This study examines corruption attitudes and norms in government hospitals in the Philippines. It tests a culture-building model that advocates communication of desired values, leadership role modelling, employee role modelling, alignment of systems and structures, training and evaluation, and reinforcement. Results reveal components that influence corruption attitudes and norms. Communication predicted individual attitudes or acceptability of corrupt acts. Leadership, systems, and controls predicted the prevalence of corrupt acts. Employee role modelling predicted both acceptability of and the prevalence of corrupt acts. In addition, there is a positive relationship between individual attitudes and organisation norms reinforcing the dyadic relationship between the two.

ABSTRACT The entry of smartphones into our lives is due to two primary reasons – the rapid advancement in technology and R & D, making present technology redundant within weeks and the drastic drop in prices of smartphones which occur weekly or monthly. The objectives of this paper are: (1) To provide a more holistic view of smartphone users' preference (2) To have depth analysis on how consumers put a premium on various smartphone features application and tools (3) To understand how prospective customers appreciate the good features of the product. Three statistical tools were used: Frequency Distribution to get the profile of the respondent's actual usage of smartphones and attitudes of consumers, Pearson Correlation, and Conjoint analysis, which was used to analyze the preference of the respondents on smartphone attributes. This study showed a moderately fit conjoint model, Pearson R =.742, p<.05, Kendall's Tau was .333, p<.05 and .333, p< .05 for the holdouts. From the given set of attributes, price (47.11%) is the most important, followed by the SIM card slot (19.05%), and the phone plan (9.14%). This paper is the first study done in the Philippines about the usage, attitudes of consumers towards smartphones using conjoint analysis. The analysis would help companies to understand what aspects of their products are essential and irrelevant. Companies will act upon a certain aspect to ensure higher profitability. Purpose – Over the years most of the developing countries have failed to collect enough revenues to finance their budgets. As a result, they have to face the problem of twin deficits and to rely on external and domestic debt to finance their developmental activities. The positive effects of public debt relate to the fact that in resource-starved economies debt financing (if done properly) leads to higher growth and adds to their capacity to service and repay external and internal debt. The negative effects work through two main channels – i.e., “Debt Overhang” and “Crowding Out” effects. The purpose of this paper is to examine the consequences of public debt for economic growth and investment for the Philippines. Design/methodology/approach – The present study examines the consequences of public debt for economic growth and investment for the Philippines during the period 1975-2010, by using autoregressive distributed lag technique. Findings – The results reveal that in the Philippines, public external debt has negative and significant relationship with economic growth and investment confirming the existence of “Debt Overhang effect”. But due to insignificant relationships of debt servicing with investment and economic growth, the existence of the crowding out hypothesis could not be confirmed. The domestic debt has a negative relationship with investment and positive relationship with economic growth. Research limitations/implications – First and foremost implication of the study is that heavy reliance on external debt must be discouraged. Therefore, in order to accelerate economic growth, developing countries must adopt those policies that are likely to result in reducing their debt burden, and it must not be allowed to reach unsustainable level. In the case of domestic debt, the present study finds that investment is negatively affected by domestic debt due to the crowding out effect; yet real GDP has a positive relationship with domestic debt. Thus, if policy makers want to use domestic debt as a tool to stimulate real GDP then it must keep an eye on the consequences of domestic debt on the investment. Originality/value – From the review of literature on the issue, it can be broadly summarized that most of the studies are on the relationship of external debt and economic growth, neglecting domestic debt entirely or mentioning it in the passing. Second, most of these studies have been conducted by using panel data. However, as the different countries vary in socio-economic conditions so it is better to conduct the country specific study. The present study is an attempt to fill these gaps in the existing literature.

