AbstractIn modern times like today, the development of information and communication technology is very rapid and cannot be stopped. Without realizing it, this technological development brings changes to human social behavior, technology offers new ways for humans to communicate through various new media (New Media). One of the New Media that is a product of technological developments that greatly affect our daily lives is social media. As time goes by, social media is not only a medium of communication or just spending free time. More than that, social media now has several other roles, one of which is as a means of conveying criticism of the situation created under a state government agency as well as a means of political campaigns for representation from the state government. With the formation of new behaviors in conveying voices in public spaces, many new things are also born, one of which is the buzzer phenomenon. Bauzzer on social media is associated with a party related to increasing trends and discussions on social media, it can be said that the buzzer is a raiser of issues or discussions about something on social media. On this occasion, the researcher will discuss the buzzer phenomenon on the controversial issue of undang-undang cipta kerja or omnibus lawKeywords: social media, buzzer, omnibus law, digital activism.   AbstrakPada masa modern seperti sekarang ini, perkembangan teknologi informasi dan komunikasi sangatlah pesat dan tidak bisa di hentikan. Tanpa disadari, perkembangan teknologi ini membawa perubahan pada perilaku sosial manusia, teknologi menawarkan cara baru kepada manusia dalam berkomunikasi melalui berbagai media baru (New Media). Salah satu New Media yang menjadi produk perkembangan teknologi yang sangat berpengaruh pada kehidupan kita sehari-hari adalah media sosial. Seiring berjalannya waktu media sosial tidak hanya sebagai media komunikasi ataupun sekedar menghabiskan waktu luang. Lebih dari itu, media sosial kini telah memiliki beberapa peran lain salah satunya sebagai sarana penyampaian kritik atas situasi yang tercipta dibawah sebuah pemerintahan lembaga negara maupun sarana kampanye politik bagi representasi dari pemerintahan negara. Dengan terbentuknya perilaku baru dalam manyampaikan suara pada ruang publik, banyak hal baru pun ikut terlahir, salah satunya adalah fenomena buzzer. Bauzzer di sosial media di kaitkan dengan suatu pihak yang terkait dengan peningkatan trend dan bahasan di sosial media, bisa dikatakan bahwa buzzer merupakan pengangkat isu-isu atau pembahasan mengenai sesuatu di sosial media. Pada kesempatan kali ini peneliti akan membahas mengenai fenomena buzzer pada isu kontroversional UU cipta kerja atau omnibus lawKatakunci: media sosial, buzzer, omnibus law, aktivisme digital.

Electronic government telah banyak diimplementasikan di berbagai instansi seperti pemerintah / instansi pemerintah Negeri bagian maupun swasta. Badan Kepegawaian Daerah Provinsi Jawa Timur merupakan instansi pemerintah / Negeri bagian yang melaksanakan e-government. Sebagai lembaga pemerintah / Negeri yang mewadahi pejabat publik dalam pelayanan publik adalah Sistem Aplikasi Pelayanan Kepegawaian (SAPK). Tujuan dari penelitian ini adalah untuk mendeskripsikan penerapan Sistem Aplikasi Layanan Kepegawaian (SAPK) khususnya penerapan layanan pensiun pegawai di BKD Provinsi Jawa Timur. Dalam penelitian ini, metode kualitatif digunakan untuk melakukan penelitian pustaka. Sumber data dalam penelitian ini menggunakan sumber data tambahan yaitu studi tedahulu yaitu SAPK dalam peraturan BKD, SOP dan ASN di Provinsi Jawa Timur. Teknik analisis data meliputi pengumpulan data, reduksi data, representasi data, dan validasi data. Subjek kajiannya adalah keberhasilan implementasi kebijakan, yaitu: 1) Komunikasi ini bukan hanya layanan komunikasi, tetapi juga memperhitungkan data pegawai yang benar dan distribusi informasi jelas dan konsisten yang meminimalkan kurangnya komunikasi antara unit. 2) Sumber daya, yaitu pelaksana SAPK di Provinsi Jawa Timur adalah operator dalam aplikasi, terutama di bagian mutasi pegawai, serta asuransi komputer, aplikasi, softwear. 3) disposisi yaitu Sikap dan komitmen operator di BKD Provinsi Jatim khususnya dibagian mutasi dalam melaksanakan kebijakan tersebut sehingga kebijakan tersebut dapat tercapai sesuai dari sasaran kebijakan tersebut. dan 4) struktur birokrasi yaitu Tanggung jawab dan pembagian antar pelaksana kebijakan (SAPK) di BKD Provinsi Jatim khususnya di bagian Mutasi Pegawai berdasarkan  Standar  Operasional Prosedur (SOP) dijalankan atas dasar aturan hukum peraturan perundang-undangan ASN. Adapun saran mengoptimalkan sosialisasi sehingga pegawai dapat memanfaatkan fungsi dari program SAPK tersebut secara optimal sehingga partisipasi pegawai dalam menggunakan program dapat berjalan sesuai sasaran kebijakan, kemudian agar data kepegawaian dapat diakses setiap waktu, maka setiap instansi memberikan fasilitas jaringan internet yang baik. Sehingga data kepegawaain dapat dikelola dengan baik serta tepat waktu. The Regional Civil Service Agency of East Java Province is a state / government agency that implements e-government. As a government / state institution that accommodates public officials in public services is the Civil Service Application System (SAPK). The purpose of this study is to describe the application of the Employment Service Application System (SAPK), especially the application of employee retirement services in BKD, East Java Province. In this study, qualitative methods were used to conduct library research. Sources of data in this study use additional data sources, namely previous studies, namely SAPK in the BKD, SOP and ASN regulations in East Java Province. Data analysis techniques include data collection, data reduction, data representation, and data validation. The subject of the study is the success of policy implementation, namely: 1) This communication is not only a communication service, but also takes into account correct employee data and clear and consistent information distribution that minimizes the lack of communication between units. 2) Resources, namely SAPK implementers in East Java Province, are operators in applications, especially in the section for employee transfer, as well as computer insurance, applications, softwear. 3) disposition, namely the attitude and commitment of operators in the BKD of East Java Province, especially in the mutation section in implementing the policy so that the policy can be achieved in accordance with the policy objectives. and 4) bureaucratic structure, namely responsibility and distribution among policy implementers (SAPK) in the BKD of East Java Province, especially in the Division of Employee Movements based on Standard Operating Procedures (SOP) carried out on the basis of statutory rules and regulations of ASN. There are suggestions for optimizing socialization so that employees can take advantage of the functions of the SAPK program optimally so that employee participation in using the program can run according to policy goals, then so that employment data can be accessed at any time, each agency provides good internet network facilities. So that employee data can be managed properly and on time. Keywords: Implementation, Service Innovation, Personnel Service Application System.

