The Comparative Analysis of Coalition Formation and Duration: Distinguishing Between-Country and Within-Country Effect

Dodd is generally credited with providing clear empirical support for the proposition that, in the period after the Second World War, minimal winning coalitions in European party governments will tend to last longer in office than non-minimal winning coalitions. There has been a considerable body of research on this and related questions. Dodd, as well as most other authors treating cabinet coalition formation, has attempted to model features of cabinet formation such as cabinet duration or cabinet type (e.g. minimal winning v. minority government v. oversized coalitions) largely or entirely using data pooled from all cabinets in each of a number of different countries over some considerable time period. One difficulty with this method is that system-level variables (such as number of parties, or the presence of large anti-system parties), which might be able to explain aggregate-level between-county variations in cabinet type or cabinet durability, are not likely to be the same variables that are useful in explaining within-country differences. A second difficulty is that certain system-level characteristics such as effective number of parties or number of cleavage dimensions are highly correlated with both cabinet type and cabinet duration and, as a consequence, these variables are highly correlated with one another when pooled cross-national data are used. Thus, if the analyst is not very careful, results of pooled cross-national data may lead to mistakes about causal structure and a confusion of within-country and between-country effects.

How do economic opportunities abroad affect citizens’ ability to exit an authoritarian regime? This article theorizes the conditions under which authoritarian leaders will perceive emigration as a threat and use imprisonment instead of other types of anti-emigration measures to prevent mass emigration. Using data from communist East Germany's secret prisoner database that we reassembled based on archival material, the authors show that as economic opportunities in West Germany increased, the number of East German exit prisoners – political prisoners arrested for attempting to cross the border illegally – also rose. The study's causal identification strategy exploits occupation-specific differences in the changing economic opportunities between East and West Germany. Using differential access to West German television, it also sheds light on the informational mechanism underlying the main finding; cross-national data are leveraged to present evidence of the external validity of the estimates. The results highlight how global economic disparities affect politics within authoritarian regimes.

AbstractMost studies examining the relationship between social cleavages and party system fragmentation maintain that higher levels of social diversity lead to greater party system fragmentation. However, most aggregate-level studies focus on one type of social cleavage: ethnic diversity. In order to develop a better understanding of how different cleavages impact electoral competition, this article considers another type of social cleavage: religious diversity. Contrary to previous literature, higher levels of religious diversity provide incentives for cross-religious cooperation, which in turn reduces party system fragmentation. Using a cross-national data set of elections from 1946–2011, the results show that, in contrast to most studies examining the effects of social cleavage diversity on the number of parties, higher religious diversity is associated with lower levels of party system fragmentation.

This chapter summarizes the main parameters of coalitional presidentialism and the key concepts, definitions, explanatory frameworks, indicators, and propositions. It summarizes our understanding of coalitional presidentialism; the distinction between coalition formation and maintenance; the definition of coalitions; the multidimensional understanding of coalition management (the ‘presidential toolbox’); and an analytical framework that emphasizes the motivation of presidents to achieve cost minimization under constraints determined by system-level, coalition-level, and conjunctural factors. It also summarizes our main empirical findings: (1) the characteristics of presidential tools, (2) the substantive patterns of their deployment, (3) the factors that shape the costs of using these tools, (4) the actual (observed) costs of using them, and (5) the potential for imperfect substitutability of these tools. Finally, it concludes with some reflections on the current state of the research on comparative presidentialism.

AbstractThe use of fertility intention questions to study individual childbearing behaviour has developed rapidly in recent decades. In Europe, the Generations and Gender Surveys are the main sources of cross-national data on fertility intentions and their realisation. This study investigates how an inconsistent implementation of a question about wanting a child now affects the cross-country comparability of intentions to have a child within the next three years and their realisation. We conduct our analysis separately for women and men at prime and late reproductive ages in Austria, France, Italy and Poland. The results show that the overall share of respondents intending to have a child at some point in their life is similar in all four analysed countries. However, once the time horizon and the degree of certainty of fertility intentions are included, substantial cross-country differences appear, particularly in terms of proceptive behaviour and, consequently, the realisation of fertility intentions. We conclude that the inconsistent questionnaire adaptation makes it very difficult to assess the role of country context in the realisation of childbearing intentions.

Traditional theories of government coalition formation concentrate on formal criteria inspired by – if not directly drawn from – game theory. One such criterion is that the coalition which forms must be winning; another is that it should have no surplus members without whom it would still be winning, i.e. it should be minimal; and a third is that the number of parties should be as few as possible. The closest that such theories come to considering the substantive issues affecting the formation of coalitions in the real world is their focus on reducing the ideological diversity of parties within the government. On many occasions, however, such ideological considerations receive negligible attention from politicians, who often ignore size factors altogether.

This study examines construction waste generation and management in Taiwan. We verify the factors probable affecting the output of construction wastes by using data for the output of declared construction wastes produced from demolition projects in Taiwan in the last year, expert interviews, and research achievements in the past, and find “ on-site separation” is the factor with effects on the output of construction wastes via cross-correlation by algorithms such as K-Means and Decision Tree C5.0. It can be seen that the output (0.092(t/M3) with on-site separation or 0.329(t/M3) without on-site separation is highly correlated with the composition ratio of construction wastes and referred to as a valid conclusion.

The concept of bracketed morality has received empirical support in several sport studies (e.g., Bredemeier & Shields, 1986a, 1986b). However, these studies have focused on moral reasoning. In this research, we examined bracketed morality with respect to moral behavior in sport and university contexts, in two studies. Male and female participants (Study 1: N = 331; Study 2: N = 372) completed questionnaires assessing prosocial and antisocial behavior toward teammates and opponents in sport and toward other students at university. Study 2 participants also completed measures of moral disengagement and goal orientation in both contexts. In most cases, behavior in sport was highly correlated with behavior at university. In addition, participants reported higher prosocial behavior toward teammates and higher antisocial behavior toward opponents in sport than toward other students at university. The effects of context on antisocial behavior were partially mediated by moral disengagement and ego orientation. Our findings extend the bracketed morality concept to prosocial and antisocial behavior.

Constitutional design proceeds under the assumption that institutions have predictable consequences, but modern political science has not pursued the empirical verification of these predicted consequences with much vigor. I shall attempt to link the theoretical premises underlying one important aspect of constitutional design, the amendment process, with the empirical patterns revealed by a systematic, comparative study of constitutions. An examination of all amendments in the 50 American states since 1776 reveals patterns that are then confirmed using data from 32 national constitutions. The interaction of the two key variables affecting amendment rate can be described by an equation that generates predicted amendment rates close to those found in the cross-national empirical analysis. A constitution's length measured in number of words, the difficulty of an amendment process, and the rate of amendment turn out to have interlocking consequences that illuminate principles of constitutional design.
