Purpose – China is currently constructing the public cultural service system on a national scale. Library strategic environment problems, such as the status of library in the public cultural service system, the relationship with relevant public cultural service institutions/organizations, and the factors influencing library development, etc., which increasingly raise people’s concern. The purpose of this paper is to solve above mentioned problems. Design/methodology/approach – This paper used online and offline questionnaires to solicit feedback from public cultural service institutions/organizations. Based on the data from questionnaires, this paper analyzed library strategic environment in the public cultural service system in mainland China by adopting correlation analysis, mean analysis and factor analysis, etc. Findings – Stakeholders (relevant public cultural service institutions) highly valued the status of library and no respondents believed that library did not belong to the public cultural service system. Compared with competing relationship between enterprises, library and relevant cultural services institutions were partners rather than competitors. Three main factors that influenced library strategic planning were identified: internal conditions factors, external environment factors and stakeholder related factors. Research limitations/implications – There are some limitations of this thesis. For instance, the sample size is not large enough and respondents are confined to cities, which may reduce the generalizability of the findings. Originality/value – Through this analysis, library can learn more of national cultural environment in China, and take necessary measures to cope with these changes.

In this contemporary era, the forms of public service in Indonesia have become increasingly practical and instant. Conditions like this to illustrate how the phenomenon of McDonaldization began to plague into public service systems, one of which is with the public service system e-Filing DJP Online. E-Filing DJP Online is an application of public services based on information and communication technology implemented by the state tax execution agency to provide easy access to services for the Taxpayers in Indonesia. The purpose of this study is to see how the principles of McDonaldization are applied in the public service system of tax agencies through the DGT Online e-Filing system. The theory approach used is McDonaldization Theory by George Ritzer, and the concept of Public Service. The method used is qualitative descriptive, with literature review approach. The results show that the DGT Online e-Filing system applies the principles of McDonaldization in the form of its services, namely: efficiency, quantified and qualified services, predictability, control, and ultimately the rationale for irrationality of service.Keywords: McDonaldization, Public Service, Tax, e-Filing

Customers arrive sequentially to a service system where the arrival times form a Poisson process of rate λ. The system offers a choice between a private channel and a public set of channels. The transmission rate at each of the public channels is faster than that of the private one; however, if all of the public channels are occupied, then a customer who commits itself to using one of them attempts to connect after exponential periods of time with mean μ−1. Once connection to a public channel has been made, service is completed after an exponential period of time, with mean ν−1. Each customer chooses one of the two service options, basing its decision on the number of busy channels and reapplying customers, with the aim of minimizing its own expected sojourn time. The best action for an individual customer depends on the actions taken by subsequent arriving customers. We establish the existence of a unique symmetric Nash equilibrium policy and show that its structure is characterized by a set of threshold-type strategies; we discuss the relevance of this concept in the context of a dynamic learning scenario.

ABSTRACT With the deepening of the national health program, the number of people participating in sports activities is increasing, and the problem of insufficient community sports resources is becoming more and more obvious. It is an effective way of solving the problem of injecting sports resources into the public service system of national fitness, but the process of integration of sports resources and public national fitness service is not smooth. Through expert consultation and a fuzzy comprehensive evaluation method, this study analyzed the current situation of university sports resources into the public service system of national fitness, and collected the evaluation of social fitness personnel on the opening of university resources by means of a questionnaire combined with experts' opinions, using a fuzzy comprehensive evaluation method to transform subjective and fuzzy evaluation into objective and specific evaluation points. The research shows that the current level of university sports resources into the public service system of national fitness is low, which shows that the sports resources sharing policy under the national fitness has not been well implemented. The study proposes that the level of sharing of sports resources can be strengthened by the awareness of sharing of sports resources by university leaders and improving the management system. This study is expected to represent a reference for the university sports resources into the public service system of national fitness in the new era.

The study aimed to review the current postpartum care service system and suggest measures of improvement for the public reinforcement of the private-postpartum care center (PCC). We conducted a review of literature, including an internet search, and we analyzed the in-depth interviews using questionnaires answered by workers from the 6 private-PCCs operated in Goyang city. Using these data, we derived possible measures which could improve the publicity of private-PCCs. It was found that the 11 nationwide public-PCCs had serious operating deficits, and its utilization by the vulnerable was insufficient. In areas where private-PCCs are concentrated, we can propose the following policies to strengthen publicity, rather than establishing another public-PCC. First, it is important to provide support for private-PCCs to apply cost reductions for vulnerable groups, similar to the maternal and newborn medical care of public-PCCs. Second, publicity would be strengthened by reorganizing the pregnancy and childbirth education program, while also offering additional services for mothers with stillbirths and abortions. For the integrated management of postpartum care services, this should be shifted towards reinforcing the publicity of private-PCCs, rather than operating a public-PCC in relatively concentrated private-PCC areas. Through these policies, it is expected that financial and administrative waste will be reduced, and an integrated management system for postpartum care services will be established.

The integration of Internet and education has changed students’ learning environment and affected their learning behavior, which poses a greater challenge to the traditional teaching mode. Through the SWOT analysis of the “student centered” multi-element blended teaching mode in the era of “Internet + education”, it is concluded that the adaptability of learners themselves and the mismatch between teachers’ educational ideas and this teaching model delay the development of education to a certain extent. Some suggestions are put forward, such as strengthening the supervision and guidance, implementing the teaching and learning model scientifically, improving teachers’ ideology and comprehensive quality, and making full use of the characteristics of Internet opening, sharing and collaboration to construct the public service system and platform of national educational resources.

For many decades, the Egyptian people have suffered from deplorable public healthcare service featured by indolence, malfunction and traditionalism. Although, healthcare is a distinctive service industry concerning various complicated responsibilities; but the consecutive government of Egypt had badly handled such issue. Then, the apathetic performance of the public healthcare service becomes a dilemma for the people of Egypt; especially the poor among them. Therefore, the foundation of an adequate public healthcare service system, that respect the dignity of the people and respond to their arising health care needs; was frequently on the agenda priorities of the Egyptian governments after the 2011 and 2013 uprisings. Hence recently, the government -after reaching political and economic stability- seeks to build an ambitious newly public health care system to meet the expectation of the people to acquire high standard inexpensive and hasty public healthcare services. Consequently, in order to realize such aim; the Egyptian government had established the public agency for accreditation and quality control according to law no.2 of comprehensive healthcare insurance system issued at 2018. Then, it urges a national campaign to reform the public healthcare sector and to develop the efficacy and quality of its services. Hence, this paper aims to propose how the public healthcare organizations in Egypt can tackle various challenges and enhance adequately its capabilities; in order to be able to adopt the proposed Lean Six Sigma (LSS) methodology effectively; which can then provide an adequate framework for creating organized improvement exertions in healthcare; necessary to bestow guidelines on how to manage a quality service system to patient satisfaction by decreasing waste, variation and work disparity in the service processes.
