The primary concern of the present paper is the cost of acquiring information by judges and legislators in the process of regulating new technologies. The paper distinguishes between risky and uncertain applications of technology. A risky technology poses an obvious risk, and the problem before the regulator is one of comparing cost and benefit. We argue that the judiciary, which acquires information gratis from litigants, is better suited to the regulation of risky technologies. Uncertain technologies, on the other hand, can be harmful in ways which cannot be foreseen at the time of the technological innovation. Cost and benefit are incalculable; regulation must instead be based on subjective preferences about the degree of uncertainty that society should tolerate. Legislative law-making is designed with a view to aggregating subjective preferences. Accordingly, uncertain technologies should be regulated through statute.

The process of innovation involves getting new ideas accepted and new technologies adopted and used. There are a number of different approaches to theorising technological innovation and this chapter will compare and contrast what I suggest are the most important three: Innovation Diffusion, the Technology Acceptance Model (TAM) and Innovation Translation, giving examples of how each of these approaches is used in different situations. While there are many advantages to the use of an Innovation Translation approach, it should not be said that Translation offers a better approach than the others in all circumstances and that the others have nothing at all to offer; that would be rather too simplistic a view given the widespread use of Innovation Diffusion and TAM. This chapter proposes that perhaps it should not be a case of always using either one approach or the other but rather the use of whichever is most appropriate to a particular investigation.

This paper explores the role of intermediaries in the development and appropriation of new technologies. We focus on intermediaries that facilitate user innovation, and the linking of user innovation into supply side activities. We review findings on intermediaries in some of our studies and other available literature to build a framework to explore of how intermediaries work in making innovation happen. We make sense of these processes by taking a long-term view of the dynamics of technology and market development using the social learning in technological innovation (SLTI) framework. Our primary concern is with innovation intermediaries and their core roles of configuring, facilitating and brokering technologies, uses and relationships in uncertain and emerging markets. We show the range of positions and influence they have along the supply-use axis in a number of different innovation contexts, and how they are able to bridge the user-developer innovation domains. Equipped with these insights, we explore in more depth how intermediaries affect the shape of new information and communication technologies and the importance of identifying and nurturing the user-side intermediaries that are crucial to innovation success.

The automotive sector is one of the fastest growing sectors of economy. The increasing amount of cars both in Polish and world roads results in the immeasurable benefits associated with the goods and human transport. On the other hand, this phenomenon caused the contamination of the environment. During the fuel combustion in petrol or diesel engines, the harmful gases, for example CO2, NOx and SOx are emitted. Apart from the negative impact on the environment, the emission of the aforementioned gases results in the deterioration of human conditions, as well as, the development of civilization diseases. In order to minimalize the harmful influence of an automotive industry on the environment, new technologies which can reduce the consumption of fuel or limit the fumes emission are developed. The first part of paper presents new solutions in an automotive sector which influence on the decline of the negative impact of automobiles on the environment. Additionally, proposed solutions affect the development of a car industry, taking into consideration environmental aspects.

The subject of the research is the introduction of artificial intelligence as a technological innovation into the Russian economic development. The relevance of the problem is due to the fact that the Russian market of artificial intelligence is still in the infancy and the necessity to bridge the current technological gap between Russia and the leading economies of the world is coming to the forefront. The financial sector, the manufacturing industry and the retail trade are the drivers of the artificial intelligence development. However, company managers in Russia are not prepared for the practical application of expensive artificial intelligence technologies. Under these circumstances, the challenge is to develop measures to support high-tech projects of small and medium-sized businesses, given that the technological innovation considered can accelerate the development of the Russian economy in the energy sector fully or partially controlled by the government as well as in the military-industrial complex and the judicial system.The purposes of the research were to examine the current state of technological innovations in the field of artificial intelligence in the leading countries and Russia and develop proposals for improving the AI application in the Russian practices.The paper concludes that the artificial intelligence is a breakthrough technology with a great application potential. Active promotion of the artificial intelligence in companies significantly increases their efficiency, competitiveness, develops industry markets, stimulates introduction of new technologies, improves product quality and scales up manufacturing. In general, the artificial intelligence gives a new impetus to the development of Russia and facilitates its entry into the five largest world’s economies.

