Проблемы исполнительной власти всегда находились в центре внимания юридической науки. Им посвящены сотни статей и книг. Тем временем теория государственного управления все еще не предложила законченных определений во многих вопросах. Не случайно понятие и сущность исполнительной власти являются в известной мере дискуссионными. Статья посвящена раскрытию полномочий и организации деятельности исполнительной власти в Республике Кирибати. Знание политической системы других государств, и в частности такого территориально сложного государства, вполне естественно может помочь в моделировании оптимальной системы вертикали власти и для отечественного государствоведения. The problems of the executive branch have always been at the center of attention of legal science. Hundreds of articles and books are devoted to them. In the meantime, government theory still has not offered complete definitions on many issues. It is no coincidence that the concept and essence of the executive branch are, to a certain extent, controversial. The article is devoted to the disclosure of the powers and organization of the activities of the executive branch in the Republic of Kiribati. Knowledge of the political system of other states, and in particular of such a territorially complex state, can quite naturally help in modeling the optimal system of the vertical of power for national state studies.

This book examines the two generations that spanned the collapse of the Republic and the Augustan period to understand how the concept of pax Romana, as a central ideology of Roman imperialism, evolved. The author argues for the integral nature of pax in understanding the changing dynamics of the Roman state through civil war to the creation of a new political system and world-rule. The period of the late Republic to the early Principate involved changes in the notion of imperialism. This is the story of how peace acquired a central role within imperial discourse over the course of the collapse of the Republican framework to become deployed in the legitimization of the Augustan regime. It is an examination of the movement from the debates over the content of the concept, in the dying Republic, to the creation of an authorized version controlled by the princeps, through an examination of a series of conceptions about peace, culminating with the pax augusta as the first crystallization of an imperial concept of peace. Just as there existed not one but a series of ideas concerning Roman imperialism, so too were there numerous different meanings, applications, and contexts within which Romans talked about ‘peace’. Examining these different nuances allows us insight into the ways they understood power dynamics, and how these were contingent on the political structures of the day. Roman discourses on peace were part of the wider discussion on the way in which Rome conceptualized her Empire and ideas of imperialism.

The ideas of early Confucianism regarding the art of public administration in the most general form can be reduced to the synthesis of ethics and aesthetics in the demand to transform for the better the morals of disciples, rulers, and people in general. This view was reflected in the development in Confucianism of the specific system of education and transformation of morals, in which an important role was ascribed to studying the poetic art, rites and rituals, to the guidance in benevolent and respectful relations between people and mutual help, while special emphasis was made on the comprehension of musical art. The basic stability of the political system was supposed to be based on morals and relations between people. Achievement in the field of education of the members of society was attained through the active involvement of ethical and aesthetic principles, the synthesis of which was required to create the best system of public administration. Confucians` notions of establishing an optimal system of administration through education based on the study of rituals and rites, poetic art and music had a significant impact on the evolution of Chinese culture and civilization.

Kyrgyzstan, like other states of the post-Soviet space, has passed a challenging path in its development since gaining independence. Three de- cades of the republic’s existence in the new geopolitical conditions revealed the peculiarities of its political, socio-economic and cultural evolution, that distinguish the Kyrgyz Republic from the Central Asian neighbours and other republics of Commonwealth of Independent States. Supporting the concept of the history of the Kyrgyz people while preserving certain traditions of the Turkic nomadic civilization has become a fundamental part of the emerging national identity. Another important feature of building the political system in the Kyrgyz Republic is the attempt to create a Western-style democratic state based on its own experience of implementing “nomadic democracy”. The presence of constant zigzag jumps in the evolution of the political system of the republic (i.e., repeated transitions from the presidential form of government to the presidential-parliamentary form and back) can be traced throughout the existence of post-Soviet Kyrgyzstan. At the same time, it should be noted that the described processes are due to a special geographical location, which ini- tially affects the formation of the corresponding type of economic management. That in turn, affects the political development of the country.

The article reveals the concept of sovereignty as one of the key categories of political and legal science and international law, which has the character of a fundamental norm; various theories that have taken diametrically opposed positions on the issue of determining the legal nature of sovereignty, ranging from its origins to its modern understanding, are considered. The author studied the processes of creating preconditions and historical conditions that ensure the Kyrgyz Republic's active participation in the sovereignization of the former Soviet republics. He defined the specific directions, course and degree of transformation of the Political System of Kyrgyzstan on the basis of declarations of sovereignty and independence, as well as the Constitution of the Kyrgyz Republic. Sovereignty is a property inherent in each subject in itself, and cannot be derived from the sovereignty of another entity, in which it sees the embodiment of the real sovereignty of the State.

