Seventy Years after its proclamation, the Universal Declaration of Human Rights, despite not having a binding force for the states, still provides at international level the fundamental text from which the principles and the values for the preservation of liberty and right of people are taken. In this article, the author particularly underlines the importance of Declaration’s article 1, which states: “All human beings are born free and equal in dignity and rights”. With these words the Declaration presses states to undertake economic policies aimed at achieving economic and social progress for all individuals. Unfortunately, we also have to underline the lack of effective social policies in government programs of the E.U. Member States. The author inquires whether it is left to European judges to affirm the importance of social welfare.

Argentina’s right-wing shift in the 2015 presidential election concluded twelve years of center-left rule. The elected president, Mauricio Macri, claimed that the economy would experience normalization of existing imbalances and recover its strength in a “new political era.” However, the new administration quickly restored the dominance of neoliberal economic policies through a comprehensive set of initiatives, which centrally included the return to international financial debt and equity markets and submission to the International Monetary Fund’s (IMF) rules. This article analyzes Argentina’s external-debt-growth process and discusses its objectives and long-term effects. This paper posits that the indebtedness process carried out by the Macri administration—and its modality—not only increased the relevance of financial capital in the Argentine economy but also structurally conditioned any future nonorthodox alternative path of development. This outcome cannot be understood without taking into account the deliberate role of the United States, the IMF, and the top companies that operate in Argentina, as well as the complicity of many political sectors. Economic theory and international practice confirm the role of clusters as catalysts for competitiveness based on innovation and internationalization. Europe is facing the challenge of becoming a fair and prosperous society based on a modern, competitive and resource-efficient economy. Mobilizing industrial actors towards a clean and circular economy through in-depth cooperation along value chains as well as the use of new technologies, sustainable solutions and disruptive innovation are critical to achieving this goal. Clusters play an important role in operationalizing smart specialization strategies. Eco-clusters aim to increase the competitiveness of enterprises included in "cluster" structures in sectors of economic relevance, by concentrating resources and developing the production of innovative goods such as technologies, products, services, with the greatest possible reduction of waste. Constanta County, through its strategic positioning, through the concentration of economic activities, education and research is an area of maximum interest for the development of eco-innovation and eco-clusters. This study highlights the premises for the establishment of eco-clusters in the Constanta area, given their role as a driver in greening economic policies in the region and developing partnerships in order to obtain clean products. Through eco-clusters, there are also developments in the process of eco-innovation and implementation of sustainable development strategies in the Constanta area, as a means for a long-term socio-ecological transition.

The discussion about development discourse in a country talking about how an idea affect economic policies. In Indonesia, the development discourse continues to change depending on the ruling regime. After the reformation, the dominant discourse is a neoliberal one that minimizes the role of the state in development. During the reign of Jokowi-JK, however, the role of the state strengthened. The government plans to build a massive infrastructure of the physical economy. The government legitimized its choice of action as the implementation of the Pancasila and Trisakti ideologies. Using the theories of Ernesto Laclau and Chantal Mouffe, this article argues that the state legitimizes its policies as implementing ideology by building infrastructure development discourse, but covers only pragmatic practices that occur. The practices themselves are pragmatic because the government ignored the fate and rights of citizens affected by infrastructure development.

This paper reports on recent research showing that the severe recession of 2007-2009 and the weak recovery have been due to poor economic policies and the failure to implement good policies during the past decade. Monetary policy, fiscal policy, and regulatory policy became more discretionary, more interventionist, and less predictable in comparison with the previous two decades of better economic performance. At best these policies led to growth spurts, but were followed by retrenchments, averaging to poor performance. The paper also considers alternative views-that the equilibrium interest rate declined during the decade and that the seriousness of financial crisis caused the slow recovery.

Chapter four explores how the activities and relationships occurring in the spaces where microsystems overlap function as seedbeds of solidarity, generating a shared sense of identity, fostering social cohesion and transforming “other people’s children” into “our children.” The author focuses on interactions among the primary social institutions comprising children’s microsystems: family, faith community, school, peer group, and neighbourhood. Drawing on observations from the villages under study, the author illustrates the dynamic created when these social institutions cooperate, collaborate and even engage in friendly competition in support of the community’s children. The chapter highlights the role of rituals and traditions in building community identity and solidarity in both villages. It explores how village identity can endure across time and distance in migrants’ attachments to their home towns. In closing, it predicts further erosion of community identity due to global economic policies and divisive political movements.

This chapter explores the modern minimum wage framework in detail. The first section begins by exploring the background to the National Minimum Wage Act through the lens of the relationship between minimum wages and wage supplementation. The second section then explores the conceptual structure of the Act in more detail. In particular, it explores how an individual’s minimum wage entitlement is assessed; the types of ‘work’ that are either implicitly or expressly, excluded from the Act; and the content of the concept of the ‘wage’. It concludes with some remarks about what the Act’s structure implies about the legal system’s understanding of the role of minimum ‘wage’ regulation today.

This chapter begins with an overview of the nature of neoliberalism. As markets evolved and globalization made progress, governments introduced reforms meant to adjust policies and regulations to a more open and competitive environment and reduce the relative weight and role of the state. Policies such as privatization and trade liberalization were introduced in Brazil shortly after a civilian, Fernando Collor de Melo (1990–1992), was elected president. But the neoliberal agenda was relegated to second place as all energy was turned toward the fight against inflation and the debt crisis. After a first term dedicated to consolidate public finances, President Cardoso (1995–2002) introduced a number of “market-oriented” reforms aimed at flexibility and efficiency. Under President Lula (2003–2010), social programs were improved, transfers were increased, and the minimum wage was raised. Since 2009, a recession has threatened the joint imperatives of forced development and social justice.
