Comprehensive COVID-19 diagnostic testing is regarded as a critical in preventing the spread of the virus, but only a few studies thus far have sought to assess the net benefits that sustained testing might offer, despite the importance accorded by researchers to evidence-based policy making. We performed a costbenefit analysis using the extended SEIR model to assess whether maintaining the current level of COVID-19 testing is an economically rational choice compared with counterfactual scenarios. Our results suggest that the relationship between the net benefits and the level of testing assumes an inverted-U shape, which means that comprehensive diagnostic testing is effective in flattening the infection curve, but it is a financial burden to society. This study provides evidence that comprehensive diagnostic testing would not be a good strategy for countries with scant financial and medical resources, considering the costs. Furthermore, undertaking comprehensive diagnostic testing without implementing other strategies is a limited approach to preventing the spread of infectious diseases. Therefore, this study suggests that policy makers should find ways to improve the effectiveness of tests, not just increase the level of tests.

Policymaking involves trade-offs to ensure the best possible use of limited resources. Identifying and measuring the impacts – for example, health gains – of different policy alternatives helps decision makers with these trade-offs, and is a key component of policy analysis. The New Zealand Treasury’s approach to cost-benefit analysis includes CBAx, which is a toolkit for estimating the societal value of alternative policy options. A 2018 review showed increased quality of costbenefit analysis in budget proposals following the introduction of CBAx. In this article, we provide some context to CBAx developments and share insights from agencies’ practical experiences. We focus on the perspective of policy advisors using CBAx to undertake cost-benefit analysis, and touch on the application of the results to decision making. We conclude by outlining potential developments and inviting colleagues to make use of the CBAx toolkit to enhance cost-benefit analysis practices to better value policy impacts for New Zealanders.

Maqashid Asy-Syari’ah is an extraordinary method to view and develop Islamic ideas and spirit in many circumstances. It is often used as an analytical knife to solve problems and the application of Islamic law. This Article will attempt to read and analyze the Draft Law on Gender Equality through this method. The existence of this yet unsanctioned law has raised controversy. But such controversies should instead be used as materials to revise and perfect the draft law instead of a reason to reject it outright. The result of the analysis of the draft law shows that it generally contains the values of Islamic law. However, it is undeniable that there are several mistakes and errors which must be discussed to be perfected. The decision  whether to issue the law should depend on a costbenefit analysis.

In this issue of ALT-J we have six articles that address three broad topics of video, costbenefit analysis and the emergent learning technology community. The first two articles present case studies on the use of video in teaching and learning. Shephard et al. describe their experiences of re-purposing a back 'care video' for video streaming, and use these experiences to highlight key challenges that others may face when attempting to re-purpose a video. Blake and Scanlon use their experiences of analysing video recordings of students, who were using computers to support their collaboration in solving statistical problems, to argue that such video analysis provides useful rich data with which to interpret and understand students' experiences.DOI:10.1080/0968776030110201
