The main purpose of the article is to present how the Greek- -Macedonian naming dispute influenced the problem of implementation the international identity of Macedonia. Despite the initial problems of the government in Skopje related to determining their international identity, Macedonians managed to define the principles regarding the identification of a new state on the international stage. As a small country with limited attributes to shape its international position, Macedonia has basically been determined to seek guarantees for its existence and security in stable and predictable European international structures such as NATO and the European Union. The main obstacle for Macedonians on the road to Euro-Atlantic structures was the veto of Greece, a member of these organizations, resulting from Athens’ refusal to accept the name the Republic of Macedonia. The Prespa Agreement of 2018 gave a new impetus to the realization of the international identity of North Macedonia.

It is common for a large motorbike convoy to cause accidents, both between large motorbike riders and other vehicle riders. This is due to the fact that the speed of the large-sized motorbikes itself can be said to be quite fast, coupled with the behavior of some of these riders who sometimes like to run red lights and put aside the traffic signs, which often results in accidents. Based on this factual background, the legal issues examined in this study are: What is the authority of the police in escorting large motorbike convoys and what is the responsibility of the police in implementing the convoy when accident victims occur on the road. The type of research used in this research is normative legal research. The results of this research are that the authority of the police apparatus in providing escort for large motorbike convoys is the provision of Article 14 letters a and 18 paragraph (1) of Law no. 2 of 2002 concerning the National Police of the Republic of Indonesia and Article 12 letter e of Law No. 22 of 2009. These provisions basically constitute the authority of the police apparatus to carry out the regulation, guarding, escort and patrol of community and government activities as needed, and to give the authority to act according to their own judgment in the public interest. The responsibility of the police is to carry out the convoy in the event of a victim of an accident on the highway in order to maintain order and ensure security, safety, orderliness and smoothness of road transportation.

International experience, as well as previous research in the Republic of Croatia, shows that successful identification and remediation of hazardous locations results in a significant reduction in the number of traffic accidents, especially those with the most severe consequences. One of the most important steps in the process of identifying and remediation hazardous locations is the direct inspection of the location on the ground by an expert team, which in the most relevant way identifies deficiencies on the road and related equipment. Total of 117 locations have been inspected in the Republic of Croatia in the past year, which represented potentially hazardous locations on state roads, of which 61 is in located in urban areas. Based on the reviews of potentially hazardous locations in urban areas, significant data were collected on the condition of the road and related equipment, the results of which were analysed in detail and presented in this paper. Based on these results, remediation measures have also been proposed, which enable increased road safety and reduced traffic accidents.

The crossings of railway and road can represent a great danger, especially in the case of poor design of these crossings, lack of management measures and inadequate provision of road crossing. Such situations are common on the road network of the Republic of Serbia. Namely, more than 50% of all road crossings on state roads in the Republic of Serbia are not adequately equipped and provided with traffic signalization and road equipment. It is evident that this problem requires timely measures and finding an adequate solution in order to efficiently implement road and rail traffic and reduce the risk of negative effects. This situation also results in the occurrence of traffic accidents at road-level crossings, the number of which has not decreased over the years. In this paper, the traffic-spatial analysis of road-rail crossings on state roads in the Republic of Serbia is performed, which includes a total of 245 road-rail crossings. The analysis was conducted in order to determine the existing situation and identify deficiencies in the network, on the basis of which adequate design and management measures will be proposed to improve the existing condition.


At the beginning of the year, we announced that the third issue of the Contemporary Military Challenges would be dedicated to the tenth anniversary of the accession of the Republic of Slovenia to NATO. However, we did not expect such a good response. We received articles from authors who are very familiar with the history of Slovenia's efforts to join the Alliance; most of them were also personally involved in the process. Since they are still present and active in their professional fields, their views of the past events have a special personal character, while their views of the future are enriched by the theoretical knowledge and personal experience. Unfortunately, we cannot publish all the articles we have received. The guiding principle in the selection was the focus on the defence and military contents, since we mainly wanted to pay attention to the contents to which this publication is dedicated and which are defined in its acts as its basic mission. In 2009, we marked the fifth anniversary of Slovenia’s membership in the Alliance and the sixtieth anniversary of the Alliance with a special thematic issue.The themes covered were very interesting for the countries of the South Eastern Europe which were treading the path that Slovenia had already travelled. We expect this issue to be of interest to people who like the defence and military themes, to younger generations and to all those who might still be on the road of approximating to or entering the Alliance. By reading the contents below, you can discover how successful we were in ensuring this interest. The article titled NATO after 2014 – Back to the Roots or Forward towards the Future? by Uros Lampret and Staša Novak presents the Alliance today, the current security trends that are emerging in the world, and the responses to them. The authors claim that back to the roots or forward towards the future does not mean two different directions, but something completely different. In theoretical and practical terms, Milan Jazbec gives an overview of the Slovenian experiences at the time which constitutes the central theme of this issue. He uses the term “learning from experience”, and the title of his article Slovenia and NATO: the Long and Winding Road is not merely symbolic. Andrej Osterman prepared an overview of the operation of the Slovenian Armed Forces and its experiences within the Alliance. In the article titled Republic of Slovenia in NATO – Slovenian Armed Forces Ten Years Later, he presented the key changes and progress of the Slovenian military. Damir Črnčec and Janez Urbanc focused on the intelligence and security area. In the article titled Streamlining the Intelligence and Security Structures in NATO and the European Union, the authors describe in detail the changes in the organization and the functioning of the intelligence and security community in the international environment, and also the role of Slovenia in it. In his article titled Slovenia's Contribution to Afghanistan Peace and Reintegration Programme (APRP) – Policy Advisor’s Perspective, Aljosa Selan presents the activities in Afghanistan after the gradual withdrawal of the Allied Forces, aimed at the best possible preparation of the country’s residents for an independent and quality everyday life. The Normative Role of the Alliance in Non-Conventional Security Threats – Cyber Defence of the Member States is the title of the article written by Adriana Dvoršak. The author raises topical issues which are changing so rapidly that the security structures are already aware of possible threats. There is much that still needs to be done in order to achieve effective protection. We would like to thank all the authors for their work and efforts, especially for their willingness to share with us their knowledge, experiences and views. We invite all those who might be thinking about preparing an article, but have not yet decided to do so, to send us their contributions.

