A State-Led Nationalism: The Patriotic Education Campaign in Post-Tiananmen China

The decline of Communism after the end of the post-Cold War has seen the rise of nationalism in many parts of the former Communist world. In countries such as the former Soviet Union and Yugoslavia, nationalism was pursued largely from the bottom up as ethnic and separatist movements. Some observers also take this bottom-up approach to find the major cause of Chinese nationalism and believe that “the nationalist wave in China is a spontaneous public reaction to a series of international events, not a government propaganda.” (Zhang, M. (1997) The new thinking of Sino–US relations. Journal of Contemporary China, 6(14), 117–123). They see Chinese nationalism as “a belated response to the talk of containing China among journalists and politicians” in the United States and “a public protest against the mistreatment from the US in the last several years.” (Li, H. (1997) China talks back: anti-Americanism or nationalism? Journal of Contemporary China, 6(14), 153–160). This position concurs with the authors of nationalistic books in China, such as The China That Can Say No: Political and Sentimental Choice in the Post-Cold War Era (Song, Q., Zhang Z., Qiao B. (1996) Zhongguo Keyi Shuo Bu (The China That Can Say No). Zhonghua Gongshang Lianhe Chubanshe. Beijing), which called upon Chinese political elites to say no to the US, and argue that the rise of nationalism was not a result of the official propaganda but a reflection of the state of mind of a new generation of Chinese intelligentsia in response to the foreign pressures in the post-Cold War era. Indeed, Chinese nationalism was mainly reactive sentiments to foreign suppressions in modern history, and this new wave of nationalist sentiment also harbored a sense of wounded national pride and an anti-foreign (particularly the US and Japan) resentment. Many Chinese intellectuals gave voice to a rising nationalistic discourse in the 1990s (Zhao, S. (1997) Chinese intellectuals' quest for national greatness and nationalistic writing in the 1990s. The China Quarterly, 152, 725–745). However, Chinese nationalism in the 1990s was also constructed and enacted from the top by the Communist state. There were no major military threats to China's security after the end of the Cold War. Instead, the internal legitimacy crisis became a grave concern of the Chinese Communist regime because of the rapid decay of Communist ideology. In response, the Communist regime substituted performance legitimacy provided by surging economic development and nationalist legitimacy provided by invocation of the distinctive characteristics of Chinese culture in place of Marxist–Leninism and Mao Zedong Thought. As one of the most important maneuvers to enact Chinese nationalism, the Communist government launched an extensive propaganda campaign of patriotic education after the Tiananmen Incident in 1989. The patriotic education campaign was well-engineered and appealed to nationalism in the name of patriotism to ensure loyalty in a population that was otherwise subject to many domestic discontents. The Communist regime, striving to maintain authoritarian control while Communist ideology was becoming obsolete in the post-Cold War era, warned of the existence of hostile international forces in the world perpetuating imperialist insult to Chinese pride. The patriotic education campaign was a state-led nationalist movement, which redefined the legitimacy of the post-Tiananmen leadership in a way that would permit the Communist Party's rule to continue on the basis of a non-Communist ideology. Patriotism was thus used to bolster CCP power in a country that was portrayed as besieged and embattled. The dependence on patriotism to build support for the government and the patriotic education campaign by the Communist propagandists were directly responsible for the nationalistic sentiment of the Chinese people in the mid-1990s. This paper focuses on the Communist state as the architect of nationalism in China and seeks to understand the rise of Chinese nationalism by examining the patriotic education campaign. It begins with an analysis of how nationalism took the place of the official ideology as the coalescing force in the post-Tiananmen years. It then goes on to examine the process, contents, methods and effectiveness of the patriotic education campaign. The conclusion offers a perspective on the instrumental aspect of state-led nationalism.

The primary cause for the emerging triple axis including China, Russia, and Pakistan in South Asia has been to curtail the Indo-US extended political, economic, and military connections. India in the post-Cold War era tilted significantly toward the West, the move which has been equally ostracized by the triumvirate. Hence, in reprisal, Russia’s recent rapprochement with the duo further solidified the Sino-Pak geostrategic bond. India’s wide-ranging collaboration with the US, primarily in the post-civil nuclear deal, led to the budding fusion of three atomic powers. Under such circumstances, the region has been enticing the major global powers and latterly various extra-regional players exhibited profound interests in the entire South Asia. Therefore, under the formation of power blocks, a new geopolitical great game has been emerging in the region. India, the leading South Asian player, therefore, has been facing an extremely problematic situation while making a balancing choice amongst the two hostile powers, China and the US. Against this backdrop, the study will primarily focus on the rise of South Asian Triple Axis and its possible consequences upon the rising Indo-US strategic leverage.

