This Research aims to develop a decision support system that can facilitate the proposal selection process and provide an alternative ranking for the selection results of student creativity program proposal selection. This decision support system uses a combination calculation of the Simple Additive Weighting and Weigthted Product methods, hereinafter referred to as Modified SAW. The criteria used in this assessment refer to the 2020 Student Creativity Program Guidebook. The data used in this decision support system uses proposal selection data in the Student Creativity Development Unit of Muhammadiyah University of North Sumatra in 2019 for 2020. This system was developed by determining criteria and weight determination using the Simple Additive Weighting method and then make improvements to the weight and determine the preference value using the Weighted Product method. Each of the SAW and WP methods certainly has advantages and disadvantages. The advantages of SAW with a simple and simple ranking process, can be applied to decision-making cases such as in the recommendation of selecting proposals with various attributes. While the use of Weighted Product (WP) is often used because the weight is calculated based on the level of importance and can evaluate the set of attributes by multiplying all criteria with alternative results as well as the power between weights and alternative multiplication results. This WP method can also be used in assisting in recommendation of proposal selection based on what is needed by the University. By utilizing the advantages and disadvantages of each method, this combination is able to produce an accuracy of 91% for the SAW method, 97% for the accuracy using the WP and 99% for the accuracy value for the combination of the SAW and WP methods. This decision support system using MOD SAW can help facilitate the proposal selection process and provide alternative ranking results. Further research is suggested for the development of a decision support system for proposal selection using a combination of different methods between SAW and other methods.

Interest-and-Talent-Based Method of Selection in Prospective Entrepreneur at the Faculty of Bioindustry, Trilogi University This program was aimed to determine the selection process based on interests and talents carried out by Bioindustry Entrepreneurship Capacity Development Center (called as PPKWB). This paper can be useful as a reference for conducting the selection process for prospective entrepreneurs in other entrepreneurship development centers. The selection method carried out by PPKWB consisted of 3 stages, namely proposal selection, interview selection, and psychological testing. The result of those activities was 12 selected tenants consisting of groups and individuals as well from 26 tenants registered and participated in the 2019 PPKWB program. The twelve tenants were divided into two, namely individual tenants and group tenants. Group tenants consisted of 2-3 members. The tenants came from several study programs consists of agribusiness, agroecotechnology, and food science and technology study programs. The focus areas of each tenant were food, agriculture, and cosmetics.

Community service activities as mentioned in Undang-Undang of Indonesia State No. 20 of 2003 concerning the National Education system, article 20 is one of the mandates of the Tri Dharma of Higher Education, including the Politeknik Elektronika Negeri Surabaya (PENS). Management of community service in the Research and Community Service Center (P3M) is still manual in collecting, storing and processing service data. The system raises several problems including delays, inaccuracies and excessive workload for administrators and operators and stakeholders in processing and accessing data of community service. Therefore it is necessary to make an application for a multiplatform-based information system to handle transactions and management of various community service data. This application handles the collection of proposal data, progress reports and final reports and handles proposal selection transactions, monitoring and evaluating progress reports, as well as seminar results, including the plotting of service reviewers. This system uses PHP framework and MySQL database management system. The test results show that all application functions are running well and make it easy for all service stakeholders to manage community service activities.

Pengabdian masyarakat merupakan salah satu bagian terpenting bagi perguruan tinggi untuk mewujudkan peran serta pembangunan bangsa dan negara. Banyaknya kriteria penilaian yang digunakan dalam proses seleksi proposal pengabdian masyarakat menuntut unit kegiatan pengabdian masyarakat untuk lebih teliti dalam melakukan proses seleksi sesuai dengan hasil penilaian reviewer. Untuk dapat membantu proses seleksi proposal pengabdian masyarakat dibutuhkan sistem pendukung keputusan yang dapat membantu proses penilaian yang lebih tepat dan objektif. Adapun tujuan penelitian ini adalah membangun Sistem pendukung keputusan menggunakan metode Simple Multi Attribute Rating Technique, dimana metode ini digunakan sebagai media bantu penentuan kriteria pemilihan berdasarkan bobot dari kriteria dan subkriteria untuk proses perangkingan terhadap alternatif. Dari analisa metode dan sistem dihasilkan penilaian terhadap proposal pengabdian masyarakat Tahun 2017 dengan rekomendasi sangat layak yaitu A1 dengan hasil perangkingan 83,75, A4=88, rekomendasi Layak yaitu A2 dengan hasil perangkingan 60,75 dan A5=63,25 dan rekomendasi tidak layak adalah A3 dengan hasil perangkingan 33.   Kata kunci: Pengabdian Masyarakat, PPIM, Sistem Pendukung Keputusan, Smart   Abstract  Community service is one of the most important parts for universities to realize the role of the nation and state development. A large number of assessment criteria used in the community service proposal selection process requires the community service unit to be more thorough in carrying out the selection process in accordance with the results of the reviewer assessment. To be able to help the community service proposal selection process, a decision support system is needed that can help a more precise and objective assessment process. The purpose of this study is to build a decision support system using the Simple Multi-Attribute Rating Technique method, where this method is used as an auxiliary media to determine selection criteria based on the weight of the criteria and sub-criteria for the ranking process against alternatives. From the analysis of methods and systems results in an assessment of 2017 community service proposals with recommendations that are very feasible namely A1 with a ranking of 83.75, A4 = 88, Worthy recommendation is A2 with ranking results of 60.75 and A5 = 63.25 and recommendations are not feasible is A3 with a ranking of 33.   Keywords: Community Service, PPIM, Decision Support System, Smart.

Purpose The purpose of this paper is to state a hierarchy methodology to select the most promising innovative projects, based on the processes defined by the successful Project Management Institute. Design/methodology/approach Open innovation is a new option for companies to acquire knowledge; however, in a changing and global market, it is necessary to define and select properly the proposals to be financially supported. A proven multicriteria decision methodology (MCDM) is recommended in this case to hierarchize alternatives. Moreover, analytical hierarchy process (AHP) has been considered in this study as a proven and simple MCDM. Findings AHP has been demonstrated as a suitable option to evaluate innovative project proposals, thanks to its integration with the Project Management Institute methodology. A process example has been included to demonstrate its application. Research limitations/implications Innovative projects and project proposal selection have always implied subjective criteria. Moreover, some of the processes defined in the methodology were not well defined in the project proposal. Practical implications The management of a project portfolio in a rational way would help decision makers to fund the most promising projects/alternatives under consideration. In this way, the inherent risk of R&D projects would be minimized. Originality/value The management of a portfolio of innovative proposals is less often addressed in the literature. This paper focuses on the hybridization of the criteria and processes described in the PMBOK Guide and an MCDM.