The problems of the rural labor market are relevant for the Russian rural economy and have their own characteristics in the regions. The article analyzes the employment opportunities provided by the rural environment of the Penza region and the Republic of Tatarstan. The villagers in these regions are employed in the formal sphere (employment in large agricultural organizations, peasant farms, work in budgetary organizations, engaging in agricultural and non-agricultural business) and in the informal sphere (work in private farmsteads, one-time hired employment, earnings on the road). According to the All-Russian Agricultural Census 2016 and expert assessments in interviews, rural residents of the Penza region more often than in the Republic of Tatarstan develop non-agricultural businesses, hire workers to work in private farmsteads, participate more actively in labor migration, preferring to leave for large Russian cities and especially to Moscow. The villagers of Tatarstan more often than in the region are employed in large agricultural organizations; they hire workers in farms, prefer to develop agricultural business, go to work, mainly in the cities of the republic. In both regions, the processes of demographic aging of the countryside, migration activity of young people, issues of low wages, a shortage of qualified personnel and seasonal employment in rural areas are relevant.

A trend of increasing traffic accidents involving vehicles has been observed, which requires proposed measures to prevent the occurrence of wildlife on risky sections of roads. Before implementing the relevant measures, it is necessary to rank the risk sections on the roads from the occurrence of wildlife. Roads pass through the natural habitats of wildlife, so with each kilometer of newly built roads and with each newly registered vehicle, the probability of a vehicle colliding with wildlife increases. The problem of increasing the number of encounters with game is expressed both at the global level and in the territory of the Republic of Croatia. Traffic accidents related to vehicle crashes into wildlife are a major problem of road safety on the road network. The paper presents an analytical hierarchical process of AHP methods, multi-criteria evaluation on the example of ranking dangerous sections from the occurrence of large game on state roads of Lika-Senj County. The AHP method is one of the most well-known methods of multicriteria analysis, which consists of goal, criteria and alternatives. The ranking of dangerous sections from the occurrence of large game on the state roads of Lika-Senj County by the AHP method includes qualitative and quantitative criteria. The AHP method of multi-criteria evaluation of dangerous stocks from the appearance of large game was presented with the software tool Expert Choice. The obtained results rank the dangerous sections from the occurrence of large game and define the priorities of their rehabilitation from the competent authorities.

Daily problems affecting citizens, not only in Pec, but also in other cities in the Republic of Kosovo, are closely linked to urban mobility, which have played a very important role in recent years. The citizens are faced with various problems, a large number of vehicles, low road network communication capacity, lack of adequate signalization and many other problems. The long columns of vehicles they encounter daily, especially in peak hours on the road segments, consistently come to an unhappy one and lead to dissatisfaction of the car drivers. To address these problems, they must use a broad network traffic programming that is based on appropriate strategies, infrastructures and policy solutions to be considered as an effective tool for solving problems in urban traffic. Special attention should be paid to checking the intersection (with or without light signaling), because if these intersections are well designed, they can show improvement in traffic. In fact, crossroads of road networks are those in which there are conflicts between different traffic waves, leading to delays and accidents, reducing service levels and traffic safety in these areas. Traffic leaders and experts in Peja have been working on the development of road infrastructure in the municipality for years, but the number of inhabitants has risen and the number of vehicles that adversely affects the functionality of road communications has increased. Identification and description of the problem, the increase in the number of vehicles in the town of Peja affected the reduction of capacity and service levels, reduced vehicle speed, a large number of accidents and a decrease in the level of safety. After analyzing the current situation, the best solution for solving the problem of vehicle movement in the city of Pec will be proposed. In this regard, it is important to analyze the capacity and level of service on the roads to identify the key factors that affect it, and then intervene to improve them. The purpose of the research, the main purpose of the master's thesis is to study and compile the characteristics and level of service of the intersection at the level of illumination and the circular intersection. In this thesis will be treated: 1. Roofs in the level without a signal of illumination, 2. Levels of transitions with illuminated signaling and 3. Circular passages (circular crossroads).

Knowing the current atmospheric conditions of the roads is of great importance, both for road managers and for road users. RWIS stations record all relevant local atmospheric conditions in real time and transmit this information to control centers. This information has a dominant application in planning activities related to road maintenance in winter conditions. An analysis of the literature relating to the costs and benefits of RWIS stations indicates that their implementation in the transport infrastructure is not only economically profitable, but also offers a number of benefits such as more efficient road maintenance and facilitated organization of available funds, all for the purpose of winter road maintenance. Implementation of this system contributes to the safety of users on the public road network, as well as to the reduction of the number of traffic accidents in which the road and its condition are recognized as the cause. Twenty-eight meteorological stations were installed on the road network of the Republic of Serbia. On the basis of the historical data on the state of the roads from the mentioned stations in the previous period of winter maintenance and an individual implementation cost, the cost-effectiveness analysis of RWIS in the Republic of Serbia was performed.
