Laws and regulations backing and governing public administration in subsoil use and protection in Ukraine is gradually gaining priority and importance given incoming energy security and resource self-sufficiency risks alerts for the State as one of the warrants for political and economic independence and guarantees for the people of Ukraine to enjoy and plenipotentiary implement its propitiatory rights set forth in the Constitution of Ukraine with regard to natural resources and benefits that constitute the genuine wealth of the nation. The article is written with the application of inductive reasoning and performance of various research methods, such as case studies, phenomenological study with some focus on nature and source of laws and administrative functions, grounded theory study; also a deep comparative analysis of domestic and overseas legal patterns is carried out. The article is devoted to the research of problems with regard to public administration in the field of subsoil use and protection in Ukraine. The author emphasizes that determination of public administration in the field of subsoil use and protection is a form of public managerial activities of public administration authorities (state authorities, local self-government bodies, self-governing public organizations with the respective competence). It is suggested that these activities are aimed at implementation of the policies in the field of geological exploration of mineral resources, mineral extraction, construction of underground and terrestrial facilities not related to the extraction of minerals, subsoil and environmental protection and they are based on the principles of interaction between subject and object of public administration, discretion, mutual responsibility, self-governance and decentralization when public services are provided. Also, the article presents many judicial practice of the European Court of Human Rights and Citizen, the Supreme Court in the field of public administration in the field of subsoil use and protection. In concluding notes amendments to Subsoil Code of Ukraine, methodology for calculating the initial selling price for the sale of special permit, selection procedures for open special permit tender bid winners and responsibility for subsoil use abandonment costs are suggested by the author.

AbstractCar manufacturers in Indonesia need to determine reasonable warranty costs that do not burden companies or consumers. Several statistical approaches have been developed to analyze warranty costs. One of them is the Gertsbakh-Kordonsky method which reduces the two-dimensional warranty problem to one dimensional. In this research, we apply the Gertsbakh-Kordonsky method to estimate the warranty cost for car type A in XYZ company. The one-dimensional data will be tested using the Kolmogorov-Smirnov to determine its distribution and the parameter of distribution will be estimated using the maximum likelihood method. There are three approaches to estimate the parameter of the distribution. The difference between these three approaches is in the calculation of mileage for units that do not claim within the warranty period. In the application, we use claim data for the car type A. The data exploration indicates the failure of car type A is mostly due to the age of the vehicle. The Kolmogorov-Smirnov shows that the most appropriate distribution for the claim data is the three-parameter Weibull. Meanwhile, the estimated using the Gertsbakh-Kordonsky method shows that the warranty costs for car type A are around 3.54% from the selling price of this car unit without warranty i.e. around Rp. 4,248,000 per unit.Keywords: warranty costs; the Gertsbakh-Kordonsky method; maximum likelihood estimation; Kolmogorov-Smirnov test.                                   AbstrakPerusahaan produsen mobil di Indonesia perlu menentukan biaya garansi yang bersifat wajar tidak memberatkan perusahaan maupun konsumen. Beberapa pendekatan statistik telah dikembangkan untuk menganalisis biaya garansi. Salah satunya adalah metode Gertsbakh-Kordonsky yang mereduksi masalah garansi dua dimensi menjadi satu dimensi. Pada penelitian ini, metode Gertsbakh-Kordonsky akan digunakan untuk mengestimasi biaya garansi untuk mobil tipe A pada perusahaan XYZ. Data satu dimensi hasil reduksi diuji kecocokan distribusinya menggunakan uji kecocokan Kolmogorov-Smirnov dan taksiran parameter distribusinya menggunakan metode penaksir kemungkinan maksimum. Ada tiga pendekatan yang digunakan untuk menaksir parameter distribusi. Perbedaan dari ketiga pendekatan tersebut terletak pada perhitungan jarak tempuh untuk unit yang tidak melakukan klaim dalam periode garansi. Sebagai bahan aplikasi, kami menggunakan data klaim unit mobil tipe A. Hasil eksplorasi data menunjukkan bahwa kegagalan mobil tipe A lebih banyak disebabkan karena faktor usia kendaraan. Hasil uji kecocokan distribusi untuk data hasil reduksi menunjukkan bahwa distribusi yang cocok adalah distribusi Weibull 3-parameter. Sementara itu, hasil perhitungan taksiran biaya garansi menunjukan bahwa taksiran biaya garansi untuk unit mobil tipe A sekitar 3,54% dari harga jual unit mobil tipe A tanpa garansi, atau sekitar Rp. 4.248.000,- per unit.Kata Kunci: biaya garansi; metode Gertsbakh-Kordonsky; penaksiran kemungkinan maksimum; uji Kolmogorov-Smirnov.

