Intellectual resources, in the form of human (labor) and information resources are increasingly important in an economic environment wherein firms limited resource potential impedes innovation. Their assessment, analysis, accounting and distribution are necessary for the effective implementation of innovation activities. However, Russias regions differ in the number of staff engaged in research and development and firm innovativeness. Furthermore, geography can present barriers to innovation that undermine firm competitiveness, which ultimately aggravates the socio-economic development of Russia. This problem can be solved by transforming the methodological tools used in the regional development strategy. Whilst each region is distinctive, the authors propose a methodology for assessing the minimum acceptable levels of available intellectual resources necessary for the implementation of an innovative project. This methodology considers activity at different project stages and can be scaled to any economic level and innovative project. The proposed method evaluates the minimum optimal distribution of intellectual resources necessary for the successful implementation of innovative activities, which are considered necessary for transforming the Russian economy and building resource potential. This methodology also allows to assess the sufficiency of available intellectual resources, create a system of metrics for their accounting and replenishment, and utilize intellectual resources across multiple innovative projects simultaneously.

The article is devoted to reflections on what principles, approaches and diagnostic methods should be based on the choice of the type of economic activities, which will be accepted as the basic to implement smart specialization. The purpose of the article is to assess the potential ability of Cherkasy region to rapid innovative development through the implementation of the principles of smart specialization. The article determines the need and expediency of the transition to new regional administration technologies, among which smart specialization on the example of European countries has shown the highest performance. The time of origin and the context of using the term "smart specialization" in the Ukrainian legislative field have been analyzed. The principles and requirements, the observance of which will contribute to ensuring the efficiency and effectiveness of the implementation of the concept of smart specialization in the region, are highlighted. The content of the Development Strategy of Cherkasy Region for the period 2021–2027 has been analyzed. It has its focus on the implementation of the principles of smart specialization. An assessment of the potential opportunities for implementation in the region of the areas of smart specialization announced in the Strategy through the characteristics of the region's ability to innovate growth has been carried out. The assessment is based on twelve groups of indicators, which comprehensively characterize the volume of labor and the cost of its maintenance, the regional product and the net profit of enterprises, the intensity and personnel provision of research and development processes, the intensity and effectiveness of the innovation activities of the region. The "Rank" function in Microsoft Excel is selected as the main tool of quantitative evaluation. According to the results of the study of the preconditions for the implementation of a new instrument of regional governance for Ukraine, the conclusions have been made about the potential of Cherkasy region in the field of human resources and innovative activities of industrial enterprises. At the same time, scientific and educational spheres require substantial development, which could be an obstacle to the successful implementation of the concept of smart specialization in Cherkasy region.

The article develops methodological approach to the analysis of groups of interests’ influence on the choice of Russia’s development strategy. It is possible to pass on to the analysis of specific issues of economic policy by forming several sub-groups in every "analytical" group. The article also considers the structure of Russian economy which was formed as a result of transformational crisis’ influence on Soviet economy, and relevant international comparisons. Main alternative ways of transition to innovational development are the renewal of Soviet "triangle economy" (the scenario "Mobilization") and complex institutional changes (the scenario "Modernization").

The article presents the key results of scenario projections that underpinned the Strategy for long-term low carbon economic development of the Russian Federation to 2050, including analysis of potential Russia’s GHG emission mitigation commitments to 2050 and assessment of relevant costs, benefits, and implications for Russia’s GDP. Low carbon transformation of the Russian economy is presented as a potential driver for economic growth that offers trillions-of-dollars-worth market niches for low carbon products by mid-21st century. Transition to low carbon economic growth is irreversible. Lagging behind in this technological race entails a security risk and technological backwardness hazards.

This study aims to determine innovation capacity of a firm and to investigate the correlations between performance outcomes and innovation types. In this study, a questionnaire-based survey was conducted to classify firms with respect to different novelty degrees of innovation activities in developing new products and the magnitude of market impact shortly after innovations have been introduced and then appraise the association between innovation types and performance outcomes. The data obtained from the Turkish industrial clusters show that the higher firm innovativeness in product and market with a wide-spread diffusion effect of innovations, the greater is the market and production performance. To the best of our knowledge, this study is one of the few studies applying the product-market growth matrix to determine/manage innovation portfolio of firms.

