The article is devoted to the problems of finding ways to improve the mechanisms of implementation of state policy in the socio-humanitarian sphere. The purpose of this article is to identify areas for improvement of mechanisms for implementing public policy in the socio-humanitarian sphere, taking into account the needs of their unification within a single approach to the organization of social processes in the analyzed area. Achieving this goal has provided solutions to more practical problems: the development of goals, objectives, areas of state policy in the socio-humanitarian sphere, as well as organizational and legal support for its implementation. All this together will allow to introduce quite detailed algorithms and tools for managing the socio-humanitarian development of Ukraine and to quickly and effectively overcome the negative risks that arise in it. The content, essence and state-legal nature of mechanisms of public administration, as a set of ways and tools of practical realization of state policy are revealed. The analysis of modern approaches to understanding the essence of mechanisms of public administration is carried out. The author's definition of the mechanism of public administration in the socio-humanitarian sphere is offered. The content and essence of state policy in the socio-humanitarian sphere are revealed. The conclusion concerning the basic determinants and features of its development is made. Approaches to the formation of mechanisms for the implementation of state policy in the socio-humanitarian sphere are generalized. The need to further unify approaches to the implementation of such public policy in different sectors of the socio-humanitarian sphere has been proved. The main directions of improvement of mechanisms of its realization are allocated. The mechanism of state policy implementation in the socio-humanitarian sphere is defined as a set of nonlinear sets of tools and methods of state influence, which is implemented through appropriate management decisions (a set of measures as components of state policy) to develop the rights and interests of citizens and practical implementation. guarantees of the state in the fields of education, health care, social security, as well as others covered by the humanitarian mission of the state and able to influence the formation of productive forces, human, intellectual and social capital in society.

Purpose. The aim of the article is research of the peculiarities of the development of resistant social capital of the State Customs Service and development of proposals for the development of a model of its development. Methodology of research. The following methods are used to achieve this goal: induction and deduction, theoretical generalization, abstraction, dialectical cognition – in the study of scientific sources and research of theoretical aspects of the development of resistant social capital, the definition of the categorical apparatus of the research; abstract and logical – to generalize theoretical positions, to form conclusions and proposals on the research topic. Findings. The essence and features of the development of resistant social capital are determined. The expediency of developing a model of development of resistant social capital of the State Customs Service, which is based on the principles of attributiveness and synergy, is substantiated. It allows to take into account the influence of environmental factors of the department and time variables on the development of social capital. The structural content of the development model is given, which includes: attributes of the object of development, attributes of the internal and external environment. The object, goals, functions and principles of building a model of development of resistant social capital of the State Customs Service are determined. A detailed description of each stage of application of the model of development of resistant social capital of the State Customs Service is given, which includes: monitoring, design, planning, implementation and control. The advantages of practical implementation of the proposed model are outlined. Originality. The study of theoretical aspects of the development of resistant social capital of the State Customs Service has been further developed. For the first time, proposals for the formation of a model for the development of resistant social capital at the sectoral level have been developed, its structure, features of practical implementation and advantages of application have been determined. Practical value. The main provisions of this study can be used in the process of developing proposals for the development of conceptual areas of development of resistant social capital in the State Customs Service. The article is devoted to the practical implementation of auditing tasks in relation to non-financial information in Russia. The increased need to develop this area of auditing services is related to both the increased interest of users in the nonfinancial information in itself, and the need to improve its reliability. The methodological base of the research includes a set of scientific techniques and research methods such as theoretical analysis of the literature on the research problem, analysis of regulatory sources, a method of comparison, as well as the use of practical experience in providing auditing services in relation to non-financial information. The study of current trends in the publication and certification of nonfinancial statements in Russia and abroad, considers the main approaches to the definition of “non-financial audit” and the most widespread methodological approaches to its implementation, as well as reviews the practice of performing tasks to confirm non-financial information and identifies the main problems of their implementation. The theoretical and practical significance of the research is to justify the need to develop tools for providing auditing services in relation to non-financial information, as well as the proposed solutions to the identified problems of practical implementation of tasks.

The necessity and advantages of using the methodology in conducting financial research in modern conditions, in particular regarding the functioning of the fiscal mechanism for regulating investment processes, are determined. It is established that the methodology is considered by scientists in two approaches: 1) as a doctrine of research methods, which is inextricably linked with philosophical science; 2) as a set of research methods used in any science. The etymology of the concept of “methodology” is considered and approaches to the interpretation of its content are critically comprehended. It is substantiated that the structure of the research methodology, in particular the fiscal mechanism of regulation of investment processes, covers three aspects: functional, logical and process. The functional aspect of the research methodology is determined, which covers its consideration as a set of principles and methods aimed at achieving a specific practical or theoretical goal of research work. The logical aspect of research methodology is highlighted, which contains its understanding as a set of forms of organization of research work. The process aspect of research methodology is determined, which implies its interpretation as a series of successive stages aimed at achieving a certain practical or theoretical result of research work. Based on the study of reference and scientific literature, the author's definition of research methodology of the fiscal mechanism for regulating investment processes is proposed as a specific doctrine, which covers a set of principles, methods, forms and sequential stages of research (cognitive) activity, used to identify scientific facts, their theoretical justification and practical implementation. The functions of research methodology of the fiscal mechanism for regulating investment processes is established. The factors of successful application of the methodology as “art” in the study of the fiscal mechanism for regulating investment processes are considered.

This paper deals with internationalisation of LIS education and its practical implementation. The author and the initiator of the ‘Bologna Process’ here explains the process herself. While an initial trend of the internationalisation of the Bologna Process is towards the harmonisation of the LIS curricula and the transparency of the minimum requisites, or what is called the core programme, an apparently opposing trend is towards the stimulation of excellence and innovation in the LIS curricula in Europe. The necessary “mutual trust” between Library Schools in Europe can stem from quality assurance systems, which are appropriately compatible and credible, and involves: conceptual definition of LIS: getting the concept of LIS related to quality is to be agreed correctly, including the core and innovation in curriculum, learning and teaching: using the best educational practices for facilitating learning, learning outcomes: ensuring that the student has a role in quality assurance.

In 2018, it is expected that there will be a major revision of the International System of Units (SI) which will result in all of the seven base units being defined by fixing the values of certain atomic or fundamental constants. As part of this revision, the kelvin, unit of thermodynamic temperature, will be redefined by assigning a value to the Boltzmann constant k . This explicit-constant definition will define the kelvin in terms of the SI derived unit of energy, the joule. It is sufficiently wide to encompass any form of thermometry. The planned redefinition has motivated the creation of an extended mise en pratique (‘practical realization’) of the definition of the kelvin ( MeP -K), which describes how the new definition can be put into practice. The MeP -K incorporates both of the defined International Temperature Scales (ITS-90 and PLTS-2000) in current use and approved primary-thermometry methods for determining thermodynamic temperature values. The MeP -K is a guide that provides or makes reference to the information needed to perform measurements of temperature in accord with the SI at the highest level. In this article, the background and the content of the extended second version of the MeP -K are presented.

This article provides an assessment of the implementation of the 1954 Convention relating to the Status of Stateless Persons as of 2003 within the fifteen European Union Member States. The study provides a brief overview of the history, object, and purpose of the 1954 Convention, analyzing the definition of statelessness and methods for practical implementation. Approaches taken by EU Member States to the identification and recognition of stateless persons on their respective territories are assessed, and recommendations aimed at furthering harmonization of approaches as between States are outlined.