Democracies are at risk to be strangled by the populist demagogues, posturing as the only and true leaders of 'the people', while disregarding constitutional "structure of liberty", meaning that, the parliamentary supremacy, judicial review and, above all, the constitutional limits to the very direct decision making by the voters' constituencies. Referenda are being used ever more, often to push certain decision, which could not pass the parliament. The claim is that there must not be any limits to the power of the people. That phenomenon the most esteemed liberal magazine "The Economist" nicknamed coining the word "referendumania", apparently combining 'a mania' with 'referenda'. It has been received with a lot of sympathy by the general public, in circumstances when the television and the Internet shows all the misery of the numerous assemblies, not only in a new but also in the mature democracies. After the referendum on the Brexit has been used as an instrument of the political struggle in the mother of parliaments, Great Britain, which lead to the ongoing "melting down" of the highly valued British political system, it seems that the worst of prophecies are realized by advancing populist forces in a number of Euroepan states. Republic of Croatia has been for a long time exposed to such treats, by the political groups extremely opposed to governmental policies, first by the Catholic conservatives and most recently by the trade unionists. Due to the very inadequate regulation of the referenda on civil initiatives, whereas the decision is to be made by a majority of those who vote, without any quorum being provided, the posibilites of manipulation are enormous. In the lasting confusion, a number of politicians has already proclaimed their intention, if elected the president of the Republic, to use such a referendum in order to remove all the checks and balances between the chief of state and "the people". Taking such treats very seriously in the existing crisis of democracy, the author emphasizes hi plead for an interparty agreement which would enable the referendum to be properly regulated and thus incorporated into the system of a democratic constitutional democracy.

Studies of legislatures in developing countries have to contend with a great deal of cynicism owing, in part, to a political controversy concerning the role of the legislative institution in the Third World. The executive branch, which is generally dominant in developing nations, often uses the legislature to legitimize executive actions. Legislators who agree to serve the executive in this fashion often exaggerate or misrepresent the importance of the legislature in their political system. Conversely, opposition groups, who are frequently excluded from the political process in Third World countries, denigrate the role of legislatures and often exaggerate their ineffectiveness. Scholars have mostly ingnored the role of legislatures in the process of development.

The political transformation that took place at the end of the Roman Republic was a particularly rich area for historical analysis. The crisis that saw the end of the Roman Republic and the changes which gave birth to a new political system were narrated by major Roman historians who took the Roman idea of virtus as a way of interpreting and understanding their history. Tracing how virtus informed Roman thought over time, the book explores the concept and its manifestations in the narratives of four successive Latin historians who span the late republic and early principate: Sallust, Livy, Velleius, and Tacitus. Balmaceda demonstrates that the concept of virtus in these historical narratives served as a form of self-definition which fostered and propagated a new model of the ideal Roman more fitting to imperial times. As a crucial moral and political concept, virtus worked as a key idea in the complex system of Roman socio-cultural values and norms which underpinned Roman attitudes about both present and past. This book offers a re-appraisal of the historians as promoters of change and continuity in the political culture of both the Republic and the Empire.

One of the characteristics of the system of government in the Fifth French Republic is the strengthened position of the head of state, but also the existence of the first minister as a constitutional category with a significant role. The constitution provides the political responsibility of the government with the Prime Minister and ministers before parliament. Certain French writers have opinion that the Prime Minister appears as the central figure of the constitutional structure. The Prime Minister shall direct the actions of the Government. This is 21 of Constitution. Also, there are specific powers that put the Prime Minister in the position of its real head of government. Among the prime minister's most important powers is his right to elect members of the government. It is the right to propose to the President of the Republic the appointment but also the dismissal of members of the government. The Prime Minister is authorized to re-sign certain acts of the President of the Republic. In case of temporary impediment of the head of state, the Prime Minister chairs the councils and committees for national defense, as well as the Council of Ministers. The paper analyzes the constitutional provisions that lead to the conclusion that the position of the Prime Minister is institutionally constructed as strong. Political practice, with the exception of periods of cohabitation, has indicated that most prime ministers have been overshadowed by mostly powerful heads of state. For that reason, it is necessary to analyze the political practice of all eight presidential governments. A review of the already long political life that has lasted since 1958. points to the conclusion that in its longest period, presidents of the Republic dominated the public political scene. The Prime Minister has a more pronounced role in the executive branch during cohabitation periods. However, nine years in three cohabitations cannot change the central conclusion of this paper that the dominant political practice of the Fifth Republic has led to the Prime Minister being essentially in the shadow of the head of state.

The article is about how pro-Israel and pro-China interest groups try to lobby on the ground of Capitol, White House and executive branch. The study of the lobbying results is based on «General theory of action» T. Parsons. It is concluded that for lobbying interests the main point will be the representation of the interests in the political and public spaces and the creating of advocacy and lobbying infrastructure. The ability of the Israeli lobby to achieve the goal can be explained, firstly, by political inclusion in the decision-making process, and, secondly, by almost axiomatic representation Israel interests through the national interests of the United States. The Israeli lobby can be considered as the religious lobby. It can use the possibilities of Jewish religious organizations in grass root action. Also this gives the opportunity to avoid the requirements of the LDA. From the point of view of the theory of Talcott Parsons, the success of the Israeli lobby is the cause of the action of a large number of actors that may form in large groups. Another advantage of the Israeli lobby is the ability of its members to get relevant information about the current situation in different spheres of political life in the U.S. The objective of the present study was to reveal the ways in which China lobby succeeds. The influence of China lobby on decision-making process in the United States can be explained through strong economic ties between American corporations and the Chinese market. When lobbying China uses numerous Chinese Diaspora in many States, as well as trying to interest of the former high-ranking American officials, granting them special privileges for doing business in China. In comparison to the Israeli lobby, the Chinese lobby has weaknesses. Chinese interest groups are not included in the political system of the USA and this is the disadvantage of the Chinese way of lobbying. Unlike Israel lobby Chinese one is external. The interests of the chinese pressure groups do not coincide with American national interests. Their actors are not rooted in the American political system.
