Currently, in Russia there is a systemic gap between the educational service market and employers’ requirements for a university graduate. Employers are not satisfied with the educational system, which cannot close this gap on its own. This situation requires access to an open educational system, which implies involvement in the training of both the educational institution and employer. As part of the research, a hypothesis about the greater efficiency of future specialist training in the format of network interaction between educational institutions and commercial companies was put forward. The purpose of the research is to prove that future specialist training in the format of networking between educational institutions and for-profit companies is more effective than the classical student training programme in Russia. As part of the research, with the case method, the essence of network interaction between educational institutions and for-profit entities and their optimal format were discovered by the example of communication between the Far Eastern State University of Communications and Russian Railways JSC. In addition, an experiment to confirm or refute the hypothesis put forward was conducted. As a result of the research, the essence of networking between educational institutions and for-profit entities. The experiment carried out confirmed the hypothesis about the greater efficiency of future specialist training for the railway sector in the format of networking between educational institutions and the Russian Railways company.

The article analyzes the dynamics of the indicators of target enrollment and education at the Federal State Budget Educational Institution of Higher Education of the Far Eastern State Medical University of the Ministry of Health of Russia for the period from 2013 to 2018, a comparative assessment of the passing score for the places of targeted enrollment and the main places depending on the specialty (training direction) was made, average mark of a unified state exam (USE) was analyzed; the agreements on targeted training with the assessment of measures of social support were analyzed, as well as proposals were formulated to improve the activities of targeted training of medical personnel.

The connection of Ukraine with the world and European community implies a focus on the Person, his/her spiritual education, upbringing of value attitude to the social environment and him/herself, with a thorough education and deep knowledge, the ability to successfully solve his/her own life problems, readiness to take on the responsibility conditions of international relations, capability of self-development and self-improvement, responsibility for other people. This fundamental approach requires a rethinking of the process of education in universities with a technical profile of training specialists, and in general in the educational system of the state. The problem of development of the Concept of educational system of the modern higher technical educational institution for today and the necessity of finding effective ways of formation of world outlook positions and values landmarks of the student youth on the basis of spiritual, moral and cultural bases of life of the Ukrainian people, coordination of interaction of educational institutions of professional education, state institutions are considered.

Тhe relevance of the topic is due to the need to expand the financial autonomy of higher educational institutions (hereinafter referred to as the HEI) in Ukraine, the need to maximize the generation of their own cash receipts by providing paid services of the HEI, to improve the management efficiency of the HEI in a market economy. The market, with its industries, is in a state of flux. We observe how the needs of sectors of the economy for resources and the level of training of specialists are changing. There is a change in the influence of factors on economic processes, the role of the segments of the regional economy participating in economic processes is changing. The educational complex should contribute to the formation of not only the labor resource of the country. To implement in the field of education and science support of the labor resource at the required level, effectively based on the needs of the regional economy and other resources - industrial. By predetermining the priority sectors in the development of the regional economy, the educational infrastructure of Ukraine should set the vectors for the development of the labor market of the economy as a whole, and not only serve the existing infrastructure of the regional economy. To maximize the satisfaction of the needs of both consumers of educational services and the needs of the regional economy in production resources. The article formed the author's understanding of the concepts of "market", "educational service", "market of paid services that can be provided by HEI", presented the features of the market of paid services that can be provided by HEI in Ukraine, carried out an analysis of the regulatory framework for the provision of paid services by HEI, identified a generalized composition of participants, which are divided into generally recognized and proposed, and developed a road map for the introduction of paid services by HEI. After conducting research in the direction of the chosen topic, it was determined that the formation and development of the educational services market is taking place in accordance with certain global trends, namely: 1) the desire for a democratic education system, that is, the availability of education to the entire population of the country and the continuity of its stages and levels, provision of autonomy and independence to educational institutions; 2) ensuring the right to education for everyone (the opportunity and equal chances for each person to get an education in an educational institution of any type, regardless of nationality and race); 3) the significant influence of socio-economic factors on education (cultural and educational monopoly of certain ethnic minorities, paid forms of education, manifestation of chauvinism and racism); 4) an increase in the range of educational and organizational activities aimed at both satisfying diverse interests and developing the abilities of students; 5) the growth of the educational services market; 6) expanding the network of higher education and changing the social composition of the student body (becoming more democratic); 7) in the field of education management, the search for a compromise between rigid centralization and full autonomy; 8) education is becoming a priority object of funding in the developed countries of the world; 9) constant updating and adjustment of school and university educational programs; 10) a departure from the orientation towards the "average student", an increased interest in gifted children and young people, in the peculiarities of the disclosure and development of their abilities in the process and by means of education; 11) search for additional resources for the education of children with developmental disabilities, children with disabilities. According to the results of the study, the authors proposed to expand the structures characteristic of the educational services market. Insofar as the market for educational services includes many national educational systems, each of which has its own management model, structure, goals, objectives and problems, and the profit from the activities of such structures can also be expanded.

