The situation of small and medium-sized enterprises (SMEs) in the Russian Federation during the COVID-19 pandemic and the resulting restrictive measures introduced by the state are analyzed in the context of the long-term dynamics of the sector and changes in public policy towards SMEs over the last two decades. Based on the analysis of official statistics and business demographics in 2005–2020, it is revealed that unfavorable trend – first of all, a decline in business start ups and an increase in firms’ shutdowns – in the sector had developed already before the crisis of 2008 and further it continued to progress. The main factors for such negative dynamics have been analyzed by the authors both in Russia as a whole and in different groups of regions. The study shows that negative developments of the SME in the country should be understood in the context of negative socio-economic changes influenced by a series of established institutional traps which occurred during the systemic transition and the limited effectiveness of the measures applied to support SMEs. An analysis of the feasibility and efficiency of the urgent state support measures of small business under the CIVID-19 has been carried out. In conclusion, the authors draw practical recommendations on the principles of reloading the public policy toward SME which should be formed in future after the pandemic, as well as indicate possible junctions in their implementation.

The paper identifies the contributions of research, included in the monograph, to economic theory and effectiveness of public procurement in the Russian Federation.

The contradiction with the public order of the Russian Federation is an unconditional basis for cancellation of the decision of the arbitration court and refusal to issue a writ of execution. What is meant by the public policy? There is no definition in the legislation. According to the position of the Supreme Court of the Russian Federation under the public policy are understood the fundamental legal principles (principles) having the highest imperative and universality. Study and analysis of the practice of consideration and resolution of cases about the cancellation of arbitration court decisions and refusal to issue writs of execution by arbitration courts and courts of general jurisdiction shows that the content of the concept of public policy in view of the abstract nature of normativity, inherent in the concept of fundamental principles of Russian law, is interpreted by judicial practice very widely. Since establishing in what cases the decision of an arbitration court violates the fundamental principles of Russian law, and hence the public policy of the Russian Federation, refers to the discretion of the court considering the case, and the boundaries of application of this ground for reversal of decision are determined by the discretion of the court in the context of the specific circumstances of the case. The article also concludes that the position of the Constitutional Court of the Russian Federation, which lies in the fact that since the arbitration courts do not exercise judicial power and are not part of the judicial system of the Russian Federation, the state courts are not empowered to verify the legality of decisions of arbitration courts, which involves identifying the correctness of interpretation and application of law by the court of arbitration, must be understood systematically. According to the author, it is necessary to take into account that the function of state courts to control arbitration proceedings consists, among other things, in ensuring compliance of the results of arbitration proceedings with fundamental legal values, which include the legality of decisions rendered by arbitration courts in terms of interpretation and application of rules of law.

The article is devoted to the study of modern theoretical and legal problems of ensuring biological security in the Arctic zone of the Russian Federation. The published Draft of Federal law No. 850485-7“On biological security of the Russian Federation”provides an opportunity to take a closer look at the problem of legal provision of biological security in relation to the most vulnerable ecosystems, and, first of all, the Arctic. The article considers the most important features and potential risks of the Arctic zone of the Russian Federation of critical importance from the point of view of biological hazards, the features (specificity) of biological safety problems from the point of view of organizational-legal features and, in particular, from the perspective of environmental law. It is proved that, given the special situation of the Arctic zone of the Russian Federation, in addition to the base Federal law“About biological safety” required a specific law on biological and ecological safety of the Arctic zone of the Russian Federation, which should be generated on a slightly different model than the draft Federal law «On biological safety”, to wear the most specific, applied nature.

Summary This article elaborates on the issue of recognition and enforcement of foreign arbitral awards in the Russian Federation. It is common knowledge that foreign companies seeking R&E in Russia suffered damage because of the broad interpretation of Russian public policy in the past decades. However, it is uncertain how the present judicial development appears like and where it will lead in the future. The article specifically considers two basic ideas on the issue at hand: one is slightly critical (Karabelnikov) while the second is rather optimistic in regard with the recent development (Zykov). The main goal is to introduce the issue to the respective readers and to try to inflame a discussion.

Subject. The article addresses the public health in the Russian Federation and Israel. Objectives. The focus is on researching the state of public health in Russia and Israel, using the Global Burden of Disease (GBD) project methodology, identifying problem areas and searching for possible ways to improve the quality of health of the Russian population based on the experience of Israel. Methods. The study draws on the ideology of the GBD project, which is based on the Disability-Adjusted Life-Year (DALY) metric. Results. The paper reveals the main causes of DALY losses and important risk factors for cancer for Russia and Israel. The findings show that the total DALY losses for Russia exceed Israeli values. The same is true for cancer diseases. Conclusions. Activities in Israel aimed at improving the quality of public health, the effectiveness of which has been proven, can serve as practical recommendations for Russia. The method of analysis, using the ideology of the GBD project, can be used as a tool for quantitative and comparative assessment of the public health.

The paper considers the priorities of the state policy of the Russian Federation in the Arctic, from the point of view of the development of scientific research, identified by the main strategic documents of national policy and security in the Arctic zone of the Russian Federation. Measures for implementation of priorities in the development of scientific research in the Arctic can be divided into three main sections: 1. Scientific projects and expeditions in the Arctic; 2. International activities; 3. Coordination and implementation of integrated research in the Arctic. Note that currently the Ministry of education and science of the Russian Federation develops the Analytical Coordination Program “Comprehensive research of the Arctic and Antarctic”, in cooperation with the federal state bodies and Governance of the Subjects of the Arctic zone of the Russian Federation. The mechanism of the Program will ensure coordination between state bodies for integrated scientific researches in the Arctic in the interests of economic and scientific development of the region, and the creation of the scientific, technical and technological reserve in order to ensure of national security in the Arctic zone of the Russian Federation.
