The Evolution of Electronic Education in English Language in Russian Higher Education Institutions

The expansion of Russian education is now recognized as one of the newest challenges facing the modern system of Russian higher education in the framework of the implementation of the strategies “National Innovation System” and “Priority 2030”. In this regard, the experience of MGIMO, which established its first foreign branch in Tashkent, the Republic of Uzbekistan, in 2018, is interesting. The purpose of this research is to study the effectiveness of the introduction of CLIL elements in ESP training within the framework of spreading the influence of Russian education on the example of MGIMO-Tashkent. We consider the key requirements of the Federal State Educational Standard of Higher Education currently being implemented in domestic universities in the field of training 40.03.01 “Law”, furthermore, since we are dealing with an international education, we rely on the concept of European competencies, initially adopted in 2001 by the European Union (with subsequent amendments). We consider such concepts as: CLIL, ESP, EMI, cultural approach and conducted a brief analysis of their content. The accumulated experience of using CLIL and cultural approaches as the most progressive approaches to the implementation of education within the framework of the expansion of Russian higher education and the subsequent transition to EMI is analyzed. We present the English Language Department experience in the field of teaching ESP at MGIMO on the application of the CLIL approach as part of the expansion of Russian education (2nd semester of 2020/2021 of academic year).

The paper presents the issues of higher education institutions research activities efficiency and financing. Empirical data on the Russian higher education institutions research activities efficiency have been investigated. A new model for higher education institutions research activities public financing has been suggested. The model developed a methodology for calculating subsidies for basic, guaranteed funding of scientific activities of universities, designed to compensate for the cost of simple reproduction of their scientific potential. The integral index, which allows accounting the influence of statistically significant factors on the total amount of research and development work performed by the University, is formed and justified by methods of econometric modeling. The proposed approach allows us to calculate the amount of guaranteed funding for the scientific activities of each university in the planning period with a known amount of financial resources allocated for the basic financing of scientific activities of universities in the country.

Critical Pedagogy (CP) has been proposed as an alternative pedagogy capable of meeting the complex demands of teaching English within a particular sociopolitical context. Despite the fact that CP has been present in education since the 1960s, much of the research on CP has been conducted recently in Teaching of English to Speakers of Other Languages (TESOL) contexts. There is a growing but as yet small amount of research that addresses the usage of CP in TESOL contexts, to which this study hopes to make a useful contribution. Therefore, this study investigates the extent to which TESOL teachers from four higher education institutions in the Sultanate of Oman are aware of CP. In order to achieve this, a questionnaire is administered to 178 English Language Teachers. The main findings reveal a widespread lack of awareness of the concept of CP among TESOL teachers. Nonetheless, minorities of teachers are aware of CP and implement it in a limited fashion in their classes. On the other hand, there are teachers who, whilst being aware of CP, do not implement it. The implications of these findings are discussed.

В данной статье говорится о важности повышения уровня читательской грамотности как одной из стратегических целей в решении задач повышения качества российского высшего образования. Поставленная в исследовании проблема представляется одной из ключевых в современной педагогической ситуации, о чем свидетельствует ряд постановлений правительства Российской Федерации, которые приводятся в представленной статье. Авторами настоящего исследования отмечается необходимость опоры при языковой подготовке обучающихся в системе высшего образования на современные требования к профессиональной компетентности будущих специалистов. В статье показана значимость расширения системы знаний, умений и навыков, важных для эффективной профессиональной деятельности выпускников. Доказывается необходимость улучшения читательской грамотности студентов нефилологических факультетов образовательных организаций, функционирующих на уровне высшего образования. В практической части представленного исследования авторами анализируется уровень читательской грамотности обучающихся нефилологических факультетов воронежских вузов, причем именно в аспекте процесса повышения качества образования в высшей школе. The given article focuses on the importance of enhancing the reading literacy quality as one of the strategic targets in solving the problems of enhancing of Russian higher education quality. The problem researched in the article is thought to be among the central ones in the modern educational situation, which is proved by a set of governmental documents of Russian Federation mentioned in the article. The necessity of basing on modern requirements to the professional competence of future specialists in the student language training in the system of higher education is empathized by the authors. The importance of developing the system of knowledge, skills and accomplishments, urgent for graduates’ professional activities, is demonstrated in the given research. The necessity of improving reading competency of the students of non-philological departments of higher education institutions is proved. In the practical segment of the given research the level of reader competency of the students of non-philological departments of Voronezh higher education institutions in the aspect of the process of enhancing high school education quality is analyzed.

One of debatable problems − competitiveness of higher education institutions’ graduates is considered in this article. It is rather new problem has appeared at penetration of market relations into higher school life. However the idea of what is the basis for competitiveness of higher education institutions’ graduates still remains superficial and often unilateral. Offered article will help to understand what the competitiveness consists of and how it is estimated, what is the real level of competitiveness that have personnel management specialty graduates and what reserves of its increasing exist.