The problem of dependence of the Russian economy on raw materials remains. The growth of non-primary non-energy exports was approved as one of the priorities in Russia. Updating the national project increases the importance of its institutional support in legislation. The question arises of the sufficiency of institutional reflection of non-resource exports. The purpose of the article is to generalize approaches to the priorities of non-resource exports, to develop methodological tools and to assess the representation of the topic in conceptual documents on the example of the regions of the North-Western Federal District. The research methodology is based on the content analysis of documents using the Istio service. The basis of the study was the conceptual documents of the NWFD regions with export topics. The categories of non-primary exports are highlighted. The socio-economic Development Strategy is the main document approving the region’s non-resource exports. A research program and methodological support for assessing the representation of non-primary exports in documents have been developed. The differences in the institutional support of non-primary exports are revealed. Of the 11 regions, 8 contain a target indicator of non-primary non-energy exports. Kaliningrad and Murmansk oblasts are recommended to include it in the Strategy in order to form institutional support for overcoming the problem of commodity dependence. A classification of regional documents providing institutional support for the export strategy has been developed. For the first time, the assessment contains scientific novelty and can help to understand the need to form a scientific concept of non-resource exports.

The most important task of the successful development and implementation of the regional development strategy is the adoption and implementation of well-grounded and timely management decisions aimed at increasing the attractiveness of the territory for target audiences. One of the directions of this realization is the creation and development of the competitive advantages of a particular territory. The steps taken in this direction in the regions of Ukraine are of a non-systemic nature and, as a rule, do not solve the problem comprehensively. This is due to the lack of both theoretical groundwork, on the basis of which it would be possible to develop a comprehensive strategy for the region, and an effective toolkit that ensures the systematic participation of stakeholders in the development and implementation of such a strategy. An important research topic is the consistency of the selected priorities with the goals of sustainable development, corresponding innovations within the framework of technological progress, which makes it relevant to use marketing tools to expand the analytical and communication tools of smart specialization. The purpose of this study is to analyze the possibilities of using strategic marketing for smart specialization tasks. Strategic marketing must be seen in the context of smart specialization, which is an innovative approach aimed at stimulating growth and job creation, allowing regions to define and develop their own competitive advantages. In the context of the practical implementation of the components of smart specialization as a process, strategic marketing can be considered as an active process with a long-term orientation, aimed at exceeding the average indicators in other regions by systematically pursuing a policy of creating a system of solutions that ensure the satisfaction of the needs of (current and prospective) stakeholders (current and potential) territories in a more efficient way than is possible in other regions. In the course of the study, it was determined that strategic marketing in the context of the practical implementation of smart specialization should be considered as a process of planning, developing and implementing strategic steps to gain a competitive advantage in selected areas. This process is necessary to map out the main goals of the region and find the most effective ways to achieve them.

The relevance of this study is determined by the need to improve the tools for developing strategies for the development of territorial socio-economic systems, taking into account the realities of the current stage of development. Among these realities are the formation of the economic space of the region and the limited resources for development, which determined the logic, goal and objectives of this study. The purpose of this study is to develop theoretical, methodological and practical recommendations for the formation of a regional development strategy taking into account the spatial component. To achieve this goal, the following tasks were formulated and solved: clarification of the essence and content of the category "economic space" as the basis for accounting for this category in strategic developments; identification of the features of regional development, taking into account the spatial component; development of principles and prerequisites for regional strategy taking into account the spatial component of development; formation of a scheme for accounting for the spatial component in the development of strategies for multi-level territorial entities; development and testing of a modified model of resource provision for territorial development strategies as an updated toolkit for regional strategy. The novelty of the results of this study lies in the development of theoretical, methodological and practical recommendations for using the spatial component in the formation of a regional development strategy, which, unlike existing developments, allow taking into account the properties and characteristics of economic space when developing a block for the distribution of territorial resources and thereby provide conditions for increasing the resulting parameters multilevel territorial entities and the region as a whole.
