Particularity of Recognition and Enforcement of Foreign Arbitral Awards in the Russian Federation: Public Policy

Summary This article elaborates on the issue of recognition and enforcement of foreign arbitral awards in the Russian Federation. It is common knowledge that foreign companies seeking R&E in Russia suffered damage because of the broad interpretation of Russian public policy in the past decades. However, it is uncertain how the present judicial development appears like and where it will lead in the future. The article specifically considers two basic ideas on the issue at hand: one is slightly critical (Karabelnikov) while the second is rather optimistic in regard with the recent development (Zykov). The main goal is to introduce the issue to the respective readers and to try to inflame a discussion.

The article reveals the historiographical approach of Transnistrian separatism in the works of pro-separatist authors, Russian and those publicized in the Eastern part of the Republic of Moldova. The author presents the works that appeared until 2005. As it is ascertained, researchers dwell upon the Transnistrian separatism problem from the position of the environment they were rooted in, projecting their research results on the present and the future, or out of the need to aliment and decode their identity, to feed their imagination. The pro-separatist historiography includes the same ideas regarding the MSSR history. This means nothing but “the translation” of the past into present or the mechanic and passionate protection of the present into the past, the positive or negative capitalization of historical events, or decline in the run of deformation and fabrication in pro-separatist historiography was produced due to an ideological approach of the Transnistrian problem. Albeit, generally speaking, all authors both from Transnistria and the Russian Federation recognize the impact of the Russian Federation in generating and perpetuating the Transnistrian separatism.

Artistic and Narrative Strategies in the Project of Lia Dostlieva and Andrij Dostliev “Restoring Memory” Resettlements in the Crimea and DonbassThe annexation of Crimea, carried out by the Russian Federation, as well as the war waged on the eastern Ukraine resulted in about 1.5 million people being forced to leave their households. The rushed escape from the homeland deprived many people of their material keepsakes. In a situation of radical detachment from the past, the condition of the present is obviously threatened and projecting of the future seems impossible to realize. It is indispensable to become aware of this fact and to voice the problem and analyze the trauma. The curators of the project Restoring of Memory, Lia Dostlieva and Andrij Dostliev, collected testi­monies of several artists from the area of military operations, who shared the experience of resettlement. Their first-person narrations, supported via various artistic media such as installations, photography, performance constitute a collective history which was exhibited in the galleries of European cities.Художественные и нарративные стратегии в проекте Лии и Андрея Достлевых «Восстановление памяти» о переселенцах из Крыма и Донбасса Спровоцированная РФ аннексия Крыма, а также война в восточных регионах Украины, повлекли за собой последствия, в связи с которыми за короткий период времени около 1,7 миллиона граждан были вынуждены покинуть свои дома. Теперь же, спустя два года после данных событий, стало очевидно, что проблемы, вызванные принудительным переселением, не ограничиваются только лишь бытовой сферой.Поспешное бегство из родного очага лишили многих людей, кроме прочего, материальной памяти. Ведь семейные реликвии, как правило, имеют небольшой шанс уместиться в двух-трёх чемоданах, с которыми человек вынужденно покидает привычное место жительства.Собственно, в ситуации радикального отсечения от прошлого под угрозой находится состояние настоящего, а планирование будущего кажется практически невозможным в реализации. Однако обязательным должно быть осознание, высказывание и анализ возникнувшей травмы.Проект под кураторством Лии и Андрея Достлевых поставил целью собрать свидетельства нескольких художников Украины из районов военных действий, судьба которых связана с опытом переселения. Их личные рассказы, воплощенные с помощью художественных практик составляют вместе коллективную историю, которая повествуется и экспонируется в галереях европейских городов.

This article is dedicated to the analysis of relevant problems of tax control in the e-commerce sector caused by digitalization and globalization of business. The author gives general characteristics to tax control as the key element of tax administration; examines the peculiarities of legal regulation of the value-added tax for services rendered by foreign companies in electronic form on the territory of the Russian Federation. Description is given to the amendments in the Russian legislation on taxes and fees related to the establishment of new rules of VAT taxation for electronic services provided by foreign suppliers, which have been enacted in the past five years. Attention is turned to such instrument of interaction of the Federal Tax Service of Russia with foreign companies as the “VAT office of a foreign Internet company”. Analysis is conducted on the major problems of tax control over the computation and discharge of VAT in rendering transboundary electronic services on the territory of the Russian Federation, which emerge also due to the gaps in legal regulation. The author outlines the vectors of improving tax control in this sphere. The conclusion is made on the need for amending the legislation of the Russian Federation on taxes and fees, further expansion of the use of digital technologies in tax administration, and creation of infrastructure necessary for automated interaction with various institutions and tax authorities of other countries, development of international cooperation, and formation of tax culture.

The article presents the results of the analysis of health, working conditions and prevalence of adverse production factors, the structure of the detected occupational pathology in the working population of the Russian Federation. The article presents Statistical data on the dynamics of the share of workplaces of industrial enterprises that do not meet hygienic standards, occupational morbidity in 2015-2018 for the main groups of adverse factors of the production environment and the labor process. The indicators of occupational morbidity over the past 6 years in the context of the main types of economic activity, individual subjects of the Russian Federation, classes of working conditions, levels of specialized occupational health care. The role of the research Institute of occupational pathology and occupational pathology centers in solving organizational, methodological and practical tasks for the detection, treatment, rehabilitation and prevention of occupational diseases is shown. The basic directions of activity in the field of preservation and strengthening of health of workers, and also safety at a workplace are defined.

The article deals with the problem of collecting, preserving and researching the disappeared names of localities in the subjects of the Russian Federation, which for centuries have become an integral part of the historical and cultural heritage of the peoples of our country. The author believes that only a comprehensive analysis of the past oikonyms in nominational, lexical-semantic, historical-cultural, historical-ethnographic, local history aspects will restore the linguistic and cultural systems of different time periods in different microareals of the Russian Federation. The author comes to the conclusion that in order to preserve the historical memory of the disappeared names of geographical objects, local researchers need the support of regional state authorities and local self-government.

The article discusses information sources in assessing the effectiveness of innovations, types of cash inflows, cash outflows in the context of the organization's operational, investment and financial activities. The problem of insufficient relevance of accounting data in the analysis of the effectiveness of investment in innovation is reflected. The need for systematization of the current regulatory legal acts of the Russian Federation to integrate information on the results of intellectual activity into a single mechanism for effective management of the development of innovative potential of the Russian Federation is noted. The experience of foreign companies in the investment and innovation sphere is summarized. The factors influencing the development of the scientific potential of Russian companies and the need to introduce economic incentives for innovation entities are presented. The functions of the RF authorities in the field of legal regulation of innovations for the successful development of mechanisms for interaction between business entities and the state, the protection of intellectual property and the growth of the effectiveness of the practical application of innovative developments are generalized.
