Conducted a production study agricultural activities of JSC "Pochapovo" Pinsk district was allowed to determine the main directions in the organization and management of agriculture: in the direction of improving the system of fertilizer application and, in the introduction of the investment project to irrigate arable enterprise forage crops.

The article assesses the food security of municipalities in the Volgograd region based on indicators of self-sufficiency in agricultural products. It was proposed to adapt the methodology for calculating self-sufficiency indicators, replacing indicators of consumption of basic products in municipalities that are not publicly available with indicators of necessary production volumes in accordance with rational norms. This makes it possible to better assess the extent to which municipalities are able to provide the population with basic food supplies, as well as to identify bottlenecks in order to develop proposals to address them. The highest self-sufficiency ratios for the main types of products was noted in the municipalities of the North-Western agricultural region with most favourable conditions for agricultural activities and, conversely, the lowest figures are typical for agricultural Zavolzhsky area – with the less favourable agricultural conditions.

The article considers the reclamation park, which is an instrument of state stimulation of the development of economic entities of the agro-industrial complex on irrigated lands. On the example of the Rostov region, the authors analyzed the organizational, economic and regulatory mechanisms for the functioning of reclamation parks, as well as the socio-economic effects that arise in connection with the implementation of the specified tools. The results obtained can be used by state authorities of the Russian Federation, a constituent entity of the Russian Federation when drawing up plans for socio-economic development, developing strategies and programs, as well as by economic entities in managing agricultural activities.

Resumo A formação da mão-de-obra no Brasil no decorrer da Primeira República (1890-1930) se fez de forma acelerada e em dois campos simultaneamente no rural e no urbano. No rural, pelo aquecimento da demanda internacional pelo café brasileiro, e, no urbano, pelo início da industrialização, principalmente, nas cidades do Rio de Janeiro e de São Paulo. Tanto nas atividades agrícolas, como nas industriais, a presença e a participação do imigrante estrangeiro foram hegemônicas e decisivas. É preciso considerar que a abolição da escravatura havia ocorrido em 1888, criando um esvaziamento do mercado de trabalho no Brasil. Palavras chave: imigração estrangeira; cafeicultura, industrialização; sindicalismo; relações de trabalho.Resumo Labor formation in Brazil took an accelerated rhythmus during the First Republic (1890-1930) in two fields simultaneously: rural and urban. In the rural sector it was due to an increase in international demand for Brazilian coffee. In the urban areas, meanwhile, the beginning of industrialization, specially in Rio de Janeiro and São Paulo, was the main cause. Not only in the agricultural activities. but also in the industries, the presence and participation of foreign immigrants were decisive. The abolition os slavery in 1888 must be considered as part of this context, as it changed the labour market. The process to define the 2023–2027 Common Agriculture Policy (CAP) is underway. The implementation model governing the process requires each EU Member State to design a National Strategic Plan to deliver operational actions exploiting the synergies under the two pillars of the policy. Each Plan must be built from an evidence-based needs assessment that undergoes rigorous prioritisation and planning to create comprehensive, integrated, and achievable interventions. In Italy, the success of this planning process requires all interested stakeholders to generate options for the regional authorities who plan, manage, and legislate agricultural activities. This research proposes a decision-making technique, based on the cumulative voting approach, that can be used effectively when multiple persons from different backgrounds and perspectives are engaged in problem-solving and needs prioritisation. The results indicate that the model can be applied both theoretically and practically to prioritise Strategic Plan needs that involve national and regional authorities. Validation of the model allows it to be used in the next consultative processes and for expansion to socioeconomic stakeholders.