Chicken feathers are the result of waste from slaughterhouses and billions ofkilograms of waste produced by various kinds of poultry processing. This hal is a veryserious problem for the environment because it causes the impact of pollution. Hasmany utilization of chicken feather waste such as making komocen, accessories,upholstery materials, making brackets to the manufacture of animal feed but from theresults of this activity cannot reduce the production of chicken feathers that hiscontinuously increase every year. This is due to the fact that the selling price of chickenmeat has been reached by consumers with middle to upper economic levels. This caneasily be a chicken menu in almost all restaurants and restaurants to the food stalls onthe side of the road. An alternative way of utilizing chicken feathers is to makecomposite materials in the form of panels. Recent studies have shown that the pvacmaterial can be utilized as a mixing and adhesive material with mashed or groundfeathered composites to form a panel that can later be used as an acoustic material.The test results show that the absorption of chicken feathers and pvac glue into panelscan absorb sound well with an absorption coefficient of 0.59, light. This result is veryeconomical so it is worth to be recommended as an acoustic material. Apart from theresults of research methods carried out is one of the environmentally friendly activitiesin particular the handling of waste problems

The partner in the community partnership program is Usaha Ilabulo Bakar. Ilabulo is a typical snack from Gorontalo. Formerly by the kings, Ilabulo symbolizes "Totombowata" which means united. PKM program by taking independent business partners as Ilabulo Bakar business actors. Partners who until now have many competitors that are difficult to develop. Every time Ilabulo was made per night, it could only be around 500 - 600 packs. The selling price per pack is around Rp. 5,000. Related to this PKM program the proposer wants to expand his business with ilabulo products globally by online marketing. This PKM program will help partners in the form of packaging improvements, product taste and quality, brands that do not yet exist, aspects of sales using only verbal communication, as well as simple management, the concept of inventory in warehouse does not yet exist and the financial management system is still lacking manual. and online sales training (e-commerce) of ilabulo Bakar products can be made as souvenirs typical of Gorontalo.

