Clinicians and staff of the Department of Veterans Affairs Health Care System (VA), who provide services to veterans, have invented many devices and methods for improving veterans' lives. However, translating those inventions to the market has been a challenge due to limited collaboration between the clinical inventors and the scientists, researchers, and engineers who can produce the prototypes necessary for licensing the technology. The VA Technology Transfer Program office and the Human Engineering Research Laboratories, a research laboratory with experience with developing prototypes and licensing technology, jointly developed a program called the Technology Transfer Assistance Project (TTAP) to bridge the gap between clinical inventors and prototypes ready for licensing. This paper describes TTAP and provides examples of the first inventions that were developed or enhanced through TTAP.

The COVID-19 pandemic stressed healthcare systems all over the world. Two primary challenges that healthcare systems faced were a shortage of personal protective equipment and the need for new technologies to handle infection prevention for staff and patients. The Department of Veteran’s Affairs (VA) Technology Transfer Program responded by prioritizing the development of innovations in the Technology Transfer Assistance Project which addressed the pandemic. This paper describes several innovations that addressed the needs of the VA healthcare system during the pandemic and how they were rapidly developed.

The Community Service Program aims to increase the knowledge of fish fishermen groups through counseling and training, then the Airlangga University Community Service Team transfers technology transfer to fishery product processing communities in Banyuates District, Sampang Regency. As target audiences that will be included in this Community Service program are the chairman, management and fish fishermen group, local village officials and local Animal Husbandry Service officers who are expected to later act as motivators. Itis hoped that later it can be relied upon as a source for the sustainability of the technology transfer program. The method used in the implementation of community service activities is by way of; (1) Development and training phase; (2) Monitoring and evaluation phase, To evaluate the level of knowledge and understanding of the material provided, it is given pretest and posttest. This Community Service program will be carried outfrom June to October 2017. To improve fish consumption, first the implementation team conducts socialization activities to elementary students to get to know more about various kinds of fish and their benefits. After thesocialization activities, counseling activities and training were made on various fish-based processed products, using the tutorial method, then continued with discussion.AbstrakProgram Pengabdian Kepada Masyarakat ini bertujuan untuk meningkatkan pengetahuan para kelompok nelayan ikan melalui penyuluhan dan pelatihan, maka Tim Pengabdian Kepada Masyarakat Universitas Airlangga melakukan transfer alih teknologi bagi masyarakat pengolahan produk perikanan di Kecamatan Banyuates, Kabupaten Sampang. Sebagai khalayak sasaran yang akan diikutsertakan dalam program Pengabdian Kepada Masyarakat ini adalah ketua, pengurus serta kelompok nelayan ikan, aparat desa setempat dan petugas Dinas Peternakan setempat yang diharapkan nantinya dapat bertindak sebagai motivator.Diharapkan nantinya dapat diandalkan sebagai sumber untuk kesinambungan program alih teknologi. Metode yang digunakan dalam pelaksanaan kegiatan pengabdian kepada masyarakat ini adalah dengan cara; (1) Tahap Pembinaan dan pelatihan; (2) Tahap monitoring dan evaluasi, Untuk mengevaluasi tingkat pengetahuan dan pemahaman terhadap materi yang diberikan maka diberikan pretest dan post test. Kegiatan program Pengabdian Kepada Masyarakat ini akan dilaksanakan mulai bulan Juni sampai dengan Oktober 2017. Untuk meningkatkan angka konsumsi ikan, terlebih dahulu Tim pelaksana kegiatan melakukan sosialisasi kepada siswa SD agar lebih mengenal tentang berbagai macam ikan beserta manfaatnya. Selepas kegiatan sosialisasi dilakukan kegiatan penyuluhan dan pelatihan pembuatan aneka produk olahan berbahan dasar ikan, dengan menggunakan metode tutorial, kemudian dilanjutkan dengan diskusi.

Considering the hypothesis that density and dry matter (DM) concentration may be used as indicators of silage nutritional quality, the aim of the present study was to determine density and maturation stage (i.e. DM concentration) of corn silages under farm conditions in Brazil, establishing relationships between density and physical and chemical characteristics. In a completely randomized design, 20 bunkers of corn silage, each from a different farm, were used for data collection. Using a coring machine, 5 samples of silage were extracted from an exposed face of each silo and samples were analyzed for density of compaction, plus concentrations of DM, crude protein (CP), neutral detergent fiber (NDF), acid detergent fiber (ADF), total digestible nutrients (TDN), total carbohydrate (TC), non-fiber carbohydrate (NFC) and starch (STA), as well as electrical conductivity. There was significant variation in many of the parameters measured with the greatest variation in density on a natural matter basis. Negative correlations were observed between percentages of DM, NDF and ADF in the silage and silage density on a natural matter basis (P<0.05). On the other hand, DM% was positively correlated with concentrations of STA, TDN and TC (P<0.05). Density on a DM basis showed positive correlation with STA but was negatively correlated with NDF and ADF (P<0.05) indicating that the more fibrous material is harder to compact. A technology transfer program seems warranted to inform Brazilian farmers of these findings and the importance of harvesting forage at a stage of growth when quality would be better to increase the probability of achieving adequate compaction of the ensiled material and hence better quality of material at feeding out.

Abstract In this article I seek to present certain problematics related to the ProSAVANA agricultural development program, highlighting a mismatch between a political sphere and a scientific sphere, which allowed me to reflect on some effects of the technical discourse that has guided the implementation of this international cooperation project. From research that sought to do an ethnography on the operationalization of this program, I intend to present the manner in which such technopolitical breakdowns in the proposed “technologies transfer” have produced a composition of different temporalities, which conferred a particular pace to the effectiveness of ProSAVANA. In order to describe this strange relation between different forms of knowledge that are expressed in the time of accomplishing a development project - unfolding at different speeds -, I follow the idea of Mbembe (2011) that in the postcolony, time is constantly emerging. In this sense, throughout this article I seek to describe how, by decomposing these different speeds, it is possible to understand the temporalities that emerge from the particular entanglement of technopolitical relations that confer the materiality of this development project.

ABSTRACT Indonesian Navy has a strategic project of building three units of submarines in collaboration with DSME South Korea. In the development cooperation submarine contract DSME also include the implementation of Technology Transfer (TT) between South Korea DSME with PT.PAL Indonesia. Therefore necessary strategies to get success TT process submarines. The task force Navy submarine construction that has always worked between DSME and PT.PAL has helped realize the moral burden for the technology transfer program. How Submarine Task Force strategy to ensure the success of PT.PAL accept TT of DSME? SWOT analysis tries to analyze the variables that influence the strategy and product that work discipline, facilities and infrastructure, the relationship between team performance and PT.PAL DSME is a variable that must be maintained and improved. Submarine task force as a motivator can act as a driving force in improving the performance and things - other matters relating to the development of technology over the course of the submarine.  Keywords: Submarine, TOT, SWOT
