AbstractThis chapter focuses on family policy as an object of global social governance. From the 1990s to 2008, the family policy field was bifurcated. One part, focused on family norms in the North, followed the shift from the male breadwinner to the adult earner family with its work-family tensions. Here the main IOs were the ILO and the OECD. The second part focused on the South and policies targeting children in poor families. Although UNICEF clearly played an important role on the ground here, it was the World Bank that took the lead in elaborating and disseminating the core ideas. Since the 2008 crisis, the field has come together through the Sustainable Development Goals (SDGs) which simultaneously address both North and South. The dominant discourse is ‘inclusive growth’, challenged by the more critical discourse on the ‘care economy’.

AbstractThis chapter considers three UN entities with mandates that have particular relevance for family policy: the ILO, UNICEF, and UN Women. Each organization sees family policy through its own lens, shaped by its mandate and institutional culture. While this means path-dependency, there is also learning. While there is no ‘one UN’ approach to family policy, there is considerable cross-fertilization across agencies. The ILO has long engaged with family policy through its standard-setting work, most notably its conventions on maternity protection, which has tended to bypass men’s role in families. Driven by its child-centric mandate, UNICEF’s focus on children, has arguably left out the needs of working parents, especially mothers who are largely seen in their maternal roles. The youngest of the three, UN Women, has expanded the terrain of family policy by centering key feminist concerns, such as domestic violence, but its work on family policy has yet to find a strong programmatic footing. The growing global interest in the care economy, reinforced by the Sustainable Development Goals (SDGs), alongside transformations in gender roles, may account for the recent turn to family policy.

Rania Al Yassin was born on August 31, 1970. She obtained her Bachelor’s degree in Business Administration from the American University of Cairo in 1991. She applied this, first, to a banking career in Jordan and, later, to the information technology sector. After marrying Prince Abdullah bin Al Hussein on June 10, 1993, they went on to have four children: Prince Hussein, Princess Iman, Princess Salma, and Prince Hashem. In addition to being a wife and mother, Queen Rania works hard to lift the lives of Jordanians by supporting their endeavours and helping to create new opportunities for them. Locally, she is committed to breathe new life into the public education system; empower communities and women especially through microfinance initiatives; protect children and families; and drive innovation, technology and entrepreneurship, especially amongst young people. Internationally, Queen Rania is an advocate for tolerance, compassion and bridge building between people of all cultures and backgrounds. Her efforts to simultaneously challenge stereotypes of Arabs and Muslims, and promote greater understanding and acceptance between people of all faiths and cultures, have won her global recognition. Her Majesty’s passion is education. She believes that every Jordanian girl and boy, and all children, should have access not only to stimulating classrooms and modern curricula, but inspiring teachers and technology that can connect Jordan’s children to the world and the world to Jordan’s children. Her efforts in the education sector complement the work of the Ministry of Education through initiatives such as the Jordan Education Initiative, the Queen Rania Teachers Academy, Madrasati, Edraak and others. To realize these and so much more, Queen Rania has encouraged private sector partners to drive improvements and strengthen the foundations of Jordan’s education system. Queen Rania is also a global voice for access to quality education for children around the world. In 2009, Her Majesty championed the 1 Goal campaign for education; she is Honorary Chair of the UN Girl’s Education Initiatives and has advocated access to education in forums and gatherings around the world. Her work and her efforts to improve the learning opportunities for children have been recognized at the highest levels, nationally, regionally and internationally. Additionally, through her position on their boards, Her Majesty contributes to the work of the United Nations Fund and the World Economic Forum. She is the Eminent Advocate for UNICEF; and she was part of the UN appointed High Level Panel who advised on the shape and content of the Sustainable Development Goals which aim to improve the lives of millions of people before 2030. In recognition of her work, Her Majesty has humbly accepted many awards, locally, regionally and globally. These include the Walther Rathenau Award from the Walther RathenauInstitut in Germany for her efforts to greater peace and understanding; the James C. Morgan Global Humanitarian Award from Tech Awards, USA; the Arab Knight of Giving Award from Arab Giving Forum, UAE; the North South Prize by the North South Prize, Portugal; as well as the YouTube Visionary Award. Her Majesty authored several books primarily for children including the Sandwich Swap, which was inspired by her own childhood experiences.

