Modern world is characterized by the high rate of life, work and learning. Higher education is becoming a necessary condition for competition in labor market, successful business, and financial sustainability. To comply with new requirements, modern education should be available, be based on the use of electronic learning models with application of innovation methods and technologies including open and distant education. ODL is a generic term which defines many other practices such as distance education, distance learning, open learning, e-learning, m-learning, virtual learning, online learning, educational technology and learning technology. The globe has been witnessing an age in which change is an important factor and ODL is not immune to these emerging changes. Therefore, ODL should embrace the fundamental changes to survive in a rapidly advancing world. In this regard, one of the best strategies to survive and compete is to understand the administration and leadership in ODL, and identify future planning accordingly.


Professional education of persons with disabilities is an important sphere of education enabling psychically and physiologically impaired persons to get economic independence contributing to their integration in society. The quality of professional education for persons with disabilities is realized only in conditions considering specifics of communicative and cognitive activity of the students with different disability categories. The absence of these conditions in universities makes it impossible for this category of students to complete the programs of higher education. As a rule, the contents of the study programs and the study schedule do not take this category of students into consideration.


In this chapter, real communication refers to the combined information process a set of hardware and software, working in the human relationship with a man capable on the basis of information, knowledge and experience, and in the presence of motivation to synthesize a new goal to make the new decision to take action and find rational ways to achieve this goal. As it was mentioned in Chapter 1, the way of sliding modes forms the basis for new methods and technology of communications providing for adaptability and at the same time invariability of communications.


For young people with disabilities the start of university study is equal to the first step towards social integration as their previous stages of education took place in institutions of segregation type. It happens in the situation of crisis of transition from educational space to another. Meanwhile, institutions of primary, secondary and higher education reflect the acting model the psychological and pedagogical integration of persons with disabilities in society. Inclusion of persons with disabilities is regarded as a stage of their getting social adaptation and integration.


Realization of the above factors of speech regulation considered in this chapter, in our view, corresponds to the principle known as sliding mode. The sliding mode technique realized in communication as speech regulation principle provides for the flexibility of discourse, namely virtual political discourse and its adaptability to the communication situation as well as to the standards. Generally speaking, virtual political communication is regulated by the standards of diplomatic discourse and censorship less than classic political communication which is connected with the anonymity of online communicators.


As it has been pointed out in Chapter 3, sliding mode in communication, particularly real communication, may be regarded as a technique of regulating tolerance problems. The problem of tolerance has not been fully covered despite the interest for it in various fields of science. With the accumulation of substantial empirical material, evident is the lack of generalizing research. Among scarcely covered are administration, political and professional tolerance.


Currently higher professional education is defined as a sphere of nationwide strategic interests of the state whose priorities contain systemic approaches and solutions, values of world and national culture, humanist morals, civic consciousness, worldviews and methodological solutions targeted at training new generations of specialists capable of creative activity and professional responsibility. In this chapter of goals of education, processes of humanization and democratization in society have led to the extension of educational institutions' rights and the tendency to regionalization of education. Therefore, the role of educational institutions in the educational space has changed.


The 20th century globalization and transition to post-information society resulted in fast production and instant spread of information. Virtual communications are becoming the dominant type of communications in the institutional sphere, quite often ousting the real ones. We regard virtual communications as technology-maintained interaction realized via global networks. We will try to illustrate the sliding mode principle in virtual communications as exemplified by virtual political discourse.


By intellectual control we mean the total of engineering tools and software joined by the information process and working in coordination with a person (a group of people), able to synthesize goals on the basis of the data and knowledge, take decisions for action and find rational means of achieving aims. As it was mentioned in this chapter, the sliding mode data serves the ground for a new methodology and technology of intellectual control and communications. This chapter covers the research into scientific and methodological framework for creating sustainable sliding modes in non-engineering systems of intellectual control, search for possibilities of self-organization of sliding modes methods and technologies enabled by accumulation of the data on their work in the process of their functioning with intellectual control. This allows of undertaking more exact control methods which is impossible at the initial stage because of the incomplete knowledge of environment impact and the state of the system itself and, most importantly, the object of control in a non-engineering system.
