Providing Quality Education for Persons With Disabilities Through the Implementation of Individual Educational Programs Managed by the Intelligent Agents in the Sliding Mode

Professional education of persons with disabilities is an important sphere of education enabling psychically and physiologically impaired persons to get economic independence contributing to their integration in society. The quality of professional education for persons with disabilities is realized only in conditions considering specifics of communicative and cognitive activity of the students with different disability categories. The absence of these conditions in universities makes it impossible for this category of students to complete the programs of higher education. As a rule, the contents of the study programs and the study schedule do not take this category of students into consideration.

The article presents an alternative model for updating curricula in the College of Tourism, in accordance with the requirements of the labor market. The main purpose of the model is to achieve a level of professional education necessary for and adequate to socio-economic needs of the society, the state educational requirements and European standards. The article characterizes a number of measures and procedures to improve the quality of training and qualifications for future tourism personnel in the service sector. For this purpose the author proposes permanent development and implementation of educational concepts in the following areas: updating curricula with practical application of cases of different academic disciplines; setting tasks that involve creativity when there is a decision-making process in unusual situations; development of students´ ability to work in a team; improving the quality of the theoretical training of students; a wider integration in the educational process of information and communication technologies; higher quality of teaching which include the use of interactive methods that provide the cognitive activity of students in the learning process; an active use of the material and technical basis in order to increase the effectiveness of training; use of the library fund, computers and Internet connections in order to improve the students´ activity during lessons. In line with the model updating educational programs is conducted annually and is associated with the need to achieve compatibility between the requirements of the labor market in the face of employers and the skill level of students graduating from educational institutions. Essential component of the model is obtaining professional qualifications for students through the use of practical experience, obtaining specific professional knowledge, practical skills and betterment of skills.

In order to ensure safe conditions for the education and upbringing of students, guided by the orders of the Ministry of Education and Science of Russia and Roszheldor from March 17, 2020, the implementation of all educational programs of higher, secondary professional education, additional educational programs (programs for advanced training, professional retraining, etc.) implemented in the university complex, including the completion of intermediate and state final certificates by students, as well as the completion of educational, industrial (including pre-diploma) practices for relevant educational programs are provided using remote technologies — in the Blackboard electronic information and educational environment, which is one of the elements of digitalization of the university complex. To optimize the educational process, the university developed a set of measures to improve and systematize work in an electronic information and educational environment, one of which was the transition from a traditional paper student’s record-book to an electronic one that functionally fully corresponds to a paper analogue. The purpose of introducing an electronic student’s record-book is to improve the quality of the provision of educational services through the integration and automation of individual information on the results of training in electronic form. The results of the development of educational programs by students in the electronic information and educational environment are automatically displayed in the electronic student’s record-book, which is especially relevant in pandemic conditions. The entire university complex is ready to continue the implementation of all educational programs of both of higher, secondary professional education, in full exclusively in remote mode using the electronic information and educational environment of Blackboard University.

Currently higher professional education is defined as a sphere of nationwide strategic interests of the state whose priorities contain systemic approaches and solutions, values of world and national culture, humanist morals, civic consciousness, worldviews and methodological solutions targeted at training new generations of specialists capable of creative activity and professional responsibility. In this chapter of goals of education, processes of humanization and democratization in society have led to the extension of educational institutions' rights and the tendency to regionalization of education. Therefore, the role of educational institutions in the educational space has changed.

The new system of educational programs’ accreditation and the establishment of the National Agency for Higher Education Quality Assurance (NAQA) as an independent regulator has led to the demand for professional experts who can evaluate the educational programs of universities at a qualitatively new level. The paper aims to analyze the formation of the expert environment in Ukraine by conducting numerous training in various formats, as well as to assess the relationship between training and the quality of accreditation visits. The correlation analysis was used to substantiate the conclusions. Based on a quantitative and qualitative analysis of the experience of training experts in the accreditation of study programs in Ukrainian higher education institutions, the results of a pro-active approach by the NAQA in 2019–2021 were presented. It is shown that the accreditation system has been working without red tape, the taint of corruption, using transparency mechanisms, and expert advice since the end of 2019. The accreditation format according to the ESG-2015 standards made it possible to form an expert environment in Ukraine in a short time and encourage changes in higher education. Despite many pieces of training and consultations, many experts and representatives of the Sectoral Expert Council (SEC), evaluating study programs, still provide criticism, prejudice, and not advice and assistance. To minimize such negative practices, NAQA regularly conducts online webinars, briefings for expert groups and heads of study programs, and rotates experts and members of the SEC.

Forensic experts’ primary and additional professional education does not include such a subject as logic. At the same time, knowledge of logic is crucial at all stages of the examination process. Filling this gap, the authors of this article reveal the content of the fundamental laws of logic and demonstrate their role in the cognitive activity of knowledgeable persons who implement their specialized (primarily construction and technical) knowledge in court proceedings. This paper deals successively with such laws of logic as the law of identity, the law of contradiction, the law of the excluded middle, the law of sufficient reason, the law of double negation, Clavius’s law, the law of contraposition, and laws of division (the dichotomy of logic) concerning various investigative and forensic situations. The projection of these laws of logic on the intellectual operations performed by experts will allow, from the authors’ point of view, to give the process of forensic examinations greater clarity and consistency, which, ultimately, should ensure an increase in its efficiency and quality of results. Logically verified approaches to work will also reduce time and financial costs.

The study considers the question of quality of providing education by accreditation of educational programs for specialty 015 Professional Education (for specializations). It was defined that nowadays Ukrainian higher educational institutions have broad autonomy in forming content, choosing main approaches, forms and methods of organization of educational process for students of higher educational institutions. The purpose of the article is to define the main problems and challenges the education providers face in the process of realization of educational programs (EPs) for specialty 015 Professional Education (for specializations) for Bachelor level of higher education. Methods. The authors implement the purpose with the help of theoretical research methods (analysis, comparison, systematization and generalization). The results. The authors generalized and organized the results of the accreditation, defined the main strong and weak points of the according EPs, determined the main directions and prospects of their development based on the analysis of the accreditation cases of 27 EPs that had been examined by the National Agency for Higher Education Quality Assurance for 2020-2021academic years. The research determined that the criteria for the assessment of education quality are considered separately, but they are tightly related. The analysis of the levels of evaluation by experts and members of professional expert council shows that the criterion 2 «The structure and content of an educational program» and the criterion 4 «Studying and teaching accordingly to educational program» are the most problematic. Consequently, these directions require more attention during the improvement of the educational process organization by these educational programs. It is established that that 70% of EPs received accreditation for 5 years, 30% received conditional accreditation for 1 year and no EPs received denial for accreditation. This reports about high level of education process organization for EPs, however, there are still many questions to be considered. Conclusions. The analysis and generalizing of the accreditation materials let us define the main problems and prospective directions of educational programs development. The authors consider that incorporating these aspects can foster the development of EPs and quality of higher education for specialty 015 Professional Education (by specializations) in Ukraine.

The quality of programs in library and information activity offered by various advanced professional training centers are discussed along with the issues and vectors of advanced training of the RNPLS&T staff. The RNPLS&T has to choose between expensive courses when new knowledge and skills are guaranteed, and online express courses (fast, easy, cheaply) where no new competences are guaranteed though employees get standard certificates. This trend facilitates establishing more and more online training centers that are just making money due to the demand for standardized certification. The double standards of education programs evaluation influence the quality of knowledge, though documented and certified. The authors argue that the above mentioned educational organizations have to be controlled, the more so, as the libraries are to accomplish their staff appraisal.