Remote sensing (RS) technology, which can facilitate the sustainable management and development of fisheries, is easily accessible and exhibits high performance. It only requires the collection of sufficient information, establishment of databases and input of human and capital resources for analysis. However, many countries are unable to effectively ensure the sustainable development of marine fisheries due to technological limitations. The main challenge is the gap in the conditions for sustainable development between developed and developing countries. Therefore, this study applied the Web of Science database and geographic information systems to analyze the gaps in fisheries science in various countries over the past 10 years. Most studies have been conducted in the offshore marine areas of the northeastern United States of America. In addition, all research hotspots were located in the Northern Hemisphere, indicating a lack of relevant studies from the Southern Hemisphere. This study also found that research hotspots of satellite RS applications in fisheries were mainly conducted in (1) the northeastern sea area in the United States, (2) the high seas area of the North Atlantic Ocean, (3) the surrounding sea areas of France, Spain and Portugal, (4) the surrounding areas of the Indian Ocean and (5) the East China Sea, Yellow Sea and Bohai Bay sea areas to the north of Taiwan. A comparison of publications examining the three major oceans indicated that the Atlantic Ocean was the most extensively studied in terms of RS applications in fisheries, followed by the Indian Ocean, while the Pacific Ocean was less studied than the aforementioned two regions. In addition, all research hotspots were located in the Northern Hemisphere, indicating a lack of relevant studies from the Southern Hemisphere. The Atlantic Ocean and the Indian Ocean have been the subjects of many local in-depth studies; in the Pacific Ocean, the coastal areas have been abundantly investigated, while offshore local areas have only been sporadically addressed. Collaboration and partnership constitute an efficient approach for transferring skills and technology across countries. For the achievement of the sustainable development goals (SDGs) by 2030, research networks can be expanded to mitigate the research gaps and improve the sustainability of marine fisheries resources.

The present study aims: sought to research in the indicators of gender parity in higher education for Bachelor degree of public universities in Saudi Arabia. Its importance was that it seeks to provide a database of indicators of sustainable development in general and the equivalence index in particular, and the localization of sustainable development goals within the vision of the Kingdom 2030, in addition to know the differences between universities in terms of the equivalence index. The researcher used a descriptive analytical method. The research came out with several results, most notably: The gender parity index in most higher education in public universities in the baccalaureate stage according to statistics, was in favor of females in the years: 2016، 2017، 2018. The inequality index over the three years 2016، 2017، 2018 was favored by females in the north, and south of Saudi Arabia. It also made a number of recommendations, including: Increase the number of studies and researches concerned with higher education in public universities in the Kingdom of Saudi Arabia (undergraduate).

President Jimmy Carter twice attempted to enact major reforms of the US welfare system. Using archival material from the Carter Presidential Library, this article argues that one major reason for the failure of both initiatives was the persistence of regional divisions between representatives from the north and south in the Congress. This factor is as germane to the welfare failure as poor presidential-congressional relations and changes to the committee seniority system in the Congress. American welfare programmes were institutionalized in such a way that, from the 1930s, building a coalition across sectional interests (as represented by members of the Congress) was nearly impossible: gains to one region constituted losses to the other. The consequence of the way Carter pursued and failed to achieve welfare reform was to enhance the priorities, particularly ‘working for welfare’, exploited by Reagan in the final year of his administration when the Family Support Act was enacted.

The article reveals the experience of the implementation of the Sustainable Development Goals in Russian universities based on the case study of North-Eastern Federal University (NEFU). The article presents a comparative analysis of strategic programs to manage the development of universities in the North of Russia and the northern countries of Europe and America in the context of global changes and growing uncertainty of the environment. It shows NEFU’s groundwork for the implementation of the sustainable development model of the northern territories and justifies the key principles and the directions of change in the academic and innovative activities of the university related to the implementation of the UN Sustainable Development Goals.

This article assesses the sustainable development goals (SDGs) in terms of their contribution to improved global social governance. As a global policy-making process they are commended. As a set of global social policy aspirations the SDGs are the first global social policy. In terms of the contributions the SDG document makes to improving the architecture of global social governance it is found to fail. It fails in the field of global redistribution, global taxation, global regulation and in the field of the realisation of global social rights. The SDGs document embodies a reversal in policy-making away from a concern to construct improved global governance institutions back to an era of strengthening national sovereignty. The anti-structural adjustment sentiments of the 1980s cast their shadow over attempts to construct a socially responsible globalisation in the 2010s. The SDGs do make suggestions regarding the role of regionalism in meeting the goals and targets and indeed the article suggests reforms in regional social governance might be a more productive route to follow.
