AbstractA U.S.-Japan expert workshop on mobile alert and warning was held online 8–10 September 2021. Funded by the Japan Foundation’s Center for Global Partnership (CGP) and responding to the Sendai Framework for Disaster Risk Reduction 2015–2030, the workshop compared U.S. and Japanese mobile alert and warning contexts, systems, policies, and messages to investigate possibilities for international harmonization of mobile device-based early warning. The workshop’s sessions revealed two interrelated issues that repeatedly surfaced among workshop participants: culture and policy. The workshop illuminated several possibilities and problems confronting U.S., Japanese, and global stakeholders as they develop, deploy, and seek to improve the effectiveness of mobile alert and warning systems and messages.

Water resources planning and management has evolved in the United States through several distinct stages over the past two centuries, transitioning from a concern for inland waterways transportation to single purpose flood control and finally to multiple purpose large reservoirs. Disaster risk reduction (DRR) was always considered to be one of the main goals of these strategies. Reviewing history, this paper describes a US federal system that presents major challenges to coordinating water resources development and DRR, at both the watershed and metropolitan area scales. The paper reviews the performance of existing flood protection systems of three recent disasters. Federal, state and local responses to these major events have been mixed, as regulatory and management agencies with different evaluation frameworks and decision rules attempt to coordinate their respective responses. The cases revealed new vulnerabilities and weaknesses in the US DRR responses and planning, while contrasting the relative successes of long-term, strategic DRR planning and investments in the case of the Mississippi River and Tributaries (MR&T) system. The paper analyzes this history and recent cases primarily from the perspective of the US Army Corps of Engineers.

AbstractThe mobile device market, particularly for smart phones, has experienced incredible growth over the past five years. What sets this market apart is the use of applications or apps for just about anything from information to purchases. The purpose of the study was to examine the effectiveness of branded apps on consumers’ attitudes toward brands as well as purchase intentions. The sample was drawn from students enrolled at a southwestern university in the United States, resulting in 50 usable questionnaires. Results of Pearson’s correlation analysis indicated that using branded apps strongly influenced users’ attitudes toward brands; however, using branded apps had a smaller impact on purchase intentions. As well, attitudes towards the branded apps, although significant, had a limited impact on purchase intentions. Implications of the findings were then discussed.

A significant rise of SARS-CoV-2 transmission in Arizona in June 2020 prompted the need to evaluate potential dispersion to other regions in the United States. We evaluate the potential for domestic dissemination of SARS-CoV-2 from Arizona using mobile device-location and scheduled flights data.

We are very pleased to publish the Special Issue on NIED Frontier Research on Science and Technology for Disaster Risk Reduction and Resilience 2020. There are nine papers in this issue. The first two papers concern hazard and risk information systems: Sano et al. constructed a real-time risk information map for flood and landslide disasters, and Hirashima et al. created an alert system for snow removal from rooftops. These systems are already in use on the NIED website. The next three papers are case studies of recent storm disasters in Japan and the United States: Cui et al. analyzed the time variation in the distribution of damage reports in the headquarters for heavy-rainfall disaster control in Fukuoka, Shakti et al. studied flood disasters caused by Typhoon Hagibis (2019), and Iizuka and Sakai conducted a meteorological analysis of Hurricane Harvey (2017). Regarding volcanic disasters, Tanada and Nakamura reported the results of an electromagnetic survey of Mt. Nasudake. This special issue also includes three papers on large-scale model experimentation: Danjo and Ishizawa studied the rainfall infiltration process using NIED’s Large-Scale Rainfall Simulator, Kawamata and Nakazawa conducted experiments concerning liquefaction, and Nakazawa et al. reported the results of experiments on seismic retrofits for road embankments. The experiments used E-Defense, the world’s largest three-dimensional shaking table. We hope this issue will provide useful information for all readers studying natural disasters.

Warning systems are relied on worldwide as part of disaster risk reduction. The traditional model of a government monopolistic system supplying warnings through a broadcast approach is now challenged by new media, mobile technologies and the accompanying expectations of individualised warnings to personal mobile devices. We examine this situation, and one novel approach – the use of an augmented signal from the next generation of Japanese positioning satellites – to providing individual warnings to personal devices wherever their owners are. We conclude that delivery to personal devices is feasible and already happening to some extent. Linking these new official systems with the multiple information flows of social media and crowdsourcing remains a major challenge.

Flood early warning systems (FEWSs)—one of the most common flood-impact mitigation measures—are currently in operation globally. The UN Office for Disaster Risk Reduction (UNDRR) strongly advocates for an increase in their availability to reach the targets of the Sendai Framework for Disaster Risk Reduction and Sustainable Development Goals (SDGs). Comprehensive FEWS consists of four components, which includes (1) risk knowledge, (2) monitoring and forecasting, (3) warning, dissemination, and communication, and (4) response capabilities. Operational FEWSs have varying levels of complexity, depending on available data, adopted technology, and know-how. There are apparent differences in sophistication between FEWSs in developed countries that have the financial capabilities, technological infrastructure, and human resources and developing countries where FEWSs tend to be less advanced. Fortunately, recent advances in remote sensing, artificial intelligence (AI), information technologies, and social media are leading to significant changes in the mechanisms of FEWSs and provide the opportunity for all FEWSs to gain additional capability. These technologies are an opportunity for developing countries to overcome the technical limitations that FEWSs have faced so far. This chapter aims to discuss the challenges in FEWSs in brief and exposes technological advances and their benefits in flood forecasting and disaster mitigation.

This case features Bel-Brand's efforts to position its flagship brand The Laughing Cow in the United States. The challenges in this case are twofold. First, choose a viable position for a brand after a period of high growth following the South Beach Craze. The difficulty here is that the initial driver of the brand's position, the South Beach Craze, an environmental factor, is dwindling and is not sustainable. Second, the brand was receiving pressure from global stakeholders to try to unify the positioning in the United States with the global brand positioning. These are both challenges that were faced by the marketing team and raised in the case.This case can be used to teach the following topics: 1) Developing a sustainable positioning. This case gives students the valuable experience of making a positioning choice and supporting the rationale for the positioning chosen. Furthermore, it demonstrates how a brand maintained a position after the initial support/argument for that position has dwindled or disappeared. 2) Managing global versus local positioning. The case also showcases a real life example of where positioning in the United States was extremely misaligned from the global positioning of the brand, and how the brand responded to this. 3) Write a positioning statement. One important exercise that students could be asked to do is write a positioning statement and become more familiar with concepts such as point-of-parity (POP), point-of-difference (POD), and reason-to-believe (RTB).