Competence Management (CM) has been discussed in contemporary academic and practitioner literature as a managing tool of Core Competences. Most of the studies of CM deal with manufacturing sector and profit organizations. Very little is known about CM in services and almost nothing in not-for profit organization. No research report has yet been found in educational institutions. Although, CM is not only important in manufacturing and profit organizations but also important in non-profit, like educational institutions, in order to meet the required quality and competitiveness of 21st century's education. Thus, an attempt has been made in this research to study CM in the administration of one the top ranking University in a Nordic country. The result results reveal that competencies had been defined in individual, network and unit level, but lack of integration of a comprehensive CM framework unable the higher educational institution to achieve the benefits of core competence. Based on the empirical findings, some policy and research directions are given at the end of the research.  <br /> <br /><br />

Intensive competition in contemporary education market makes higher educational institutions choose market focused strategy in order to make their offer outstand their other competitors. Defining the factors of experience development, their impact on satisfaction and loyalty of foreign students would help higher educational institutions to create positive experience for foreign students that would later, thanks to this experience, can become loyal and spread positive information about the higher educational institution. Research of these factors is especially topical for Latvia because one of the main directions for development of the state educational system is integration in international educational system. The objective of research is to study the impact of experience developing factors on forming satisfaction and loyalty in higher education. Survey has been used as a research method, questionnaire covered foreign students in Latvia. Data analysis has been conducted with frequency analysis, calculations of central tendency indicators, correlation analysis and path analysis. As a result, it was found that satisfaction with higher educational institution was mainly formed with its capability to fulfil its obvious functions, that is provide qualitative education corresponding with expectations of foreign students. The analysis of impact of general satisfaction with higher educational institution on loyalty demonstrated very strong positive influence: the higher the satisfaction, the more likely foreign students would consider studies in particular higher educational institution to be useful for other foreign students and advise it.

<p><em>Education is very important factor in building civilization. A civilization or a country will advance rapidly when its education system give such a great contributions to the development of Human Resources. The advancement of a nation is determined by the extent of the educational institution which has succeeded in building its human being into a superior human being, in order to be a dignified world citizen. Hindu civilization greatly emphasizes the importance of education. In the history of Sanatana Dharma, education gets an enormous portion along with the building of the concept of gurukula, where teachers and sisya are live together in an educational institution. Moreover, when the West has not found an established educational system, India has built the world's earliest university Thaksashila or Taxila with a highly developed teaching system. But the progress of civilization in the past has not always been well inherited in the next era. Currently, Hindus especially in Indonesia are faced with Hindu-based education that is able to answer global challenges. Not only prosecuted to build superior human resources, but educational institutions are required to mastered technology as a global phenomenon.</em><em> </em><em>Hindu educational institutions were requested to be capable for becoming a modern gurukula as well as capable for realizing superior human resources.</em></p>