The science-policy nexus has long puzzled scholars and managers working across diverse public policy areas, including environment. The rise of science-based management, especially in an era of big data, assumes science can improve environmental policy. At the same time, increasing attention to stakeholder engagement provides avenues for non-scientists to participate in collaborative environmental management, which might displace science in decision-making processes. Prior research points to a variety of factors thought to affect the degree to which science is used in collaborative partnerships. Drawing on such research, we examine the use of science across 9 collaborative partnerships structured and resourced from the top-down by a state government agency. All of these partnerships are working in the U.S.’s second largest estuary, the Puget Sound in Washington State. Data from partnership meeting minutes indicates that science is scarcely discussed in executive committee meetings, but is more commonly discussed in technical committee meetings. We thus might expect that the ecosystem management plans produced by these technical committees would be closely informed by science. Results indicate these plans include few citations to peer-reviewed scientific studies, but they do draw consistently on scientific information from grey literature including scientific and technical reports from federal and state agencies. These results raise important questions about government efforts to foster the use of science in collaborative partnerships, including the benefits and drawbacks of using grey literature rather than scientific articles directly, the interaction of science with other forms of knowledge, and local actors’ capacity to understand and access science.

Abstract This article examines data collected from a panel of 43 local, state, and Federal emergency response professionals and public officials in Pueblo, Colorado who participated in a 6-month risk communication experiment simulating the remediation of simultaneous bioterrorist attacks involving anthrax and Foot and Mouth Disease. Participant responses to the scenario presented in real-time indicated that local and state government agency personnel with responsibility for public health emergency management are not necessarily familiar with best practices developed from major incidents. Findings also indicate that information related to bioterrorism response should be provided to agencies that do not normally work in public health but that would be involved in responding to a biological agent event.

Epidemiological and health aspects of sheep husbandry were assessed on 213 sheep flocks in 142 municipalities from the state of Minas Gerais, southeastern Brazil. An updated questionnaire was filled out for each flock, requesting data on the farm, the flock and the farmer by the veterinarians of the State Government Agency for Animal Health (Instituto Mineiro de Agropecuária). Thirteen important variables were selected and scored to determine the technological level of the 117 farms; 0.9% of them was classified as high technological level, 45.3% as medium technological level and 53.0% as low technological level. Lamb production was the main objective of the farms and the main features were low-frequencies of individual identification of animals (16.9%), technical assistance (31.9%), use of quarantine for newly acquired animals (0.9%) the separation of animals by age group (3.7%) and requeste the sanitary certificate at purchasing of animals (11.7%). The main health problems reported were abortion (23.9%), keratoconjunctivitis (17.9%), contagious ecthyma (13.6%), pneumonia (10.3%), diarrhea (9.3%) and caseous lymphadenitis (6.1%). Information of the epidemiological situation and the mainly health measures used in the sheep farms are important to improve the productivity and quality of the lamb.

This paper presents an in-depth insider’s case study of a “runaway” information systems (IS) project in a U.S. State government agency. Because such projects are politically sensitive matters and often obscured from public view, details of how such projects operate are not well understood. This case study adds new details to the body of knowledge surrounding IS project escalation and de-escalation. The authors’ resulting project narrative details how this project went out of control for so long, raising important questions for future research in theory development for both IS project escalation and de-escalation. The paper argues that a punctuated equilibrium approach to analyzing “runaway” IS projects are a more fruitful area to explore than are “stage models.”

An island state government agency responsible for publishing monthly import/export data had problems meeting the monthly publication schedule. It took the group more than three months to process data from a single month. A new director for the unit was under pressure to publish the import/export data at least quarterly. An initial investigation reviewed problems of inefficiency, poor technical support, downsizing under budget reduction, and confusing data standards. The data processing staffs had minimal technical skill with some approaching retirement. There were increasing expectations for the unit to provide enriched and customized data, which could strain the capability and resources of the unit. A general deficiency in computer and information literacy gave little hope for internal information resource development. On the other hand, concerns for information privacy, shrinking budget, and control over data resources limited potential assistance from outside groups.
