This descriptive analytical legal study aimed to clarify the position of international treaties in the Jordanian constitution and judiciary by shedding light on the theoretical trends that determined the status of international treaties in comparative legislation, in addition to verifying the constitutionality of the Jordanian side's signature on some international treaties that occupied Jordanian public opinion. The study revealed that the difference of international law jurists in determining the legal status of international treaties in constitutions and positive laws resulted in three directions: the trend of the unity of the two laws, the trend of the Dual-law, and the trend of reconciling the two laws. The study also showed that the Jordanian constitution did not adopt an explicit provision for the legal status of treaties. International conventions, leaving room for jurisprudential and judicial jurisprudence that affirmed the supremacy of international treaties over domestic law. The study also found that the Jordanian legislator’s neglect of determining the legal status of treaties, and the double signature of them by the executive authority alone or in combination with the legislative authority in accordance with two conditions under Paragraph B of Article 33 of the Jordanian Constitution, has opened the door wide for controversy over any treaty to be signed by the Jordanian side, To demonstrate this, the study mentioned practical applications from international treaties signed by Jordan, namely: the Israeli Gas Supply Agreement, the Casino Agreement, and the CEDAW Agreement. In light of the results were reached, the study presented a set of recommendations that were such as issuing a law for international treaties to regulate international treaties in all the stages through which they pass, adding a constitutional text confirming the oversight role of the National Assembly over international treaties, provided that this constitutional text includes informing the National Assembly of any treaty or agreement that is concluded by Jordan.

This research presents indicators that were used In estimating the independence of the Central Bank of Iraq, which distinguish between the law independence (de jure autonomy) and the actual independence (de facto autonomy) for the three central bank governors for the period 2003-2017, through the turnover rate index of governors (TOR). The research also provides a new indicator of the turnover rate of members in the executive authority in Iraq for the same period, and the effects on inflation. The study also outlines a set of behavioral indicators ​​for governors that highlight the effects of actual independence on inflation. The main findings of the research were that the actual independence, in terms of the turnover rate index, gradually decreased for the research period, but the behavioral indicators of the governors showed that they maintain price stability. Therefore, the study presents evidence on the effect of the actual independence on inflation, because of the control of the exchange rate through the foreign currency auction and the decline of foreign reserves.

The early colonial order gave way to a recognizably extractive and coercive colonial rule which stretched across the long nineteenth century. Scholarly debates about the overlap between the late colonial and postcolonial polities in twentieth century South Asia have generally not traced the antecedents of an institutional structure of governance that commits scarce resources and political will in expensive projects of military aggrandizement. The disdain for civilian bodies/rule, placing military spending beyond the purview of public debate, unchecked executive authority in war-making, violent assertion of sovereign authority, aggressively defined borders, special bodies of law and zones of exception where civil rule and liberties are declared to be inapplicable—owe much to the deep structures of early colonial rule.

Знание политической системы других государств, и в частности такого территориально сложного государства, вполне естественно может помочь в моделировании оптимальной системы вертикали власти и для отечественного государствоведения. The problems of the executive branch have always been at the center of attention of legal science. Hundreds of articles and books are devoted to them. In the meantime, government theory still has not offered complete definitions on many issues. It is no coincidence that the concept and essence of the executive branch are, to a certain extent, controversial. The article is devoted to the disclosure of the powers and organization of the activities of the executive branch in the Republic of Kiribati. Knowledge of the political system of other states, and in particular of such a territorially complex state, can quite naturally help in modeling the optimal system of the vertical of power for national state studies.

This chapter compares the unitary executive at the federal level with the plural executive at the state level. The fifty state constitutions and the United States Constitution share a “surface similarity” in describing the authority of their chief executives: They both vest executive power in a governor or president. But in practice, there are many differences. At the national level, the US Constitution places all executive authority in one president who controls the executive-branch officers through the singular authority to choose all cabinet members. What’s called a unitary executive largely is one, given the president’s authority to hire and fire these executive branch officers. Contrast the state side. In response to the states’ colonial experiences with a monarch, many of the first state constitutions created weak executive branches. All but one of the original state constitutions also mandated that the governor work alongside an executive council. In many states, constitutional executive offices—secretary, treasurer, auditor—are often chosen by the legislature. The rise of the state attorneys general as a source of local and national power offers one illustration of the salience of the plural executive.