This chapter focuses on Raul Manglapus. Manglapus was an involuntary detainee in the United States as a self-exile—thirteen years, five months, and seven days by his count, beginning in 1972, when by sheer luck he found himself in America the day before martial law clamped down on the Philippines. Officially, at least, four court charges had been filed against him during his exile years, including subversion, rebellion, and plotting to kill Marcos and his wife. If he had returned, there is no doubt that he would have been hauled off to jail as soon as he stepped out of the plane. He had left behind an outstanding career that was cut short. Those who speculated about what he might have accomplished in his country without Marcos referred to his impressive record as a legislator and public servant. As head of the main exile opposition group, Manglapus had to deal with the challenges of a new leadership role. As a seasoned politician back home, he possessed the skills to respond to his constituents, both local and national. But in the United States, the tactics needed to win over Congress and the Filipino residents required a different set of skills.

ABSTRACT: Many classroom teachers get promoted to a leadership role as in the case of Master Teachers in the Department of Education (DepEd) in the Philippines. This requires a shift in role or expansion of scope and nature of work as they adjust and accommodate the new assignment. Hence, this shift is worth studying to understand how they fare and what assistance can be given them to be effective in doing their tasks. This is the purpose of the current study focused on determining the emotional intelligence and leadership trait of the Master Teachers. Using a descriptive-correlational research method involving 45 respondents from the 10 Senior High Schools in Pasig City with Master Teachers, the study identified their emotional intelligence and leadership trait, and determined the significant correlations between the two as perceived by the participants. The results show that the respondents were highly emotionally intelligent in managing own emotions, managing others’ emotions, and utilization of emotions, but they got above average emotional intelligence in the perception of emotions. On the other hand, the measure of leadership trait showed that they had high leadership trait in all the five major leadership traits. KEY WORD: Emotional Intelligence; Leadership Trait; Master Teacher. ABSTRAKSI: “Kecerdasan Emosional dan Sifat Kepemimpinan diantara Guru-guru Kepala Sekolah”. Banyak guru kelas dipromosikan ke peran kepemimpinan seperti dalam kasus Guru-guru Kepala Sekolah di Departemen Pendidikan (DepEd) di Filipina. Ini membutuhkan pergeseran peran atau perluasan ruang lingkup dan sifat pekerjaan saat mereka menyesuaikan dan mengakomodasi tugas baru. Oleh karena itu, perubahan ini layak dipelajari untuk memahami bagaimana taraf mereka dan bantuan apa yang dapat diberikan kepada mereka agar efektif dalam melakukan tugas-tugas mereka. Ini adalah tujuan dari penelitian ini yang berfokus pada menentukan kecerdasan emosi dan sifat kepemimpinan dari Guru-guru Kepala Sekolah. Menggunakan metode penelitian deskriptif-korelasional yang melibatkan 45 responden dari 10 SMA (Sekolah Menengah Atas) di Kota Pasig dengan Guru-guru Kepala Sekolah, penelitian ini mengidentifikasi kecerdasan emosional dan sifat kepemimpinan mereka, dan menentukan korelasi yang signifikan antara keduanya seperti yang dirasakan oleh para peserta. Hasil kajian menunjukan bahwa responden sangat cerdas secara emosional dalam mengelola emosi sendiri, mengelola emosi orang lain, dan memanfaatkan emosi, tetapi mereka mendapat kecerdasan emosi di atas rata-rata dalam persepsi emosi. Di sisi lain, ukuran sifat kepemimpinan menunjukan bahwa mereka memiliki sifat kepemimpinan yang tinggi di semua lima sifat kepemimpinan utama. Background. Schistosomiasis is endemic in the Philippines. Currently, the financial and economic costs of hospitalization due to schistosomiasis have not been studied or analyzed. This will be essential to the review of health benefit package of PhilHealth for schistosomiasis. Objectives. This study estimated the cost of hospitalization due to schistosomiasis and its complications in the Philippines. Methods. This is a cross-sectional mixed-methods study. Nine (9) hospitals from schistosomiasis-endemic provinces were included in the study. Medical records and billing statements from year 2013 were retrieved and analyzed. Non-medical costs were calculated based on data from key informants and existing economic data in 2013. Results. A total of 1,415 hospitalized cases were collected; 94% came from government hospitals. Fifty nine percent (59%) were classified under uncomplicated schistosomiasis. Overall hospitalization costs were PhP 8,489,524.39 (USD 200,006.70), with cases of hepatic complications having the highest costs among all types of cases. Combined nonmedical costs and productivity losses for 5,005 days of hospitalization were PhP 13,019,363.75 (USD 306,726.25). Conclusion. The estimated clinical cost burden and economic losses due to schistosomiasis in selected sites in the Philippines amount to PhP 21,508,888.14 (USD 506,732.95). Significant drivers of cost were the presence of schistosomiasis sequelae or complications, co-morbidities, and increasing length of stay. Estimated productivity losses and non-medical expenses of patients due to hospitalization were found to be more burdensome than the actual hospital bills. These costs stress the need for government to provide health coverage for patients diagnosed with schistosomiasis.

