government ideology and worldview system of the Great Chinese society, which has existed for thousands of years. It is to Meng Tzu that the orientation to consider human nature moral goes back, one of his most original ideas is the concept of the heart-mind, which is provided on the one hand by an innate, intuitive ability, moral instinct, and on the other by benevolence. On the contrary, the approaches of another thinker, Sun Tzu, were completely antagonistic to Meng Tzu's ideas and proved the conclusion that human nature is evil. Sun Tzu's concept is located exactly on the border between Confucianism and legalism, but the Thinker (unlike the legists) believed that it was not punishments and rewards that should curb the evil nature of a person, but moral improvement and high literature, that is, culture. Sun Tzu was the first in Confucianism and proved the concept of an enlightened monarchy based on the principle of both traditional morality and the authority and power of the law. Against the background of the study of significant monographic literature, conclusions are drawn about the almost instantaneous beginning of the complex deepening, improvement and development of teaching, already by the first students of Confucius. Confucianism was formed as a method of interpreting the ancient Chinese system of symbols and concepts, categories laid down in mythological form in an active, active spirit. The development of Confucian doctrine was due to the incorporation of elements of other teachings. Confucianism essentially developed through finding common ground with other Chinese doctrines.  The key idea that emerged in the development of Confucianism is the statement that everything in a person, including his inner world, is just a reflection of the natural world, and the restoration of perfect social institutions will not mechanically restore perfect order in the Middle Kingdom. The core of the DA Xue ideological system is the assumption of the inner virtue (de) of human nature, which must be shown by those in power. In the course of its long evolution, Confucian traditional thought put certain fundamental problems and categories on the agenda much earlier than European thinkers did, of course, at the ancient, traditional level synchronous with that distant century

Abstract COVID-19 has presented challenges for nursing homes (NHs) and other congregate living settings which serve older adults at high risk for morbidity and death from the virus. This study identified factors associated with states’ adopting a mandate for regular staff testing for COVID-19 in NHs. Potential correlates included state government ideology and capacity, NH supply and demand, prevailing economic conditions, existing state policies, and NH characteristics. Findings indicate that percent for profit NHs is most strongly associated with adoption of a state staff testing mandate. Governing capacity (average legislative salary), percent population at risk for COVID-19, and existing public policy (percent Medicaid spending devoted to long-term services and supports (LTSS) were also associated with the probability of adoption. Based on these results, states with more proprietary facilities and greater capacities for government action, investment in Medicaid LTSS, and at-risk populations were more likely to mandate regular staff testing in NHs.

In the 1990s, the Republican Party embraced a deregulatory environmental agenda as a key element of its small government ideology. Taking advantage of systemic advantages at the federal level, the Republican Party has effectively blocked new legislative mandates for environmental interventions, most significantly around the looming catastrophe of climate change, despite popular support for government action. Despite their elegance as policy, cap-and-trade and other market-based solutions fail to provide environmental advocates with the right political vocabulary for the call to arms that this present moment demands. Instead, we should look back to the modern environmental movement of the 1960s and its powerful notion of a natural right to clean air and a healthy environment.

Since 2016, Russia has engaged in a dedicated influence operation against the United States. Although distinctly modern in its use of social media platforms, the current methods align with old Soviet doctrine using information warfare to gain a strategic edge over competitors. Using the WARP framework, a heuristic tool for understanding narrative weaponization for mobilization and radicalization, we focus on Russia’s use of narratives to exacerbate existing cleavages in American society and to undermine US national security. Using data from Twitter’s comprehensive data archive of state-backed information operations, we find that military and patriotic narratives constitute one of the most frequently deployed narrative sets (second only to Trump), comprising 12.9% of the 1,357 million English-language tweets. The Russians weaponized these narratives and profiles to support or smear a variety of political actors and to escalate the urgency of various social causes. Moreover, these narratives actively recruited audiences to embrace New War cultural identity, an anti-government ideology focused on defending their families from an increasingly hostile state and world. Using a variety of persuasive strategies, the Russians leveraged these narratives to deliver emotionally resonant signals about allies and perceived enemies, both foreign (e.g. Muslims and immigrants) and domestic (e.g. government officials and the media), and to set the groundwork for potentially violent mobilization. Impersonating military profiles increased message resonance, and posturing as credible sources may have aided normalization and legitimization of New War cultural identity and divisive messaging. We conclude the Russians used military and patriotic narratives and profiles to wrap anti-government sentiment in patriotic trappings and to set the stage for Americans to engage in armed domestic conflict.
