Today, the countries of the world are experiencing a pandemic crisis that has arisen in connection with the COVID-19 pandemic. The pandemic crisis is characterized by the fact that, unlike other crises, it is a three-way crisis. In particular, the pandemic crisis is also characterized by demand, supply and, at the same time, a liquidity crisis. It should be said that the pandemic crisis has shown the need to improve the quality of the human factor and the associated human capital in order to achieve sustainable development. Subject. This article explores the indicators, trends and factors of the process of decentralization of budget systems of different countries. Objectives. The article aims to define patterns in the development of inter-budgetary relations in the Organization for Economic Co-operation and Development (OECD) countries and Russia. Methods. For the study, I used the methods of analysis and synthesis, comparison, and correlation. Results. The article describes the reasons and causes affecting the decentralization of the budget systems of countries and formulates provisions for the development of budget relations decentralization in the world. Conclusions. The decentralization of sub-national budget revenues in the OECD countries declined between 2009 and 2018. Improving the decentralization of the Russian Federation's budget system in the foreseeable future is hardly possible for the reasons described in the article. The results of the study can be used in the development of budgetary policies of countries in the field of inter-budgetary relations.

The article considers the main current global trends in the field of foreign economic activity. The modern perspective of the development of the world economic space is justified. The legislative basis for the introduction and application of customs clearance procedures is given. The transition to sustainable development through the creation of a balanced system that combines environmental safety, social justice and economic efficiency is justified from the point of view of the study of the functioning and development of participants in foreign economic activity. However, the activation of states in the development of foreign economic activity is currently at different levels of interest, which explains the differences in the forms and features of regulation, time characteristics and degree of control. The main point in ensuring the effectiveness of foreign economic activity is to ensure the synergy effect in the development of strategic directions for further development between the world economic system – the state and the participants in foreign economic activity. The article highlights several main directions of ensuring sustainable development: the trajectory of the economic development of the enterprise, the achievement of social goals, compliance with the norms and rules of environmental behavior and foreign economic activity of the enterprise. The definition of sustainable development is given as the ability of a set of elements that represent a system to acquire and maintain positive dynamics of development based on improving the capabilities of business process participants in relation to the effective functioning of the ecosystem as a whole. An integral part of any foreign trade transaction is a well-regulated customs clearance procedure. Often, the time spent on performing customs operations may exceed the transit time and even the production time of the goods. At the same time, each algorithmic step of customs clearance contains a number of risky situations that can potentially destroy the entire international supply chain and lead to a violation of obligations under foreign trade transactions. Currently, in the customs of the Russian Federation, there is no single approach to the sequence of the customs clearance process, which allows us to talk in the article about the development of an algorithm of actions.

This article provides a brief overview of current global trends in the development of a sustainable economy, as well as investment trends. Among the identified trends, the following are noted: the predominance of economic interests of states over political differences, the formation of a multipolar world, the rapid growth rates of technologization and digitalization, their merging with all spheres of life, the rapid development of the IT sphere, the formation of new energy trends against the background of the structural transformation of energy balances, qualitative methodological changes in the field of education, demographic and environmental problems, as well as the COVID-19 pandemic. Currently, the needs in the field of international investment are significantly high. Problems related to the role of investments in the development of the world economy are considered. The issues of using investment resources to achieve the goals of sustainable development of the world economy are gaining priority. It is noted that for the implementation of an effective economic policy, countries need to attract foreign investment. The analysis carried out in the article confirms that the investment attractiveness of the country, the stability of the national financial system, and the legal protection of entrepreneurship play a decisive role in attracting foreign direct investment.

The introduction of the principles of sustainable development into the world system of higher education began 30 years ago. It is one of the global trends now. The accumulated international experience is quite extensive and could be used in the development of the national concept of sustainable development of Russian higher education. The article is devoted to the analysis of the sustainable development networks interactions in higher education in the world and in Russia. Special attention paid to various stability ratings of universities. The experience of sustainable program implementation has been revealed on the example of the University of Hokkaido, one of the seven national corporations in the system of higher education of Japan. The experience of energy and resource-saving measures in the North-Eastern Federal University (Yakutsk, Russia) including the energy performance contract, is presented. The necessity of actualization of the national project of sustainable development of higher education institutions of Russia and the development of a national rating of the sustainability adapted to the legal framework and budgeting is substantiated.

The author reveals that the protection of businessmen and citizens from the all-embracing power of bureaucrats is the crucial condition of democratization of the society. This paper addresses the fields of social and service design in development contexts, practice-based and constructive design research. A framework for social design for services will be explored through the survey of existing literature, specifically by drawing on eight doctoral theses that were produced by the World Design research group. The work of World Design researcher-designers was guided by a strong ethos of social and service design for development in marginalised communities. The paper also draws on a case study in Namibia and South Africa titled ‘My Dream World’. This case study presents a good example of how the social design for services framework functions in practice during experimentation and research in the field. The social design for services framework transfers the World Design group’s research results into practical action, providing a tool for the facilitation of design and research processes for sustainable development in marginal contexts.
