PurposeThe purpose of this study is to develop an in-depth understanding of the overall process of facilitating co-creation of e-government services, focusing on the government's role in fostering citizen engagement.Design/methodology/approachThis study conducted a meta-synthesis of qualitative case studies encompassing analyses on a case-specific level followed by syntheses on a cross-study level.FindingsThrough meta-synthesis, the study developed an integrated framework, the process theory view of enabling co-creation of e-government services, illustrating how co-creation could be initiated and facilitated by the government.Research limitations/implicationsBy providing critical insights into co-creation steps, the process theory view offers a holistic theoretical understanding of enabling co-creation by identifying factors driving and motivating governments to initiate co-creation activities, interpreting the prerequisites for co-creation and the importance of impact assessment.Practical implicationsThis study offers important implications for public authorities, administrators and policymakers by helping them enhance their knowledge base on the co-creation process to facilitate a higher level of collaboration between citizens and government for effective and efficient public service delivery through e-government.Originality/valueWhile it is widely acknowledged that citizen engagement is crucial for improving and transforming the development and delivery of e-government services, it is equally recognized as a challenging and complex task. Through a meta-synthesis of qualitative case studies, this study is one of the first to develop a process theory view for offering a holistic understanding and crucial insights for addressing the concerns over the co-creation of e-government services.

AbstractThis paper deals with perceptions, encounters and experiences of children with refugees and refugee children in Germany. It is based on the Fourth World Vision Children Study, which is regularly conducted in Germany since 2007. The study is based on a representative survey among 6- to 11-year-old children, which was combined with qualitative case studies and focuses on children´s well-being, their fears, their concerns as well as their attitudes toward other societal groups and contemporary political issues. For the survey of the Fourth World Vision Children Study, in the questionnaire there were also items included which should allow collecting data on children´s encounters and experiences with refugees, and particularly refugees who are their peers. This paper presents the approach taken in the study and how it is embedded conceptually in childhood studies before reporting and discussing selected findings on the experiences of children in Germany with refugees in their neighbourhood and among their peers. The findings presented in this paper refer to contact as well as interactions and opportunities for establishing friendships between refugee and non-refugee children. This is followed by a discussion of the implications these findings have in terms of consequences for supporting refugee children when arriving at Germany. In the conclusion, we will finally point out the implications of our study for the broader field of childhood studies in social sciences.

While music as an artistic form is well studied, the individuals behind the art receive relatively less attention. In this article, we provide evidence of celebrity advocacy with a systematic examination of musicians’ political engagement on Twitter. This study estimates the extent to which musicians use Twitter for political purposes, with particular attention to whether such engagement varies across music genres. Through a computational-assisted analysis of 2,286,434 tweets, we group 881 musicians into three categories of political engagement on Twitter: not engaged (comprising the majority of artists), circumstantial engagement, and active political engagement. We examine the latter categories in detail with two qualitative case studies. The findings indicate that musicians from different genres have distinct patterns of political engagement. The Christian music genre shows the most engagement as a whole, especially in philanthropy. On the contrary, the most active accounts are rock and hip-hop artists, some of whom discuss political issues and call for mobilization. We conclude with suggestions for future research.

Threats and promises are prevalent in international relations (IR). However, deception is also a possibility in diplomacy. Why should one state believe that another state is not merely bluffing? How can a state credibly communicate its threats and promises to others? The IR scholarship suggests that one way by which a state may make its commitments credible is by generating audience costs—the political costs a leader suffers from publicly issuing a threat or promise and then failing to follow through. There is a broad and methodologically diverse literature on the existence, mechanisms, and effectiveness of audience costs. The concept of audience costs has also been applied to explain many phenomena in IR. This article examines the IR scholarship on audience costs across different methodological approaches, including qualitative case studies, large-N statistical tests, and survey experiments.

Existing understandings of youth participation often imply clear distinctions from non-participation and thus boundaries between “recognized” and “non-recognized” practices of engagement. This article aims at questioning these boundaries. It analyzes young people’s practices in the public sphere that are characterized by both recognition as participation and misrecognition or stigmatization as deviant and it is suggested to conceptualize such practices as “liminal participation.” The concept of liminality has been developed to describe transitory situations “in-between”—between defined and recognized status positions—and seems helpful for better understanding the blurring boundaries of youth participation. Drawing on qualitative case studies conducted within a European research project, the analysis focuses on how young people whose practices evolve at the margins of the respective societies position themselves with regard to the challenges of liminality and on the potential of this for democratic innovation and change.

