Concerns about nutrient loads into our waters have focused attention on poultry litter applications. Like many states with a large poultry industry, Georgia recently designed a subsidy program to facilitate the transportation of poultry litter out of vulnerable watersheds. This paper uses a transportation model to examine the necessity of a poultry litter subsidy to achieve water protection goals in Georgia. We also demonstrate the relationship between diesel and synthetic fertilizer prices and the value of poultry litter. Results suggest that a well-functioning market would be able to remove excess litter from vulnerable watersheds in the absence of a subsidy.

In mobile business (m-business), a client sends its exact locations to service providers. This data may involve sensitive and private personal information. As a result, misuse of location information by the third party location servers creating privacy issues for clients. This paper provides an overview of the privacy protection techniques currently applied by location-based mobile business. The authors first identify different system architectures and different protection goals. Second, this article provides an overview of the basic principles and mechanisms that exist to protect these privacy goals. In a third step, the authors provide existing privacy protection measures.

This chapter examines the role of humanitarian intervention in world politics. It considers how we should resolve tensions when valued principles such as order, sovereignty, and self-determination come into conflict with human rights; and how international thought and practice has evolved with respect to humanitarian intervention. The chapter discusses the case for and against humanitarian intervention and looks at humanitarian activism during the 1990s. It also analyses the responsibility to protect principle and the use of force to achieve its protection goals in Libya in 2011. Two case studies are presented, one dealing with humanitarian intervention in Darfur and the other with the role of Middle Eastern governments in Operation Unified Protector in Libya in 2011. There is also an Opposing Opinions box that asks whether the West should intervene in Syria to protect people there from the Islamic State (ISIS).

On 24 December 2018, the Regulation (EU) 2018/1999 on the governance system of the Energy Union and Climate Action entered into force. The Governance Regulation provides the European Union with a new regulatory regime for renewable energies and energy efficiency. It has the function of an ‘Umbrella Regulation’ which aims at the overarching control of energy and climate policies for the period 2021 to 2030. Its target is to implement the climate protection goals of the Paris Agreement. At the same time, it represents a compromise and compensation for the European Union’s lack of competences in the area of energy supply, especially concerning the determination of the energy mix of the Member States. Despite choosing a Regulation (which applies automatically) as the legislative tool, its steering and sanctioning mechanisms are in this respect rather ‘soft’: The Regulation gives the Member States a wide scope of decision-making. Which goals and instruments are established by the Governance Regulation, which scope of decision making remains at the national level, how Germany exercises its decision making powers and how it should be exercised are key questions addressed in this article.

Abstract Background Gene drive mosquitoes have been proposed as a possible means to reduce the transmission of malaria in Africa. Because this technology has no prior use-history at this time, environmental risk assessments for gene drive mosquitoes will benefit from problem formulation—an organized and ordered process to identify protection goals and potential pathways to harm to the environment, or animal or human health. Recognizing this need, the New Partnership for Africa’s Development (NEPAD), with support from African and international partners, organized four regional consultative workshops in Africa to initiate this process. Methods The workshops were attended by a diverse set of participants and stakeholders, including scientists, ethicists, health professionals, government regulators in the fields of environment health and biosafety as well government policymakers, who met for 4 days to deliberate on protection goals and pathways relevant to the use of gene drive mosquitoes for malaria control. The goal of the workshops was not to produce a comprehensive and detailed environmental risk assessment of gene drive mosquitoes, but rather to introduce problem formulation as a tool to the stakeholder community, and to serve as a starting point for conducting systematic environmental risk assessments in the future, identifying protection goals related to gene drive mosquitoes that are particular to African stakeholders. Results Participants in the workshops frequently identified human health and biodiversity as being relevant broad protection goals. Results of the deliberations provide insight into the concerns of African participants at an early stage in the development of gene drive organism/products that should be instructive to developers using this technology. Conclusions In general, the African participants of the consultations had a precautionary perspective with regard to environmental risk assessment of gene drive technology. As gene drive technology develops, protection goals will become further refined and candidate products will be further defined. These workshops represent only the beginning of a continuing process that will ultimately inform environmental risk assessment for gene drive mosquitoes to control malaria in Africa.

The development of a power system based on high shares of renewable energy sources puts high demands on power grids and the remaining controllable power generation plants, load management and the storage of energy. To reach climate protection goals and a significant reduction of CO2, surplus energies from fluctuating renewables have to be used to defossilize not only the power production sector but the mobility, heat and industry sectors as well, which is called sector coupling. In this article, the role of wastewater treatment plants by means of sector coupling is pictured, discussed and evaluated. The results show significant synergies—for example, using electrical surplus energy to produce hydrogen and oxygen with an electrolyzer to use them for long-term storage and enhancing purification processes on the wastewater treatment plant (WWTP). Furthermore, biofuels and storable methane gas can be produced or integrate the WWTP into a local heating network. An interconnection in many fields of different research sectors are given and show that a practical utilization is possible and reasonable for WWTPs to contribute with sustainable energy concepts to defossilization.

Aircraft are responsible for about 2.5% of anthropogenic carbon dioxide (CO2) emissions globally. Total aircraft CO2 emissions are expected to triple by 2050 if present trends continue. Surprisingly little public information is available about the fuel efficiency, and therefore carbon intensity, of U.S. airlines. This research seeks to address this gap by assessing the fuel efficiency of major airlines serving the U.S. domestic market from 2010 to 2012 by using airline-reported fuel and operations data. A frontier model was used to develop an efficiency metric that accounts for the fuel that airlines burn to provide both mobility (passenger miles traveled) and access (frequency of service and number of airports served). Recognizing that many main-line carriers receive service from their regional partners, the fuel efficiency assessment incorporates the fuel and operations of regional carriers into the fuel and operations of their respective main-line carriers. Airlines that operate circuitous routes are also distinguished. Alaska, Spirit, and Southwest were among the most fuel-efficient airlines, in contrast to less-efficient carriers such as Allegiant and American, which consumed an estimated 26% more fuel than Alaska on equivalent operations in 2012. Airlines that were the most efficient overall did not necessarily transport a given passenger more efficiently between each city–city pair, because of differences in technology utilization and operations. From 2010 to 2012, the average rate of improvement was estimated to be 1.1% per year, short of existing climate protection goals, highlighting the importance of continued efforts in both technology and policy to reduce emissions from aviation.
