Abstract Rapid and comprehensive social change is required to mitigate pressing environmental issues such as climate change. Social tipping interventions have been proposed as a policy tool for creating this kind of change. Social tipping means that a small minority committed to a target behaviour can create a self-reinforcing dynamic, which establishes the target behaviour as a social norm. The possibility of achieving the large-scale diffusion of pro-environmental norms and related behaviours with an intervention delimited in size and time is tempting. Yet, the canonical model of tipping, the coordination game, may evoke overly optimistic expectations regarding the potential of tipping, due to the underlying assumption of homogenous preferences. Relaxing this assumption, we devise a threshold model of tipping pro-environmental norm diffusion. The model suggests that depending on the distribution of social preferences in a population, and the individual cost of adopting a given pro-environmental behaviour, the same intervention can activate tipping, have little effect, or produce a backlash. Favourable to tip pro-environmental norms are widespread advantageous inequity aversion and low adoption costs. Adverse are widespread self-regarding preferences or disadvantageous inequity aversion, and high costs. We discuss the policy implications of these findings and suggest suitable intervention strategies for different contexts.

In recent years as public in general and specialist have been showing big interest to the matters of reading. According to discussion and launch of the “Support and Development of Reading National Program”, many Russian libraries are organizing the large-scale events like marathons, lecture cycles, bibliographic trainings etc. which should draw attention of different social groups to reading. The individual forms of attraction to reading are used much rare. To author’s mind the main reason of such an issue has to be the lack of information about forms and methods of attraction to reading.

ABSTRACT Thaler and Sunstein (2008) advance the concept of ‘nudge’ policies—non-regulatory and non-fiscal mechanisms designed to enlist people's cognitive biases or motivational deficits so as to guide their behaviour in a desired direction. A core assumption of this approach is that policymakers make artful use of people's cognitive biases and motivational deficits in ways that serve the ultimate interests of the nudged individual. We analyse a model of dynamic policymaking in which the policymaker's preferences are not always aligned with those of the individual. One novelty of our set-up is that the policymaker has the option to implement a ‘boost’ policy, equipping the individual with the competence to overcome the nudge-enabling bias once and for all. Our main result identifies conditions under which the policymaker chooses not to boost in order to preserve the option of using the nudge (and its associated bias) in the future—even though boosting is in the immediate best interests of both the policymaker and the individual. We extend our analysis to situations in which the policymaker can be removed (e.g., through an election) and in which the policymaker is similarly prone to bias. We conclude with a discussion of some policy implications of these findings.

AbstractIn the early 2000s, Japan instituted the Great Heisei Consolidation, a national strategy to promote large-scale municipal mergers. This study analyzes the impact that this strategy could have on watershed management. We select the Lake Kasumigaura Basin, the second largest lake in Japan, for the case study and construct a dynamic expanded input–output model to simulate the ecological system around the Lake, the socio-environmental changes over the period, and their mutual dependency for the period 2012–2020. In the model, we regulate and control the following water pollutants: total nitrogen, total phosphorus, and chemical oxygen demand. The results show that a trade-off between economic activity and the environment can be avoided within a specific range of pollution reduction, given that the prefectural government implements optimal water environment policies, assuming that other factors constraining economic growth exist. Additionally, municipal mergers are found to significantly reduce the budget required to improve the water environment, but merger budget efficiency varies nonlinearly with the reduction rate. Furthermore, despite the increase in financial efficiency from the merger, the efficiency of installing domestic wastewater treatment systems decreases drastically beyond a certain pollution reduction level and eventually reaches a limit. Further reductions require direct regulatory instruments in addition to economic policies, along with limiting the output of each industry. Most studies on municipal mergers apply a political, administrative, or financial perspective; few evaluate the quantitative impact of municipal mergers on the environment and environmental policy implications. This study addresses these gaps.

Abstract Initiated by Davis and Knowles (1999), the-disrupt-then-reframe technique is based on the linking of two moments in time. First of all, slipping an unexpected element into a communication situation that is likely to provoke a disruption in communication. Once this disruption has been achieved, proposing a target behaviour by insisting on the benefit that the individual could derive from it. We wanted to verify that this technique, effective in American, Dutch, and Polish contexts and naturally dependent on the culture of individuals and the communication norms which prevail there, could be effective in a French context. In accordance with the literature, our results show that when the two phases of the technique are linked, a greater persuasive effect is observed. A theoretically interesting way to interpret the effectiveness of the technique is proposed.

Abstract A single link robotic manipulator is modeled as a rotating flexible beam with a rigid mass at the tip and accurate energy expressions are derived. The resulting partial differential equations are solved using an approximate method of weighted residuals. From the solutions, coupling between axial and flexural deformations and the interactions with rigid body motions are rigorously analyzed. The emphasis in the current paper is not on an exhaustive analysis of existing systems but it is rather intended to compare and highlight the various flexibility effects in a relatively simple system. Hence, a nondimensional parametric analysis is performed to determine the effect of several parameters (including the rotating speed) on the errors and the individual interaction effects are discussed. Comparison with previous work in the field shows important phenomena often ignored or buried in large scale numerical analyses. Future work including application to multi-link robots is outlined.