There has been perpetual controversy regarding the leadership of ASEAN, that is complicated and hitherto been a cause for concern. The largest and most populated country in Southeast Asia is Indonesia, and has been regarded as the de facto leader in ASEAN for its influence to spur progress within the organization. However, this does not undermine the role of the other four founding members of ASEAN, specifically Singapore, Thailand, Philippines and Malaysia. Singapore has been considered the leader of ASEAN in the economic realm, championing and pushing forward economic agendas of the organization and its member-states. Moreover, the Philippines have been a strong advocate in promoting and enhancing the socio-cultural development within the organization. Conversely, the role of Malaysia in ASEAN has been scholarly neglected. This study seeks to fill the gaps by analysing the role of Malaysia in ASEAN since 1967, and propose that Malaysia has had a significant degree of influence within the organisation. By incorporating document analysis, this study presents the findings on Malaysia’s pivotal role in ASEAN. The results conclude that Malaysia was and is still a key leader in the organization and the country should continue to exercise its prerogative for the benefit of its national interest, in addition to maintaining peace, stability and prosperity in the region.  


Subject Outlook for South-east Asia-Japan relations. Significance Japanese Prime Minister Shinzo Abe meets US President Donald Trump on February 10. This follows his January 12-17 tour of the Philippines, Vietnam, Indonesia and Australia and new US defence secretary James Mattis's visit to Tokyo and South Korea last week. China’s assertiveness and influence in the Asia-Pacific region, and the policy uncertainties surrounding the Trump administration threaten Japan’s traditional foreign and security policy settings and East and South-east Asian leadership role. Impacts South-east Asian states will try to play China and Japan off against each other for improved infrastructure financing. Australia and Japan are now the leading countries committed to the TPP’s continued relevance. Vietnam is likely to seek deeper economic and security ties with Japan. Japan may face US pressure to conduct South China Sea freedom-of-navigation patrols.

This study evaluates Dental Foundation Training (DFT) in the context of the Francis Report recommendations. Results of questionnaires sent to trainees and educational supervisors involved in DFT highlighted the importance of an educational supervisor as a positive role model, the value of the informal curriculum in developing an organisational culture of professionalism, leadership and ethics, and the developmental benefits of experiential learning. DFT needs to create an optimal learning environment which should promote the benefits of reflection, positive role modelling and active participation by foundation trainees in their professional community and organisational culture. The findings of this study confirm the crucial role DFT plays in the development of safe, ethical and effective practitioners. It also underlines the need for clear and consistent UK wide standards of DFT supported by strong leadership and management, underpinned by skilled, professional educational supervisors, and effectively quality assured.

In 2013 Typhoon Haiyan dealt strong winds and storm surges to Tacloban City, Philippines. After that, the standard public school buildings were designed using the load provisions of the updated 2015 National Structural Code of the Philippines. However, it is important to analyze if the school buildings can resist failure against another Haiyan storm surge event. Haiyan was simulated using the the Weather Research and Forecasting (WRF) Model, and the storm surge was simulated using the Finite Volume Community Ocean Model (FVCOM). The wind and flood loads were then calculated and applied on a two-story school building model in STAAD.Pro, and the maximum shear forces and bending moments in the 300 beams and columns were compared to its capacity.Recorded Presentation from the vICCE (YouTube Link): https://youtu.be/P3E1_aizbnE