How do changes in US Taiwan policy play out? What is the logic behind these changes? To address these questions, existing studies have formulated four schools of explanation, providing valuable theoretical insights. However, these studies have obvious problems with unidirectional dichotomy and thus fail to identify a causal mechanism explaining the long-term trajectory of US Taiwan policy. This article conducts a re-typology of US Taiwan policy to break the traditional strategic ambiguity–clarity dichotomy by establishing three key indicators and argues that the orientation of US China policy and Taiwan’s US policy are the two major factors triggering changes. By conceptualizing and operationalizing the two independent variables as engagement-oriented, coopetition-oriented, containment-oriented, and hedging/bandwagoning/binding, this article develops a systemic theoretical framework to demonstrate how the US Taiwan policy transits between strategic clarity, maximum pressure, partial strategic clarity, between partial strategic clarity and strategic ambiguity, strategic ambiguity, and controlling the pro-independent forces. This article conducts empirical studies by reviewing the transition of US Taiwan policy under different presidencies in post–Cold War era to demonstrate how the theoretical framework works in realpolitik.

This Chapter focuses on the aerial strikes of the U.S. against Afghanistan and Sudan in 1998, in response to terrorist attacks against the U.S. embassies in Tanzania and in Kenya, attributed to Al Qaeda. The events and the reactions thereto are presented in the first two sections. The third section is devoted to the assessment of the legality of the US strikes. In particular, the authors will discuss the qualification of the strikes as a form of pre-emptive self-defence. The last section contextualises the 1998 strikes in an evolutionary perspective. In the authors’ view, these interventions have constituted a trial run for the doctrine of pre-emptive war, fully developed by the US Administration after the 9/11 terrorist attacks.

The US communist or socialist fright began in the late 1800s, the moment when blue-collar workers stood up in opposition to get their fundamental integrity, remuneration betterment etc., and the attainment of such integrities from intercontinental supremacies, and to have remained in opposition to such economical way of mechanism. The fears of communism and their followers of anti-harmony to US community were seen among the structural class systems of ethnic interconnectedness. The elementary struggle is related to the portrayal of Communism and their followers in Hollywood productions. It relates to exacerbating negatively frame about their ideological depictions, communist countries and the individuals interlinked with it.

AbstractJapan’s diplomatic strategy toward East Asia underwent three main changes in the post-Cold War era. The first change occurred soon after the 1991 Persian Gulf War propelled Japan to consider a potential way to contribute to international security, resulting in the creation of dual-track diplomacy. The second was the consolidation of Japan’s dual-track diplomacy by strengthening the US–Japan alliance and supporting the ASEAN’s multilateral initiatives in the early 2000s. The third was the enhancement of Japan’s own security efforts to maintain regional stability while making the most of the existing political and security mechanisms in East Asia—multilateralizing US alliance networks and enhancing the ASEAN-led multilateral frameworks. In the future, two factors would likely play a critical role in shaping Japan’s diplomatic strategy: the degree of the future US commitment to the alliance with Japan and the level of China’s assertiveness.

Albania’s peaceful exit from the communist world, the adoption of NATO-guided changes in its military institution, the establishment of closer ties with the European Union in conjunction with the strong presence of political leaders in the country’s domestic and internal affairs and its latest economic growth offer the impression of a successful transformation of a former Communist state to a Western-type democratic political model and civil-military relations. However, what is often overlooked is that the country’s political elites, emerging from a lengthy, deeply rooted tradition of clan and tribal power structures, have dominated Albanian politics and its civil-military relations, whether under a monarchical or a communist regime. By combining a pro-Western civilianization profile with an efficient control over Albania’s sociopolitical culture and economic development, these traditional elites permitted the officer corps to take the Western-prescribed necessary steps, during the post–Cold War period, as long as their interests were not deeply affected. The small size of the officer corps, the absence of semiautonomous economic power, as well as of corporate unity in conjunction with the existence of a servile political culture and ideology toward the domestic political elites have forced the country’s civil-military relations to resemble the Western ones only in appearance. The inability/unwillingness of these elites to take some steps towards the country’s social, economic and political advancement raises the question of whether both domestic and external forces are truly committed to democracy or are going to be totally satisfied with only the process of putting “old wine in new bottles.”

Chapter 4 discusses the US asylum bureaucracy. The number of asylum petitions increased in the post–Cold war era, creating a backlog of cases. This backlog, as well as growing concerns over the permeability of US borders, led to several reforms of the asylum system in the interest of national security. By the first decade of the twenty-first century, asylum seekers navigated a complex and impersonal bureaucracy that seemed more intent on deterring and deporting than in granting refuge. Today, the majority of asylum seekers navigate this complex bureaucracy without the benefit of legal counsel or even translators, minimizing their chances of a successful outcome. Many asylum seekers fall outside the defined categories of persecution, and their struggles to secure asylum raise important ethical and moral questions about who is deserving of protection.
