Incorporating public health concerns into transportation decision making

Impulsivity is an individual difference in decision-making that is a risk factor for a number of health concerns including addiction and obesity. Although impulsivity has a large heritable component it, the health concerns associated with impulsivity are not uniformly distributed across society. For example, people from poorer backgrounds are more likely to be overweight, and be dependent on tobacco or alcohol. This suggests that the environmental component of impulsivity night be related to economic circumstances and availability of resources. This paper provides evidence that children aged 4 to 12 from the most deprived areas show greater impulsivity in the form of delay discounting than do children from the least deprived areas. The data are discussed with reference to scarcity based models of decision-making and to public health inequalities.

In this evidence-informed decision making case study report, the authors discuss three public health concerns: (1) home food preparation businesses, (2) right of entry into a private residence, and (3) food contamination by newspaper ink including chronic health effects related to other trace toxins exposure. Home food preparation businesses have proliferated throughout Ontario following the prevalence of Internet access. Private residences are increasingly used for the preparation of food for public consumption, offering a full array of products, and extending in scope to encompass a broad range of commercial catering businesses. The major concerns for Public Health are a lack of food safety knowledge and inadequate facilities to protect food from contamination and adulteration at these home-based businesses. Legal restrictions limit Public Health Inspectors’ access to a private residence, regardless of the known or anticipated health concerns. In this particular case, food was prepared in the garage of a single-family home and then delivered by truck to commercial units in a strip plaza for further processing. In this case, chemical contamination of food from the use of recycled newspaper to drain excess cooking oil from fried donuts raised serious health concerns. Researchers report that newspaper ink contains ingredients such as Naphthylamine, amoratic hydrocarbons, and other aryl hydrocarbon receptor agonists that have multiple negative health effects.

Dengue is unquestionably one of the biggest health concerns in India and for many other developing countries. Unfortunately, many people have lost their lives because of it. Every year, approximately 390 million dengue infections occur around the world among which 500,000 people are seriously infected and 25,000 people have died annually. Many factors could cause dengue such as temperature, humidity, precipitation, inadequate public health, and many others. In this paper, we are proposing a method to perform predictive analytics on dengue’s dataset using KNN: a machine-learning algorithm. This analysis would help in the prediction of future cases and we could save the lives of many.

Background: Marketing of food supplements in Greece in print media has not been examined and this study is the first attempt to provide a comparative statistical analysis. Methods: Lifestyle magazines that were distributed all over Greece and aimed at women and men were collected in the years 2014 and 2016. Five criteria with their subcriteria were developed and were related to the branding of the food supplements; their quality characteristics; the information given about health concerns; photographs of people who promoted food supplements and to claims of their suitability. Results: It seems that in terms of product branding, women’s magazines were more likely to be targeted. Some quality characteristics such as information about the ingredients of food supplements or information about banned substances were more likely to be seen in women’s magazines in 2016. In 2014 and 2016, not all advertisements provided information about health concerns and among those which informed readers about health concerns, differentiation in target audiences was observed. Photographs that showed people promoting food supplements as well as claims of suitability for various categories of consumers, seem to be gendered in 2014 but this trend was not strong enough in 2016. Conclusion: It can be argued that the marketing of food supplements was aggressive and gendered in 2014 and changed in 2016 with better information on public health but had retained some gendered stereotypes.

This chapter introduces ethical issues that arise in the context of biosecurity: policies and actions intended to prevent the development or emergence, or mitigate the consequences, of serious biological threats. These threats could include deliberate biological weapon attacks (bioterrorism), pandemics, emerging infectious diseases, or major laboratory accidents. The basic values that underpin these public health concerns are first introduced. Ethical issues that arise before, during, and following a biosecurity crisis are then examined, including issues of resource allocation, dual-use research, and the possibility of quarantine. Their resolution requires trade-offs among different ethical values, including utility, fairness, and liberty.

Summary This research aimed to understand how the policy was represented as a ‘problem’ in food regulatory decision-making in Australia, and the implications for public health nutrition engagement with policy development processes. Bacchi’s ‘what’s the problem represented to be?’ discourse analysis method was applied to a case study of voluntary food fortification policy (VFP) developed by the then Australia and New Zealand Food Regulation Ministerial Council (ANZFRMC) between 2002 and 2012. As a consultative process is a legislated aspect of food regulatory policy development in Australia, written stakeholder submissions contributed most of the key documents ascertained as relevant to the case. Four major categories of stakeholder were identified in the data; citizen, public health, government and industry. Predictably, citizen, government and public health stakeholders primarily represented voluntary food fortification (VF) as a problem of public health, while industry stakeholders represented it as a problem of commercial benefit. This reflected expected differences regarding decision-making control and power over regulatory activity. However, at both the outset and conclusion of the policy process, the ANZFRMC represented the problem of VF as commercial benefit, suggesting that in this case, a period of ‘formal’ stakeholder consultation did not alter the outcome. This research indicates that in VFP, the policy debate was fought and won at the initial framing of the problem in the earliest stages of the policy process. Consequently, if public health nutritionists leave their participation in the process until formal consultation stages, the opportunity to influence policy may already be lost.

Although empirical evidence may provide a much desired sense of certainty amidst a pandemic characterised by uncertainty, the vast gamut of available COVID-19 data, including misinformation, has instead increased confusion and distrust in authorities’ decisions. One key lesson we have been gradually learning from the COVID-19 pandemic is that the availability of empirical data and scientific evidence alone do not automatically lead to good decisions. Good decision-making in public health policy, this paper argues, does depend on the availability of reliable data and rigorous analyses, but depends above all on sound ethical reasoning that ascribes value and normative judgement to empirical facts.