Abstract Horn flies (Haematobia irritans) are a major nuisance to cattle, especially in warm, humid regions, and are estimated to cause economic losses in excess of $1 billion annually to the U.S. beef cattle industry. Variation in horn fly tolerance has been reported within and across breeds, and heritability estimates ranging between 10 and 80% show a clear genetic basis. However, collecting fly abundance phenotypes is costly and logistically demanding, which precludes large-scale implementation. Consequently, finding correlated phenotypes and endo-phenotypes that are heritable and relatively easy to measure would facilitate implementation of horn fly tolerance genetic improvement programs. Thrombin (TH), a blood coagulation precursor, has a reported association with horn fly count variation within and across cattle breeds. In this study, the genetic basis of thrombin in beef cattle was investigated. Blood samples and horn fly count were collected on 360 cows and heifers twice during the summer of 2019 (June and August). Due to uncertainty associated with assessment of horn fly abundance and thrombin and the fact that economic losses occur only when fly abundance exceeds a certain threshold, thrombin was categorized into 4 classes (1=TH > 500 ng/ml; 2=250< TH< 500 ng/ml; 3=100< TH< 250 ng/ml; and 4=TH< 100 ng/ml). The trait was analyzed using linear (continuous) and threshold (discrete) mixed models. Both models included farm, pregnancy status, and cow age as fixed effects and additive and permanent environment random effects. The pedigree included 642 animals. Estimates of heritability were 0.24 and 0.29 using linear and threshold models, respectively. Estimates of repeatability were slightly higher using the threshold model (0.21 vs 0.19). Despite the small data size, all estimates were non-zero based on their respective highest posterior density intervals. These results indicate reasonable genetic variation for thrombin that could be harnessed for improvement of horn fly tolerance in cattle.

PurposeThis paper aims to identify the disproportionate impacts of the COVID-19 pandemic on labor markets.Design/methodology/approachThe authors conduct a large-scale survey on 16,000 firms from 82 industries in Ho Chi Minh City, Vietnam, and analyze the data set by using different machine-learning methods.FindingsFirst, job loss and reduction in state-owned enterprises have been significantly larger than in other types of organizations. Second, employees of foreign direct investment enterprises suffer a significantly lower labor income than those of other groups. Third, the adverse effects of the COVID-19 pandemic on the labor market are heterogeneous across industries and geographies. Finally, firms with high revenue in 2019 are more likely to adopt preventive measures, including the reduction of labor forces. The authors also find a significant correlation between firms' revenue and labor reduction as traditional econometrics and machine-learning techniques suggest.Originality/valueThis study has two main policy implications. First, although government support through taxes has been provided, the authors highlight evidence that there may be some additional benefit from targeting firms that have characteristics associated with layoffs or other negative labor responses. Second, the authors provide information that shows which firm characteristics are associated with particular labor market responses such as layoffs, which may help target stimulus packages. Although the COVID-19 pandemic affects most industries and occupations, heterogeneous firm responses suggest that there could be several varieties of targeted policies-targeting firms that are likely to reduce labor forces or firms likely to face reduced revenue. In this paper, the authors outline several industries and firm characteristics which appear to more directly be reducing employee counts or having negative labor responses which may lead to more cost–effect stimulus.

Much recent, national attention has centered on financial sanctions and associated debt burdens related to criminal justice. Scholars and practitioners alike have argued that financial debt among the incarcerated, in particular, exacerbates a transition home already defined by difficulties. This article takes a step back and assesses who is at risk of these adverse consequences in reentry by examining the extent of debt burdens that resulted from financial sanctions, its sources, and the individual-level factors that are associated with owing criminal justice debt. Relying on the Returning Home data ( N = 740), results from descriptive analyses, logistic regression, and negative binomial models show that a large proportion of respondents owed debts and that debt was strongly linked with being mandated to community supervision. In addition, debt amount was predicted by employment, income, and race. Policy implications in the realm of financial sanctioning by courts and correctional agencies are discussed.

In India, small and marginal farmers have emerged as a distinct and dominant category. While farm mechanization represents a rapid transformation from traditional to modern methods of farming, it is not uniform across the crops and regions. The level of mechanization, however, remains scattered due to the compulsiveness to the situation dominated by the economic layout of farm holdings, land size, and large-scale deprivation of access to the technology suitable to small holdings. This present contribution elucidates the extent of use tools and machinery among the rice farmers of the state of Wes Bengal, India. Analysis revealed that the total number of man-days involved in paddy cultivation was 120-140 per ha, i.e., 900-1000 man-hours depending upon the availability of labour, tools, and machinery used for the individual operation. Analysis of farm work in small and marginal holdings evolved that over 90% of the total number of farmers use either tractor or power tiller for land preparation. Use of the animal-drawn country plough is gradually phased out in the study regions. For sowing and transplanting operations are primarily manual methods using hand tools. The study provided an insight of the issues of work methods and practices of the farmworkers in small and marginal farm holdings.

Biomolecular crowding affects the biophysical and biochemical behavior of macro- molecules when compared to the dilute environment present in experiments made with isolated proteins. Computational modeling and simulation are useful tools to study how crowding affects the structural dynamics and biological properties of macromolecules. As computational power increased, modeling and simulating large scale all-atom explicit solvent models of the prokaryote cytoplasm become possible. In this work, we build an atomistic model of the cytoplasm of Escherichia coli composed of 1.5 million atoms and submit it to a total of 3 μs of molecular dynamics simulations. The properties of biomolecules under crowding conditions are compared to those from simulations of the individual compounds under dilute conditions. The simulation model is found to be consistent with experimental data about the diffusion coefficient and stability of macromolecules under crowded conditions. In order to stimulate further work we provide a Python script and a set of files that enables other researchers to build their own E. coli cytoplasm models to address questions related to crowding.<br>