The problem of further development of the national university structure in the context of the European integration processes of the Ukrainian educational system and its internal transformation significantly foregrounds research studios, in which the subject of retrospective approaches has being developed various aspects of the topic, including the fate of representatives of professorial teaching corporations and studentship in the event of defeat of national liberation struggles the beginning of the 20th century and the establish­ment of the Soviet form of statehood in Ukraine. This process has been analyzed on the example of the Kamianets-Podilskyi State Ukrainian University, which was founded on the eve of Hetman P. Skoropadskyi with the direct participation of representatives of government structures, local self-government and public institutions. The authors used the problem-chronological and historical-typological methods, which provided a distinction in the topic of research of certain problems. The change of political regimes in Ukraine has led to the use of the historical-comparative method, and the biographical has allowed to ascertain the activity of concrete activists in a fractious period of history. It was emphasized that at the end of 1920, the academician community of the Kamianets-Podilskyi State Ukrainian University faced the problem of further life choices. It has been noted that a part of the staff of the educational institution, based on the previous experience of Bolshevik governance in Podillia, has made a decision in favor of emigration. It has been proved that 18 members of the corporation sent abroad from among the professors, private associate professors and assistants, were headed by rector I. Ohiienko. Students were a separate group. The challenges of everyday life have been described in the conditions of emigration being, and attempts have been demonstrated to overcome them. I. Ohiienkoʼs active position in solving urgent questions concerning the assignment of members of the professorial corporation to European scientific centers has been shown with purpuse to complete the researches begun at home and their employment in educational institutions organized in the camps of the interned. Great efforts were also made by I. Ohiienko to help students continue their studies at European Higher Education Centers. Despite the unstable political and difficult financial situation, these tasks have been successfully implemented to a certain extent. With the rest of the projects and programs it looked less important. It has been demonstrated that the expectations of those representatives of the corporation that remained in Ukraine, in order to contribute to the development of the educational system in its national forms by its own work, in view of the general strategy of the Bolshevik Party to unify all spheres of social and political life, have not been justified. Some representatives of the corporation were included in the list of prominent figures of science and culture, which the Soviet authorities preferred to deport abroad at the end of 1922 – early 1923 has been shown. The precondition of this process has been proved by the fact that the communist education system was oriented to satisfy the needs of the state, Bolshevik model of socialism, but much less to improve social relations. As a result, political purges and permanent terror, including deportation, have become an inalienable and key method of «sovietization» of the intelligentsia in scientific and educational institutions.

The outbreak of COVID-19 had a huge impact on the educational system as it leads to the closure of the educational institutions across globe. This had an impact on both economy and society apart from affecting the students and teachers. The situation became even more worser in the case of the disadvantaged students as it affected not only their education but also lead to problems such as improper nutrition, childcare and also economic problems as many lost their jobs due to the pandemic situation. In order to move on with the situation, UNESCO suggested the educational institutions to takeover virtual platforms as a replacement to the traditional classes in order to reduce the disruption of education. These virtual platforms became a critical lifeline for educational institution as it helps to reduce the transmission of disease. In this paper we could see the ways that the pandemic has transformed the education sector across the world which include Online learning, Unequal access to technology, and educational resources, a wide range of distance learning tools, new methods of assessment with learning management software, online appreciation for teachers and educators and the changing role of parents in education. But there was some gap between educators and learners.

The article discusses functioning characteristics of small educational enterprises on the example of an independent not-for-profit organization of extended education in the conditions of digitalization of economic processes. The notion of “digital environment” and its components, opportunities of educational organizations, their external settings, and the demand for their digital activities are in the focal point of the article. Digital economy requires from educational institutions to restructure and implement changes in their major operations and to solve the problems arising: reviewing educational syllabi with the issues of digitalization inclusive, changing the class format, opportunities to provide educational services on the territory of Russia regardless the location of an educational institution, qualitative cost restructuring of educational services. To solve the problems, it is crucial to actively implement digital technologies in the operations of small educational enterprises, to retrain staff, to universally apply outsourcing, to implement enterprise-wide electronic document flow. The authors concluded that at present, conditions have been formed that make it possible to successfully use and further develop digital technologies in the activities of educational small firms.
