AbstractThe article explores the comprehensibility of court forms by providing a quantitative overview and a qualitative analysis of such syntactic characteristics as length and structure of sentences and noun phrases. The analysis is viewed in the broader context of genre characteristics of court forms, their role within legal proceedings, and their function for eliciting narratives from court users. The findings show that while the elicitation strategies are not always coherently aligned with the guidance sections, the guidance itself condenses legal and procedural information into overly complex and verbose syntactic constructions. Comprehensibility barriers are thus created through breaks in information flow, ambiguous syntactic constructions, missing information and misalignment between questions and guidance. Such comprehension challenges have a negative impact on the potential of court users to effectively engage with legal proceedings.

The article focuses on the relationship between postmodifiers in the form of noun phrases, relative and content clauses, and the use of articles or pro-adjectives in the nominal heads. The results of a qualitative analysis of Slovene and Italian texts and their translations into Italian and Slovene are presented, the main purpose of which was to identify markers of definiteness in Slovene and to predict the use of articles in Italian, thus showing the possibilities for Slovenes to express themselves appropriately in Italian. Assuming that definiteness is a universal category and therefore recognisable also in languages without articles (Slovene), and considering the author and the translator ideal speakers of Slovene and/or Italian, the Slovene texts served as the starting point of each analysis, while the Italian texts played the role of control. An article use is defined as cataphoric if the content of the postmodifier contributes to the definite interpretation of its head. Subordinate noun phrases can be divided into conceptual and argumentative. In Italian, the former, expressing a non-entity, are marked by a zero article and form a semantic unit with their heads, whereas the latter, expressing an entity, are marked by an article (included the zero one) and do not form a semantic unit with their heads. Related to definiteness is the restrictiveness of the clause, which consists in the article or pro-adjective determining the head including its postmodifier. Such heads can be both definite or indefinite. The analyses have shown instances of relative clauses that are placed between restrictive and non-restrictive ones. Conveying descriptive information, they occur after the heads preceded by an indefinite article. The definiteness of nominal heads preceded by a pro-adjective or without a determiner in Slovene texts is also discussed.

As the epidemic of noncommunicable diseases (NCDs) continues to have its negative impact on lives, livelihoods, and economies across the globe, the Pan American Health Organization (PAHO), Regional Office for the Americas of the World Health Organization (WHO), has taken action to strengthen its technical cooperation with Member States in addressing these diseases, their risk factors, and related issues, through the development and implementation of the Regional Plan of Action for the Prevention and Control of NCDs. The establishment of national NCD plans is one of the four main global NCD commitments, however only a selected number of Caribbean countries have been able to establish such plans. In an effort to provide information and share knowledge of successful experiences and practices in establishing national NCD plans, this in-depth qualitative analysis was conducted in the selected countries. This report highlights the good practices and successes that can be replicated in other countries that have not yet established their NCD plans. It also identifies areas that can be strengthened for greater effectiveness in NCD prevention and control. PAHO/WHO anticipates the use of this report not only as a tool for countries, but also as a guide for enhanced technical cooperation and collaboration between PAHO and its Member States. As such, governments, civil society, the private sector, as well as other development organizations can use these plans to carry out comprehensive, effective, multisectoral interventions for NCD prevention and control throughout the Caribbean.

Significance Defense Secretary Lloyd Austin was in Hanoi last month. In the Interim National Security Strategic Guidance document released by the White House in March, Vietnam was identified as one of Washington’s leading partners in the Indo-Pacific. Impacts Stronger Vietnamese-US relations may embolden Hanoi to initiate international legal proceedings over its maritime disputes with Beijing. Vietnam will urge the United States to do more to highlight the environmental impact of dam-building on the Mekong by upriver countries. Hanoi’s burgeoning ties with US adversary Moscow could have a negative impact on its relations with Washington.

AbstractWe test Preferred Argument Structure theory against corpus data from Tondano, an Austronesian language with symmetrical voice. Investigating the use of full noun phrases in individual argument positions, we find no significant clustering of both S and P as opposed to A, hence no discourse ergativity. Moreover, neither pivotal nor non-pivotal grammatical relations appear to specialise in the accommodation of full noun phrases. Thus, grammatical relations do not serve as architecture for regulating information flow in discourse. Only constituent order reflects information flow, so that full noun phrases tend to occur in clause-final position. More generally, correlations of humanness and topicality predict most straightforwardly attested patterns of argument realisation.

Criminality is any breach of the law likely to give rise to legal proceedings. It is determined by several factors namely (population density- unemployment-income- poverty and education). The objective of our work is to study criminality determinants on a sample of 51 American States over the period (2000-2013). Particular attention is paid to study the causal relationship between education (with its different measures) and criminality. In line with the approach to the economics of crime, this paper attempts to verify that urbanization, income inequality, unemployment, poverty and educational attainment significantly explain crime, on the one hand, and education is an investment activity that produces human capital, which is a fundamental factor of economic growth, job creation, wages and increased productivity of factors of production. Our results showed that the investment in human capital has a negative impact on crime in general. This effect is more considerable on crime against property. This leads us to define a crime deterrence policy through the implementation of structures able to help with installation of young people out of school and increase public spending on education.
