<p>Sand transport by wind over granular beds displays dynamic structure and organisation in the form of streamers (aka ‘sand snakes’) that appear, meander and intertwine, and then dissipate as they are advected downwind. These patterns of saltating grain populations are thought to be initiated and controlled by coherent flow structures in the turbulent boundary layer wind that scrape over the bed surface raking up sand into entrainment. Streamer behaviour is thus fundamental to understanding sand transport dynamics, in particular its strong spatio-temporal variability, and is equally relevant to granular transport in other geophysical flows (fluvial, submarine).</p><p>This paper presents findings on streamer dynamics and associated wind turbulence observed in a field experiment on a beach, with measurements from 30Hz video-imagery using Large-Scale Particle Image Velocimetry (LS-PIV), combined with 50Hz wind measurements from 3D sonic anemometry and co-located sand transport rate monitoring using an array of laser particle counters (‘Wenglors’), all taking place over an area of ~10 m<sup>2</sup> and over periods of several minutes. The video imagery was used to identify when and where streamers advected past the sonic anemometer and laser sensors so that relationships could be detected between the passage of turbulence structures in the airflow and the length- and time-scales, propagation speeds, and sand transport intensities of associated streamers. The findings form the basis for a phenomenological model of streamer dynamics under turbulent boundary layer flows that predicts the impact of spatio-temporal variability on local measurement of sand transport.</p>

In South Africa, the constitutional and statutory framework seemingly establishes a strong synergy between environmental rights and environmental justice. A prevailing notion of transformative constitutionalism additionally positions law as the foundation for large-scale social change through non-violent political processes. A case study of the Tudor Shaft Informal settlement on the Witwatersrand goldfields elucidates the ambiguities in the notion of environmental justice and the tensions between claims based on the environmental right and socio-economic rights. By highlighting the existence of local moral orders—political alliances based on access to resources that frequently employ violence to achieve political ends—it also suggests the limited reach of the constitutional order and the project of transformative constitutionalism.

This paper describes the community-driven enumerations undertaken in Old Fadama, the largest informal settlement in Accra, which has long been threatened with eviction. After meeting with members of shack dweller federations from other nations, residents formed the Ghana Homeless People’s Federation in 2003 (now known as the Ghana Federation of the Urban Poor (GHAFUP). Together with the NGO People’s Dialogue on Human Settlements, they supported the first community-driven enumeration in Old Fadama in 2004 to counter the threat of eviction, by showing the large scale of economic activities in the community and the gap in accurate population data. This was followed by further enumerations, in 2006–2007 and in 2009, to counter new eviction threats from new city governments. These enumerations increased the residents’ confidence, empowering them in terms of engagement with city government. They also changed government’s perspective on informal settlements and helped shape policy away from forced evictions towards participatory relocations or rehabilitation.

AbstractCharacterising the risk of the fire spread in informal settlements relies on the ability to understand compartment fires with boundary conditions that are significantly different to normal residential compartments. Informal settlement dwellings frequently have thermally thin and leaky boundaries. Due to the unique design of these compartments, detailed experimental studies were conducted to understand their fire dynamics. This paper presents the ability of FDS to model these under-ventilated steel sheeted fire tests. Four compartment fire tests were modelled with different wall boundary conditions, namely sealed walls (no leakage), non-sealed walls (leaky), leaky walls with cardboard lining, and highly insulated walls; with wood cribs as fuel and ISO-9705 room dimensions. FDS managed to capture the main fire dynamics and trends both qualitatively and quantitatively. However, using a cell size of 6 cm, the ability of FDS to accurately model the combustion at locations with high turbulent flows (using the infinitely fast chemistry mixing controlled combustion model), and the effect of leakage, was relatively poor and both factors should be further studied with finer LES filter width. Using the validated FDS models, new flashover criteria for thermally thin compartments were defined as a combination of critical hot gas layer and wall temperatures. Additionally, a parametric study was conducted to propose an empirical correlation to estimate the onset Heat Release Rate required for flashover, as current knowledge fails to account properly for large scale compartments with thermally thin boundaries. The empirical correlation is demonstrated to have an accuracy of ≈ ± 10% compared with the FDS models.

ABSTRACTOld Fadama in Accra, Ghana, is a vast informal settlement. A legalistic approach by successive governments has meant a near-absence of statutory institutions and the emergence of alternative public authorities. These endeavour to provide the area with a range of basic public services to solve the area's serious developmental challenges. Through processes of informal negotiation residents establish rights and social contracts that underpin and define what will constitute ideas of state and law. At the same time, self-governance emerges while relations with statutory institutions shift back and forth between vilification, tacit acceptance, and productive cooperation. The article contributes to studies of governance in informal urban settlements on two fronts. First, it shows how informal arrangements lead to the provision of basic public services and influence the workings of formal institutions of government. Second, it challenges facile understandings of large-scale informal settlements as generally chaotic, lawless or subversive.

AbstractUnusual short-period comet 29P/Schwassmann-Wachmann 1 inspired many observers to explain its unpredictable outbursts. In this paper large scale structures and features from the inner part of the coma in time periods around outbursts are studied. CCD images were taken at Whipple Observatory, Mt. Hopkins, in 1989 and at Astronomical Observatory, Modra, from 1995 to 1998. Photographic plates of the comet were taken at Harvard College Observatory, Oak Ridge, from 1974 to 1982. The latter were digitized at first to apply the same techniques of image processing for optimizing the visibility of features in the coma during outbursts. Outbursts and coma structures show various shapes.