Penelitian ini dilakukan di Desa Samber Datar Kecamatan Singingi Kabupaten Kuantan Singingi, Penelitian ini bertujuan untuk mengetahui besarnya pendapatan, efesiensi usaha R/C dan untuk mengetahui BEP produksi dan BEP harga pada usaha Agroindustri Keripik Tempe Djokam di Desa Sumber Datar Kecamatan Singingi Kabupaten Kuantan Singingi. Hasil penelitian ini menunjukan bahwa pendapatan keripik tempe djokam Rp 425.327/produksi dengan total biaya yang dikeluarkan sebesar Rp 574.673, yang terdiri dari biaya tetap dan biaya tidak tetap, nilai R/C sebesar 1,74, artinya setiap biaya yang dikeluarkan 1 rupiah maka diperoleh penerimaan sebesar 1,74 rupiah atau keuntungan sebesar 0,74 rupiah dan Break Even Poin produksi dengan total biaya sebesar Rp 574,673, maka harus memproduksi sebanyak 11,49 Kg dengan harga jualnya Rp 50.000, agar mencapai titik impas. Break Even Poin harga  dengan biaya sebesar Rp 574.673 maka Agroindustri Keripik Tempe harus memproduksi sebanyak 20 Kg dengan harga jual sebesar Rp 28.733, supaya mencapai titik impasnya.Kata Kunci : Agroindustri; Keripik Tempe; Pendapatan; R/C Ratio; BEP ABSTRACTThis research was conducted in Samber Datar Village, Singingi Subdistrict, Kuantan Singingi District. Aims: This article analyzes an inventory system for deteriorating items. The demand is quadratic function of time and is dependent on time, price and advertisement. Shortages are allowed and partially backlogged. Background: Demand and pricing are the two most crucial factors in inventory policy for any business to be successful. In today’s era of competitive circumstances, any product is promoted through advertisement, which plays a vital role in changing the demand pattern among the community. The marketing and demonstration of an item by time-to-time with fashionable advertisements through well-known media such as TV, radio, newspaper, magazine, etc. However, this idea is not always true for some goods like wheat, vegetables, fruits, food grains, medicines and other perishable goods due to their deteriorating nature and this in turn decreases demand for such goods. Deterioration may define as decay, damage, spoilage, evaporation, obsolescence, pilferage. Hence, deterioration effect is a major part in inventory control theory. So in this article demand rate is considered to be a function of selling price, time and occurrence of advertisement instantaneously. Objective: A solution procedure is obtained to find optimal number of price changes and optimal selling price to maximize the total profit. Method: Classical Optimization. Result: From the sensitivity analysis table, it can be seen that the optimal profit is highly sensible to advertisement coefficient and purchase cost. With an increment in rate of deterioration, selling price decreases. Scale demand has reasonable effect on cycle time and selling price. When the value of increase, the cycle length and profit goes on decreasing. Growth in profit is observed if we increase parameter b, higher will be the profit. Price elasticity is sensible parameter with respect to selling price. If backlogging rate increases, the profit will decreases. The inventory parameters holding cost, back order cost and lost sale cost have marginal effect on total profit. Conclusion: In this article, an inventory model is proposed for deteriorating items with variable demand depends upon the advertisement, selling price of the item and time. Shortages are allowed and partially backlogged and backlogging rate depends on the waiting time for the next replenishment. From this article, we can conclude that the parameters are insensible with respect to optimal profit, cycle time and selling price and rest of the parameters have practical output on total profit.

In housing markets there is a trade-off between selling time and selling price, with pricing strategy being the balancing act between the two. Motivated by the Home Report scheme in Scotland, this paper investigates the role of information symmetry played in such a trade-off. Empirically, this study tests if sellers’ pricing strategy changes when more information becomes available and whether this, in turn, affects the trade-off between the selling price and selling time. Using housing transaction data of North-East Scotland between 1998Q2 and 2018Q2, the findings show that asking price has converged to the predicted price of the property since the introduction of the Home Report. While information transparency reduces the effect of ‘overpricing’ on selling time, there is little evidence to show that it reduces the impact of pricing strategy on the final selling price in the sealed-bid context.

AbstractBiological lignin valorization has emerged as a major solution for sustainable and cost-effective biorefineries. However, current biorefineries yield lignin with inadequate fractionation for bioconversion, yet substantial changes of these biorefinery designs to focus on lignin could jeopardize carbohydrate efficiency and increase capital costs. We resolve the dilemma by designing ‘plug-in processes of lignin’ with the integration of leading pretreatment technologies. Substantial improvement of lignin bioconversion and synergistic enhancement of carbohydrate processing are achieved by solubilizing lignin via lowering molecular weight and increasing hydrophilic groups, addressing the dilemma of lignin- or carbohydrate-first scenarios. The plug-in processes of lignin could enable minimum polyhydroxyalkanoate selling price at as low as $6.18/kg. The results highlight the potential to achieve commercial production of polyhydroxyalkanoates as a co-product of cellulosic ethanol. Here, we show that the plug-in processes of lignin could transform biorefinery design toward sustainability by promoting carbon efficiency and optimizing the total capital cost.