In this chapter, the authors show two case studies of the use of social media in municipal governments: Lerma, a small municipality with a significant growth, and Metepec, an important municipality of the State of México. The purpose of this chapter is to provide empirical evidence of how social media improves government to citizen relationship and promotes e-participation in municipal governments. The results are based on semi-structured interviews applied to public servants and a survey to evaluate e-government services by citizens. So, the citizen perception is contrasted with public servants' interviews. Citizens consider that electronic procedures and services implemented by their municipalities do not generate value. The efforts of governments should focus on avoiding corruption, making governments transparent, opening data, and properly managing the privacy of information.

In this chapter, an attempt is made to operationally define cyber crimes against women, as we have found that the definitions of cyber crimes have changed in the past decade and we presume that even this will change in the future decades to come. In addition, the current definitions do not specifically fit in to the nitty-gritty issues of cyber crimes against women and a succinct operational definition is provided. A new set of typology is made with regard to the cyber crimes against women as not all type of crimes fit to the category of cyber crimes against women. The patterns of victimization of women in cyberspace are dealt by qualitative case studies along with the typology.

Scholars and politicians often complain about how weak administrative law enforcement is in China. To better understand the challenges in law enforcement, as well as variation in actual practices and influences on such practices, the current paper analyzes Chinese pollution law enforcement data from the last two decades as well as in depth qualitative case studies of everyday enforcement practices. It finds that recently enforcement has become much more frequent and stricter. It finds that recent changes in national legislation, centralization reforms, increased citizen complaints, as well as enforcement campaigns all played a role in this. While this has helped strengthen enforcement, and maybe has played a part in recent pollution reductions, it has not fundamentally overcome structural enforcement impediments. The increased authority, independence, and pressure on environmental authorities for stricter enforcement, does not seem to be matched with sufficient investment in resource capacity and support for regular procedural enforcement practices. In addition, the ad-hoc pressure on enforcement has undermined regular legal procedure and stimulated greater socio-economic inequality. These findings about pollution enforcement force us to question simplistic static generalizations of administrative law enforcement and instead develop both large-scale studies that map change over time as well as in-depth case studies that provide a thorough picture of actual practices on the ground. Moreover, the paper concludes that a true picture of administrative enforcement must move beyond looking at the enforcement itself, to looking at how it arrives at the regulated companies and shapes their compliance.

Purpose This study aims to clarify systematically the contribution of material flow cost accounting (MFCA) to green supply chain management (GSCM) by examining the coordination mechanisms. Design/methodology/approach Two qualitative case studies are conducted in a major Japanese manufacturing company, which introduced MFCA in two different supply chains. The concept of coordination mechanisms in supply chain management is used to consolidate the understanding on the usefulness of MFCA in GSCM. Findings The study’s findings reveal the significant role played by MFCA in coordinating material flows and eliminating sub-optimization in the supply chain from both economic and environmental perspectives. Furthermore, the focal company in the chain has an important role as the MFCA leader in implementing MFCA in the chain. In particular, the environmental department can eliminate suppliers’ concerns regarding opportunistic buyer behaviors and focus on material flows across the supply chain. Research limitations/implications The study highlights the possibility of reviewing existing transactions by coordinating material flows. This is a new direction for the adoption of MFCA in GSCM. In addition, although the study highlights the importance of the environmental department as an MFCA leader, future research is necessary to establish this aspect with greater precision. Practical implications The two case studies discussed in this paper demonstrate the usefulness of MFCA expansion into the supply chain, as well as information sharing and progression, in the development of GSCM. Social implications This study will contribute to enhance the green supply chain by implementing MFCA. Originality/value This study indicates that MFCA can potentially reveal the material losses caused by sub-optimization and provide information to avoid sub-optimization in decision-making. Moreover, it highlights the importance of the environmental department as an MFCA leader.
