Conquered or Granted? A History of Suffrage Extensions

Why was franchise extended to the lower classses and to women? Was it conquered by the excluded groups, threatening that unless they were admitted as citizens they would reach for power by other, revolutionary, means? Or was it voluntarily granted by the incumbent elites? This question is examined statistically, using a new dataset covering the entire world from the inception of representative institutions until now. The general picture that emerges is that the poorer classes fought their way into the representative institutions and, once admitted, they were organized by different political parties. In pursuit of their economic and social goals, these parties sought to enhance their electoral positions, treating the issue of female suffrage as an instrument of electoral competition.

Purpose After direct elections were instituted in Hong Kong and the sovereignty was transferred from Britain to China, politicization inevitably followed democratization. The purpose of this paper is to evaluate the pro-democratic political parties’ politics in Hong Kong in recent history. Design/methodology/approach The research was conducted through a historical comparative analysis, within the context of Hong Kong after the sovereignty handover and the interim period of crucial democratization. Findings With the implementation of “One country, Two systems,” political democratization was hindered in Hong Kong’s transformation. The democratic forces have no alternative but to seek more radicalized politics, which has caused a decisive and ineluctable fragmentation of the local political parties. Originality/value This paper explores and evaluates the political history of the Hong Kong Special Administrative Region under “One country, Two systems” and the ways in which the limited democratization hinders the progress of Hong Kong’s transformation.

This paper argues for greater integration of considerations of women and gender in the history of the 1917 Russian Revolutions. Two key issues have long been discussed by historians: the spontaneity/consciousness paradigm, and the role of class in the revolution. Neither has been adequately analyzed in relation to gender. Women's suffrage has been largely neglected despite the fact that it was a significant issue throughout the year and represented a pioneering advance won by a countrywide coalition of women and men from the working class and intelligentsia, and from almost all political parties. In this centennial year, accounts of the Revolution remain one-dimensional; women remain the other.

The Irish land act of 1881, it is generally agreed, was a victory for the Land League and Parnell, and nationalist policy with regard to the act and the attitude of southern tenants towards it have been many times subjected to detailed examination by historians of this period. In these analyses of the events of 1880–81, however, little reference is normally made to the part played by the different parties and interests in the north of the country. It is often assumed, for example, that the Ulster tenants held aloof from the campaign for reform, lending no more than occasional vocal support to the agitational efforts of tenants in the south and west. Indeed, they were later excoriated by William O'Brien, Michael Davitt and others not only for giving no support to the land movement but also for sabotaging Parnell's policy of testing the 1881 act by precipitately rushing into the land courts to take advantage of the new legislation: ‘that hard-fisted body of men, having done nothing themselves to win the act, thought of nothing but turning it to their own immediate use, and repudiating any solidarity with the southern and western rebels to whom they really owed it’. If, however, northern tenants were harshly judged by nationalist politicians in the years after 1881, the part played by the northern political parties in the history of the land bill has been either ignored or misunderstood by historians since that time. The Ulster liberals, for example, are rarely mentioned, the implication being that they made no contribution to the act even though it implemented almost exactly the programme on which they had been campaigning for much of the previous decade. The northern conservatives, on the other hand, are commonly seen as leading opponents of the bill, more intransigent than their party colleagues in the south, ‘quick to denounce any weakening of the opposition’ to reform, and ‘determined to keep the tory party up to the mark in defending the landlord interest’

This paper aims to examine the phenomenon of the decline of voters in Islamic ideology in Indonesia. Indonesian history notes that Islamic Political Parties have triumphed in political circles with their ability to impose fierce debates against nationalist groups and religions other than Islam when discussing constitutional changes. The endless debate then forced President Soekarno to issue a presidential decree. The sweet history of Islamic Political Parties began to decline when the regime of the New Order government fused authoritatively and caused no more unity of opinion in the Islamic party. At present, Islamic ideology political parties also have a tendency to turn to the Cacth All Party, which is considered more profitable and provides wider opportunities to gain power. This paper aims to prove the changing behavior of voters of Islamic political parties in the history of Indonesia's political configuration.

Political parties have long thrived on systematic grassroots mobilization of support. But does traditional partisan bottom-up mobilization still matter in an interconnected digital age turning the world into a `global village'? We address this question by studying the impact of the populist Movimento Cinque Stelle (M5S) on the rejection of the 2016 constitutional referendum in Italy. The movement's unusual practice to coordinate activities on a public event platform provides a unique opportunity to collect the complete event history of a modern political party. We merge this data consisting of over 200'000 geo-coded meetings by 1'000 local chapters with referendum results and individual panel data. Relying on regression, matching, and instrumental variable models, we find a small but consistent effect of M5S activity on the referendum outcome. Our findings demonstrate the continued relevance of bottom-up mobilization and highlight direct democratic means as an influential channel for populist movements.

Federalism is created by a state having heterogeneous population with a desire to have provisions for adequate distribution of economic resources within a democratic form of government. The economic interaction is usually guaranteed by the constitutional arrangement of the land. The desire for the creation of a federation may be the economic interaction, interdependence on each other by the Centre and federating units. Proper distribution of powers between the Centre and Federating Units flourish when the residuary powers are vested in the federating units. The 18th Constitutional Amendment made a landmark in the history of Pakistan as it introduced a paradigm shift in the democratic set-up of the country. This shift had long been cherished by most of the mainstream political parties as it gives an opportunity to the ruling parties to complete the tenure of the government.

This essay will act as an analysis of the Indo-Afro racial politics of two west Indian countries: Trinidad and Tobago, and Guyana. I will give the circumstances that led to the migration of large numbers of East Indians as indentured servants to Trinidad and Guyana, specifically. I will also explain how these conditions led to a distinct form of government and society. Through tables of electoral data in Trinidad, the racial voting patterns will be observed, and I will elaborate on how political parties do or do not pander to their respective racial communities. Finally, I will conclude by addressing how the racial divide in these two large Caribbean nations impact Caribbean regionalism on a larger scale.

Abstract Trust in political institutions is an important issue in contemporary democracies, as it contributes to democratic regimes’ legitimacy and sustainability. This paper investigates what effects corruption, political allegiance, and the post-communist history of a country have on political trust. Political trust is measured as trust towards parliament, political parties, and politicians. Both individual-and country-level factors are included in the analytical model in order to account for the personal and contextual characteristics that might shape political trust. This research employs the multilevel modelling for empirical analysis. The results show that the winner effect and corruption perception impact are relatively strongly affecting political trust. Surprisingly, the post-communist history of a country seems to play no significant role in driving political trust. The concluding part links the findings of this study back to the theory and draws several implications not only for the future research but also the real world of policies and politics.

AbstractThis essay examines the administrative state as a ubiquitous phenomenon that results in part from the mismatch of incentives. Using two dramatic episodes in the history of economics, the essay considers two types of mismatch. It then examines how economists increasingly endorsed the “general good” as a unitary goal for society, even at the expense of private hopes and desires. More than this, their procedures and models gave them warrant to design mechanisms and advocate for legislation and regulations to “fix” the supposedly suboptimal choices of individuals in service to the overarching goal. The rise of New Welfare Economics dealt an additional blow to the sovereignty of individual motivations, notwithstanding that Hayek and Buchanan warned that this engineering approach allowed social goals to override individual preferences. Throughout, the argument is that it is important to recognize that people within or advising the administrative state are influenced by the same sorts of (private) motivations as actors throughout the economy.
