<p>This paper introduces the importance of the role of universities in emerging economies such as Indonesia and Vietnam, underscoring the need for universities to contribute more extensively to the dynamic development of innovation systems. The theoretical approach is a functional analysis of innovation systems, identifying essential issues that call for recognition among policymakers and in society generally. Innovation systems in Indonesia and Vietnam share some weaknesses, particularly in comparison with innovation systems in more advanced countries. There is limited ability to mobilize the resources required for innovation, as the investment in research and development as percentage of GDP is relatively low and dominated by public funding with little contribution from private sources. Financial regulation for universities seriously hampers the development of university–industry linkages. It is essential that universities gain more autonomy in order to move beyond their current role in training of skilled human resources to providers of innovation.</p>

Research on Systems of Innovation has illustrated the role of local institutions and networks in regional development. This paper looks critically at Canada's 11 most active knowledge clusters and at the impact of university-industry co-operation on their development. It concludes that Canadian universities are more often a catalyst for development than a driver, government laboratories and industry being the primary factors leading to cluster growth and success.

In this paper we examine the role of the Korean government in creating university – industry linkages and in promoting the role of universities as knowledge providers in regional innovation systems. We investigate the different types of universities' roles in the capital region of Seoul and in the noncapital regions. We argue that government policy is the main determinant that drives Korean universities to play the role of knowledge provider for industrial innovation. This policy has also brought about regional differences in the way universities participate in innovation activities in the capital region and outside the capital region. In the Korean context, universities in noncapital regions act as a backbone for creating and managing regional innovation networks as well as a close and easily accessible knowledge provider to local industry. However, universities in the capital region play the role of a close knowledge provider only to local industry, while corporate research and development centres are the key players in developing and managing innovation networks in the capital region. To arrive at our conclusions we use social networks analysis and government document analysis to demonstrate the structure of innovation networks and to analyze two types of universities' roles in the regional innovation networks of four Korean industrial clusters.

The cooperation between the different institutions in an economic system, is one of the elements that contributes to the development of the economic system. The main purpose of this study is to analyze the main determinants of growth rate of the defense industry based patent production as a concretized indicator of the information economics, in order to determine in which ways the army-university-industry cooperation will contribute to economic development. In this study, generated basic and derivative hypotheses were tested using panel data method on NATO countries and were developed an econometric model to provide and improve the army-university-industry cooperation. The contribution of the army-university-industry cooperation to economic development have been revealed with a model proposal. According to the results of analysis, the basic dynamics that determined the growth rate of patent production resulting from army-university-industry cooperation are the share of technological progress of army on national income received by the army, the share of university R&D expenditures in total R&D expenditure and technological gap levels of the countries. It’s observed that any reduction in technological gap levels of the countries or any increase in military-oriented technological progress or the share of university R&D expenditures in total R&D expenditure increases the growth rate of patent production resulting from the army-university-industry cooperation.

The collaboration between universities and industry is trending these days thanks to the myriad of benefits that it brings to both parties involved. The impact of this cooperation allows both companies and universities to rely on each other in terms of creating mutual value over time. This paper will discuss the actual reality of this interdependent relationship based on the statistics collected from a research survey, as well as its standing in the role of supporting lifelong learning towards university lecturers. The popularity of university-industry collaboration has provided undeniable advantages to both the academics and companies. However, to aim for a more sustainable development, a clear mechanism and expansion to support society and lecturers’ lifelong learning is much needed. Incorporating lifelong learning of lecturers is a challenge and necessity for lecturers, in order to enhance their professionalism, update and deepen their knowledge through professional development. Within the scope of this article, based on an overview of the content of the cooperation between enterprises and universities related to lifelong learning of lecturers, the authors draw a number of lessons to promote university- industry relationships, while improving lifelong learning for lecturers.

Abstract Nowadays, countries across the world aspire to increase their innovation for the common good. In this scope, and among others, the Triple Helix thesis emphasizes the role of collaboration between stakeholders from academia, industry and government to bring about effective innovation. Despite efforts to encourage university-industry (U-I) collaboration, bridging U-I barriers remains among the relevant economic and policy challenges. Among other aspects, it has been argued that the tendency to transfer tools from developed to underdeveloped countries hinders the capacity to obtain the full potential of U-I collaboration. As no empirical study validating such hypothesis has been identified, our study tests i/ whether U-I collaboration has a different impact on growth depending on the level of economic development, ii/ whether the impacts of specific governmental measures on U-I collaboration differ at different levels of economic development. Our findings suggest that up till now the potential of U-I collaboration remains underutilized across all levels of development. Our results show that diversified policy measures are relevant at different development levels. Furthermore, their relevance may also evolve over time. However, such factors as quality of research institutions and private R&D investments are critical across development levels and time.