The capacity of yeast to produce the highly active variants of PLA2 has been confirmed. The high-active variants were based on the original enzyme from the strain А-2688 of Streptomyces violaceoruber. To reduce the enzyme toxicity and to increase its expression, various approaches were tested including point mutations, construction of artificial N- and/or C-end pro-regions, hybridization with other proteins and engineering or inactivation of glycosylation sites. As a main result, the modified PLA2 enzymes were obtained which have the same secretion level as their low-active predecessors, but specific activity of which was at least tenfold higher. As the main feature, the selected mutants were characterized by a lower affinity for Ca2+ that probably accounts for their low toxicity (and high expression capacity) at the stage of biosynthesis and their ability to activate under special conditions, e.g. during the egg yolk fermentation. The data obtained can provide a basis for the cost reduction of highly active PLA2 enzyme preparations in industries where the application of high calcium concentrations is allowed. recombinant phospholipase А2, Streptomyces violaceoruber, yeasts, secretion, producer strain The work was initiated by the Innovation Center Biriuch - New Technologies, Ltd., and was supported within the framework of the State Assignment no. 595-00004-18 PR.

Modern Earth Scientists need also to interact with other disciplines, apparently far from the Earth Sciences and Engineering. Disciplines related to history and philosophy of science are emblematic from this perspective. From one side, the quantitative analysis of information extracted from historical records (documents, maps, paintings, etc.) represents an exciting research topic, requiring a truly holistic approach. On the other side, epistemological and philosophy of science considerations on the relationship between geoscience and society in history are of fundamental importance for understanding past, present and future geosphere-anthroposphere interlinked dynamics.

The optimization of the cost and CO 2 emissions in earth-retaining walls is of relevance, since these structures are often used in civil engineering. The optimization of costs is essential for the competitiveness of the construction company, and the optimization of emissions is relevant in the environmental impact of construction. To address the optimization, black hole metaheuristics were used, along with a discretization mechanism based on min–max normalization. The stability of the algorithm was evaluated with respect to the solutions obtained; the steel and concrete values obtained in both optimizations were analyzed. Additionally, the geometric variables of the structure were compared. Finally, the results obtained were compared with another algorithm that solved the problem. The results show that there is a trade-off between the use of steel and concrete. The solutions that minimize CO 2 emissions prefer the use of concrete instead of those that optimize the cost. On the other hand, when comparing the geometric variables, it is seen that most remain similar in both optimizations except for the distance between buttresses. When comparing with another algorithm, the results show a good performance in optimization using the black hole algorithm.

In this study, two operational methodologies to extract thinned woods were investigated in the Nasunogahara area, Tochigi Prefecture, Japan. Methodology one included manual extraction and light truck transportation. Methodology two included mini-forwarder forwarding and four-ton truck transportation. Furthermore, a newly introduced chipper was investigated. As a result, costs of manual extractions within 10 m and 20 m were JPY942/m3 and JPY1040/m3, respectively. On the other hand, the forwarding cost of the mini-forwarder was JPY499/m3, which was significantly lower than the cost of manual extractions. Transportation costs with light trucks and four-ton trucks were JPY7224/m3 and JPY1298/m3, respectively, with 28 km transportation distances. Chipping operation costs were JPY1036/m3 and JPY1160/m3 with three and two persons, respectively. Finally, the total costs of methodologies one and two from extraction within 20 m to chipping were estimated as JPY9300/m3 and JPY2833/m3, respectively, with 28 km transportation distances and three-person chipping operations (EUR1 = JPY126, as of 12 August 2020).

An ongoing challenge in functional epigenomics is to develop tools for precise manipulation of epigenetic marks. These tools would allow moving from correlation-based to causal-based findings, a necessary step to reach conclusions on mechanistic principles. In this review, we describe and discuss the advantages and limits of tools and technologies developed to impact epigenetic marks, and which could be employed to study their direct effect on nuclear and chromatin structure, on transcription, and their further genuine role in plant cell fate and development. On one hand, epigenome-wide approaches include drug inhibitors for chromatin modifiers or readers, nanobodies against histone marks or lines expressing modified histones or mutant chromatin effectors. On the other hand, locus-specific approaches consist in targeting precise regions on the chromatin, with engineered proteins able to modify epigenetic marks. Early systems use effectors in fusion with protein domains that recognize a specific DNA sequence (Zinc Finger or TALEs), while the more recent dCas9 approach operates through RNA-DNA interaction, thereby providing more flexibility and modularity for tool designs. Current developments of “second generation”, chimeric dCas9 systems, aiming at better targeting efficiency and modifier capacity have recently been tested in plants and provided promising results. Finally, recent proof-of-concept studies forecast even finer tools, such as inducible/switchable systems, that will allow temporal analyses of the molecular events that follow a change in a specific chromatin mark.