Оперативная работа подразделений Оперативно-спасательной службы гражданской защиты (далее – ОРС ГЗ) по ликвидации чрезвычайных ситуаций осуществляется в обстановке, которая постоянно меняется: в задымленном и токсическом среде, в условиях высоких температур, угрозы взрывов и обрушений, на высотах и в подвалах, при ликвидации стихийных бедствий и катастроф. Это обусловливает определенную специфику в деятельности пожарного-спасателя, совмещенную с систематической работой в непривычной среде и непрерывным нервно-психологическим напряжением. Поэтому одной из важнейших задач обучения и воспитания является формирование у пожарных-спасателей и руководителей подразделений ОРС ГЗ высоких волевых и профессионально-оперативных психологических качеств. Развитие этих качеств осуществляется на занятиях по пожарно-строевой и спасательной подготовке на пожарно-тактических занятиях и учениях, на тренировках в теплодымокамерах, но наиболее эффективными считаются занятия, которые проводятся на огневой полосе психологической подготовки. Данные занятия проводятся во время проведения первичной профессиональной подготовки и при проведении повышения квалификации, в структуре служебной подготовки. Порядок подготовки и повышение квалификации работников службы гражданской защиты, определяется центральным органом исполнительной власти, который обеспечивает формирование и реализует государственную политику в сфере гражданской защиты, по согласованию с федеральным органом исполнительной власти, который обеспечивает формирование и реализует государственную политику в сфере  образования и науки. Но в настоящее время, в нашей стране отсутствует нормативно-правовая база, которая определяет порядок устройства огневых полос психологической подготовки и организации проведения занятий на них. The operational work of the units of the Operational Rescue Service of Civil Protection (hereinafter referred to as the ORS GZ) to eliminate emergency situations is carried out in an environment that is constantly changing: in a smoky and toxic environment, at high temperatures, the threat of explosions and collapses, at heights and in basements, during the elimination of natural disasters and catastrophes. This determines a certain specificity in the activity of a firefighter-rescuer, combined with systematic work in an unusual environment and continuous neuropsychological stress. Therefore, one of the most important tasks of training and education is the formation of high-willed and professional-operational psychological qualities in firefighters and rescuers and heads of departments of the ORS GZ. The development of these qualities is carried out in classes on fire-drill and rescue training, in fire-tactical classes and exercises, in training in heat-and-smoke chambers, but the most effective classes are those that are held on the firing line of psychological training. These classes are held during primary vocational training and during advanced training, in the structure of service training. The procedure for training and advanced training of employees of the civil protection service is determined by the central executive authority, which ensures the formation and implementation of state policy in the field of civil protection, in coordination with the federal executive authority, which ensures the formation and implementation of state policy in the field of education and science. But at present, there is no regulatory framework in our country that determines the procedure for setting up firing ranges for psychological training and organizing classes on them.

The objectives of the current study are: 1) to identify and analyze the authority of prosecutor as the executor of judge’s decision on the spoils resulting from criminal act of excise, 2) to find out and analyze the arrangements regarding the coordination of the prosecutor as the executor with the Director of Enforcement and Investigation/ Head of the Regional Office of the Directorate General of Customs and Excise related to the execution of the judge’s decision stating that the evidence is confiscated for the state in criminal act in the excise field. This study applies a qualitative approach and uses secondary and primary data as support. The results of the study show that: (1) the executive authority of the prosecutor to carry out court decisions that have permanent legal force in criminal cases is regulated in Articles 270 to 276 of the Criminal Procedure Code. The provisions of Article 270 of the Criminal Procedure Code are in line with the provisions described in Article 54 paragraph (1) of Law No. 48 of 2009 concerning Judicial Powers that the implementation of court decisions in criminal cases is carried out by prosecutor. Then, the implementation of court decisions in cases of criminal acts in the excise field still refers to the Criminal Procedure Code because the Excise Law does not specifically determine the party authorized to carry out the execution of state booty in excise crimes, (2) the execution of judge’s decision stating evidence confiscated for the state in a criminal act in the excise field does not include regulations regarding the coordination of the prosecutor as executor with the Director of Enforcement/Head of Regional Office of the Directorate of Customs and Excise Enforcement and Investigation.

Institutional balance, as opposed to strict separation of powers, characterized the disposition of legislative and executive power in the EEC from the outset. The chapter is divided into four temporal periods. The initial period runs between the Rome Treaty and the Single European Act 1986 (SEA). The discussion begins with the initial disposition of institutional power in the Rome Treaty, and charts the way in which this shifted during the first thirty years. The second section covers the period between the SEA and the Nice Treaty, in which there was growing consensus in normative terms as to the appropriate disposition of primary legislative power, but continuing contestation as to power over secondary rule-making and the locus of executive authority. These tensions were readily apparent in the third period, which covers the Constitutional Treaty and the Lisbon Treaty. The fourth period runs from the advent of the Lisbon Treaty to the present. The EU has been beset by a series of crises, which had implications for the powers of the respective EU institutions and the institutional balance between them.
